The COVID-19 pandemic triggered unprecedented economic disruptions, raising critical questions about the resilience and adaptability of macroeconomic productivity across countries. This study examines the impact of COVID-19 on macroeconomic efficiency and productivity dynamics in 37 OECD countries using quarterly data from 2018Q1 to 2024Q4. By employing a Slack-Based Measure Data Envelopment Analysis (SBM-DEA) and the Malmquist Productivity Index (MPI), we decompose total factor productivity (TFP) into efficiency change (EC) and technological change (TC) across three periods: pre-pandemic, during-pandemic, and post-pandemic. Our framework incorporates both desirable (GDP) and undesirable outputs (inflation, unemployment, housing price inflation, and interest rate distortions), offering a multidimensional view of macroeconomic efficiency. Results show broad but uneven productivity gains, with technological progress proving more resilient than efficiency during the pandemic. Post-COVID recovery trajectories diverged, reflecting differences in structural adaptability and innovation capacity. Regression analysis reveals that stringent lockdowns in 2020 were associated with lower productivity in 2023–2024, while more adaptive policies in 2021 supported long-term technological gains. These findings highlight the importance of aligning crisis response with forward-looking economic strategies and demonstrate the value of DEA-based methods for evaluating macroeconomic performance beyond GDP. Both agricultural output and environmental pollution in China show certain characteristics of spatiotemporal variation due to the evolution and inter-provincial disparities of resource endowment, economic development level, and production mode. This paper considered the green water consumption, carbon emissions in agricultural production, and the persistent role of fixed asset investment, constructed an undesired dynamic SBM-DEA model, and evaluated the agricultural eco-efficiency (AEE) of 31 provinces in China from 2007 to 2018, analyzing the spatiotemporal differentiation. The results show that, during 2007–2018, the following can be concluded: (1) The AEE of 31 provinces in China showed the characteristics of an overall stable rise from 0.64 to 0.70 but uneven development among regions from 2007 to 2018. (2) The averages of either the agricultural resource consumption efficiency index or pollution emission efficiency index in 31 provinces slightly increased over time, while the average value of the agricultural fixed asset investment efficiency index showed a decline in volatility. The spatial discrepancy of any index mainly stems from the index disparity between groups with a high AEE and groups with a low one, with contribution rates of more than 85%. In the context of the COVID-19 global epidemic, it is particularly important to use limited medical resources to improve the systemic control of infectious diseases. There is a situation where a shortage of medical resources and an uneven distribution of resources in China exist. Therefore, it is important to have an accurate understanding of the current status of the healthcare system in China and to improve the efficiency of their infectious disease control methods. In this study, the MP-SBM-Shannon entropy model (modified panel slacks-based measure Shannon entropy model) was proposed and applied to measure the disposal efficiency of the medical institutions responding to public health emergencies (disposal efficiency) in China from 2012 to 2018. First, a P-SBM (panel slacks-based measure) model, with undesirable outputs based on panel data, is given in this paper. This model measures the efficiency of all DMUs based on the same technical frontier and can be used for the dynamic efficiency analysis of panel data. Then, the MP-SBM model is applied to solve the specific efficiency paradox of the P-SBM model caused by the objective data structure. Finally, based on the MP-SBM model, undesirable outputs are considered in the original efficiency matrix alignment combination for the deficiencies of the existing Shannon entropy-DEA model. The comparative analysis shows that the MP-SBM-Shannon model not only solves the problem of the efficiency paradox of the P-SBM model but also improves the MP-SBM model identification ability and provides a complete ranking with certain advantages. The results of the study show that the disposal efficiency of the medical institutions responding to public health emergencies in China shows an upward trend, but the average combined efficiency is less than 0.47. Therefore, there is still much room for improvement in the efficiency of infectious disease prevention and control in China. It is found that the staffing problem within the Center for Disease Control and the health supervision office are two stumbling blocks. Full article

Improving the poor sustainability of the construction industry requires long-term actions, especially in developing countries such as China. Regional sustainability assessment plays an indispensable role, contributing to a better understanding of the state of development in various regions. However, few studies have focused on the overall sustainability of regional construction industries, and occupational safety is generally ignored. To fill these gaps, an input-output system is established to evaluate regional sustainable performance of the construction industry (SPCI), which is made to include occupational safety by introducing the number of fatalities as an undesirable output. An evaluation model is constructed by combining window analysis with a super-slack-based measure data envelopment analysis (windows-super-SBM DEA). The SPCI in China’s 30 provinces from 2010 to 2017 is dynamically evaluated, and regional differences are further analyzed, with eight regions being defined. The results indicate that (1) the overall SPCI in China has fluctuated smoothly around a slight downward trend. By comparison, the integration of occupational safety refreshes the relative performance of most provinces; (2) dividing China into eight regions presents more detailed information because of those regions’ smaller coverage areas, and more attention should be given to the northeast, northwest, Middle Yellow River region and east coast because of the decrease in the SPCI; and (3) vigorously developing of the construction industry does not necessarily result in a large number of byproducts if the relevant policy is sufficiently strong. The findings of this study are conducive to rationally allocating resources and formulating targeted policies. Full article

The Paris Agreement marks global response to climate change after 2020 and China has proposed the dual carbon goals, carbon peaking and carbon neutrality, in response. This paper analyses the contribution to dual carbon goals by analyzing the impact of environmental regulations (ERs) on green technology innovation (GTI) in China. First, considering variances in energy consumption structure across provinces and industries, industrial CO2 emission is calculated and set as an undesirable output of industrial GTI. Then, industrial green technology innovation efficiencies (GTIE) of 29 provinces in China between 2005–2017 are calculated using a non-oriented two-stage network SBM-DEA model assuming variable returns to scale. Last, dynamic evolution and regional differences of industrial GTIE during green technology R&D, green technology commercialization, and overall GTI stages are respectively observed, and the influences from different types of ERs, command-based (CER), market-based (MER), and voluntary (VER), on industrial GTIE are analyzed. We identify China is overall experiencing relatively low but gradually increasing industrial GTIE and Industrial GTIE present gradient changes across provinces with increasingly prominent regional difference. It is found that influences of types of ERs on industrial GTIE present dynamic effect, threshold effect, lag effect and regional differences. Full article

This study uses the undesirable output and super-efficiency slacks-based measure combined with window (WIN-US-SBM) data envelopment analysis (DEA) to evaluate the environmental efficiency (EE) in 30 Chinese provinces, from 2005 to 2016, explores regional differences in the EE, and uses the dynamic spatial Durbin model (DSDM) to analyze regional differences in effects of important factors on the convergence of EE. It reveals that EE in the eastern area is higher than EE in the central and western areas, and a positive spatial autocorrelation exists in the interregional EE. The difference in provincial EE gradually narrows over time and tends to converge to its own steady-state level. Economic growth reduces EE for the central and western areas and improves efficiency for the eastern area; economic growth from surrounding areas indirectly promotes local EE for the eastern area. Foreign direct investment (FDI) promotes EE in the eastern and central areas, and FDI in the adjacent areas has a positive effect on local EE for the eastern area. Export reduces EE for all areas, and export in surrounding areas indirectly promotes local EE for the central area. Industrialization reduces EE in the western area, and industrialization in the surrounding areas increases local EE for the eastern area. Energy efficiency promotes EE for the central area, urbanization increases EE for the central area, and urbanization of the surrounding areas reduces local EE for the eastern area. Full article

China’s economy in recent decades has developed at a very rapid speed, as evidenced by its GDP jumping to second place in the world. Although utilization of domestic water resources has helped spur economic development, sewage discharge as an undesirable output has unfortunately caused many negative effects on human health, causing concern from all walks of life. Therefore, governments in China at all levels are committed to urban sewage treatment policies in order to reduce the negative impact of water pollution on society. While most existing studies have targeted the macro-level modes of economic development and environmental pollution, their selection of research objects is too narrow by failing to adequately consider China's water pollution and the consequential national health crisis. This study takes cities in 30 provinces of China as the research objects and applies various influencing factors of urban wastewater treatment and health (as two stages) to the modified two-stage dynamic Slacks-Based Measures (SBM) Data Envelopment Analysis (DEA) model. The results reveal that the overall efficiency of each province is increasing and that the efficiency of the wastewater treatment stage is greater, thus contributing to overall efficiency. Conversely, the health stage’s efficiency is far lower than the wastewater treatment stage’s efficiency, which has a notably adverse effect on overall efficiency. In addition, most input-output variables need much improvement. Based on the findings herein, we offer specific suggestions to each province for improving sewage treatment capacity, the level of medical care, and the quality of national health. Full article

The urban ecological civilization construction relates to welfare of the people and the national future. It is an important field of the high-quality economic development to improve the urban ecological efficiency level. The purpose of this research is to provide a new perspective and method for the quantitative study of the urban sustainable development, and also to provide some decision-making references for the improvement of the urban ecological efficiency in Henan province. This paper uses the slacks-based measure-data envelopment analysis (SBM-DEA) model containing the undesirable output and the Malmquist index model to fully evaluate the urban ecological efficiency level in Henan province during the period of 2005–2016, via both the static and dynamic analysis. Based on this, the bootstrap regression model is applied in analyzing the influencing factors of the urban ecological efficiency. The research shows three findings. First, according to the static efficiency analysis, the urban ecological efficiency in Henan province is low as a whole and has a big promotion space. Moreover, there is a significant difference in the urban ecological efficiency level among the five regions because of the different geographical locations and social and economic development situations of the cities. Second, according to the dynamic efficiency analysis, in the last 12 years, the urban ecological efficiency in Henan province has shown an overall growth trend, and the technological progress has played a major role in promoting the urban ecological efficiency in Henan province. Third, according to the influencing factor analysis, the governmental financial support hinders the improvement of the urban ecological efficiency in Henan province, while the level of opening to the outside world, the urban population density, and the urban greening level promote it.
