Round 1

Reviewer 1 Report

A topic as post-pandemic development and the complexity of the contexts require a stronger explanation of theoretical basis. More references should be used to discuss about this important topic and a deeper discussion about the Hingna tahsil, Nagpur (India) is needed.

There is a particular weakness in this article, which I think could compromise the publication: the paper appears not to give a clear contribution to the field with novel results.

The aim fo the work is to apply the lens of the circulating and ecological sphere (CES), introduced by the Japanese Government for localizing resource flows between urban-rural regions, to contemplate possible alternative development approaches for achieving smooth transitions during pandemics through the case study area located in Hingna tahsil of Nagpur Metropolitan Area, India. SOme suggestions ar eprovided in order to improve the work:

1) Abstract: a brief descrption of the methodology used is missing. Please, provide also for the main innovative contribution and the usefulness for the final users/interested subjects.

2) Introduction: It is important to highlight the main sector affected by the COVID-19 pandemics. Some useful references on this could be: Tajani, F., Liddo, F. D., Guarini, M. R., Ranieri, R., & Anelli, D. (2021). An Assessment Methodology for the Evaluation of the Impacts of the COVID-19 Pandemic on the Italian Housing Market Demand. Buildings, 11(12), 592; Eroğlu, H. (2021). Effects of Covid-19 outbreak on environment and renewable energy sector. Environment, Development and Sustainability, 23(4), 4782-4790.

Moreover, it is not so clear how the development disparities in a region is linked to the COVID_19 sphere. Please, clarify this concept.

2) Materials and Methods: add the reference year of the used data

Dear Authors,

Many thanks for the access to your research. I consider the theme very update and the structure of the text clear and easy to be understood.

The manuscript tries to deal with a theoretical relation between rural and urban spaces in the situations of crisis as Covid. The text develops a group of the relations between behaviour of residents of urban and rural areas and the need for isolation without breaking the relation with human activities.

The theme is interesting but the development of the research is weak since it stays on "common sense" about the behaviour of the citizens when they opted for isolation to preserve health conditions.

The method adopted is original however the results are in some part expeculative and supported in common sense.

The theme is new and this situation allows a new approach to the actual knowledge. The description of mixing social sciences issues with statistics with qualitative and quantitative data is strong. Some of the data is missing from the text well written. The research method is comprehensible and have the capacity to be reply by other authors and situations.

Conclusions are speculative since part of the data is missing from the text but some coherence can be found in the text.
