The article is well organized and structured. I would suggest:

- more discussion on the section regarding the relationship between bottom harvesting and zooplankton population,

- Figures use more contrasting shadings or patterns,

- maybe a correction on Figure 4 that has two similar labels for two different columns

This is a very well written and prepared work. The authors have completely and thoroughly covered their subject, providing all needed justifications.

The only issue I can point is that while a significant part of the paper discussed general issues in deed, all case studies, as well as the discussion part focus on Chinese cases. This is understandable as a lot of work has been done there, however it feels that in a review paper, authors would try to cover other areas as well.

In all other aspects, this work is ready for publication, with some minor editing issues (see attached pdf).
