This paper puts forward an interesting idea, but the implementation of this idea lacks the in-depth calculation analysis at the technical level, so far, it is obviously not enough.

From the system level, it contains several subsystems, each subsystem needs to solve what key problems, from the implementation level, it involves what preliminary thermodynamic process calculation;

In terms of cost, it is not only necessary to evaluate the construction cost, but also to account annual return rate, maintenance fee, etc.

There are many mistakes in the present article, and the calculation process of many data lacks detailed explanation and explanation.
