Research on ecosystem carbon sequestration services and ecological compensation is crucial for advancing carbon neutrality. As a public good, ecosystem carbon sequestration services inherently lead to externalities. Therefore, it is essential to consider externalities in the flow of sequestration services. However, few studies have examined intra- and inter-regional ecosystem carbon sequestration flows, making regional ecosystem carbon sequestration flows less comprehensive. Against this background, the research objectives of this paper are as follows. The flow of carbon sequestration services between Henan Province and out-of-province regions is studied. In addition, this study clarifies the beneficiary and supply areas of carbon sink services in Henan Province and the neighboring regions at the prefecture-level city scale to obtain a more systematic, comprehensive, and actual flow of carbon sequestration services for scientific and effective eco-compensation and to promote regional synergistic emission reductions. The research methodologies used in this paper are as follows. First, this study adopts a meta-coupling framework, designating Henan Province as the focal system, the Central Urban Agglomeration as the adjacent system, and eight surrounding provinces as remote systems. Regional carbon sequestration was assessed using net primary productivity (NEP), while carbon emissions were evaluated based on per capita carbon emissions and population density. A carbon balance analysis integrated carbon sequestration and emissions. Hotspot analysis identified areas of carbon sequestration service supply and associated benefits. Ecological radiation force formulas were used to quantify service flows, and compensation values were estimated considering the government’s payment capacity and willingness. A three-dimensional evaluation system—incorporating technology, talent, and fiscal capacity—was developed to propose a diversified ecological compensation scheme by comparing supply and beneficiary areas. By modeling the ecosystem carbon sequestration service flow, the main results of this paper are as follows: (1) Within Henan Province, Luoyang and Nanyang provided 521,300 tons and 515,600 tons of carbon sinks to eight cities (e.g., Jiaozuo, Zhengzhou, and Kaifeng), warranting an ecological compensation of CNY 262.817 million and CNY 263.259 million, respectively. (2) Henan exported 3.0739 million tons of carbon sinks to external provinces, corresponding to a compensation value of CNY 1756.079 million. Conversely, regions such as Changzhi, Xiangyang, and Jinzhong contributed 657,200 tons of carbon sinks to Henan, requiring a compensation of CNY 189.921 million. (3) Henan thus achieved a net ecological compensation of CNY 1566.158 million through carbon sink flows. (4) In addition to monetary compensation, beneficiary areas may also contribute through technology transfer, financial investment, and talent support. The findings support the following conclusions: (1) it is necessary to consider the externalities of ecosystem services, and (2) the meta-coupling framework enables a comprehensive assessment of carbon sequestration service flows, providing actionable insights for improving ecosystem governance in Henan Province and comparable regions. How to promote sustainable development and deal with the actual development demands in economic transformation through land-use planning is crucial for local governments. The urban sustainable development mainly relies on creativity and talents in the digital era, and talents are increasingly attracted by local people-oriented land use. However, the current planning ideology remains at meeting corporate and people’s basic needs rather than specific needs of talents, especially the increasingly emerging digital creatives. To promote the talent agglomeration and sustainable development through land planning, this paper uses micro-celebrities on Bilibili, an influential creative content creation platform among young people in China, as an example to study the geographical distribution of digital creative talents and its relationship with urban amenities by constructing an index system of urban amenities, comprising natural, leisure, infrastructure, and social and institutional amenities. The concept of borrowed amenities is introduced to examine the effects of amenities of surrounding cities. This study demonstrates that micro-celebrities show a stronger preference for amenities compared with other skilled talents. Meanwhile, social and institutional amenities are most crucial. Furthermore, urban leisure represented by green spaces and consumption spaces is also attractive. At the regional scale, with prefecture-level cities as units, the local talents agglomeration is also influenced by the borrowed amenities in the context of regional integration. It indicates that the local land use should consider the characteristics of the surrounding cities. This study provides strategic inspiration that a happy and sustainable city should first be people-oriented and provide sufficient space for consumption, entertainment, and interaction. Full article

Amidst the intensifying impacts of global economic turbulence and external instabilities, the urgency to enhance urban sustainable development capabilities has become increasingly pronounced. Urban green-infrastructure investment, as a pivotal investment direction, plays a significant role in strengthening urban sustainable development capabilities. Based on panel data from 281 prefecture-level cities in China from 2010 to 2022, this study employs an empirical model to thoroughly investigate the impact of urban green-infrastructure investment on urban sustainable development and its underlying mechanisms. The research findings indicate the following: ① Urban green-infrastructure investment significantly promotes the enhancement of urban sustainable development levels, a conclusion that remains robust after undergoing robustness tests. ② The mechanism tests reveal that the enhancement of industrial chain resilience, ecological environment resilience, and talent agglomeration are crucial pathways through which urban green-infrastructure investment drives sustainable urban economic development. ③ Heterogeneity analysis finds that cities in the central and western regions, resource-based cities, cities with lower levels of urbanization, and cities with higher degrees of openness are more sensitive to the sustainable development-enhancing effects of green-infrastructure investment. ④ Spatial effect tests show that urban green-infrastructure investment has a positive spatial spillover effect on enhancing urban sustainable development levels. Based on these findings, it is recommended that cities increase investment in green infrastructure, optimize investment structures, promote the enhancement of industrial chain and ecological environment resilience, strengthen talent agglomeration effects, and leverage regional comparative advantages to invest in green infrastructure in a location-specific manner. This study not only validates the positive impact of urban green-infrastructure investment on urban sustainable development but also provides multi-perspective insights and references for analyzing the effects of urban green-infrastructure investment, offering policy support for achieving urban sustainable development. In the context of Industry 4.0, the transformative integration of intelligent digitalization, sustainable practices, and cross-sectoral industrial convergence within manufacturing systems constitutes a strategic imperative for addressing global climate emergencies and accelerating resource scarcity. Using panel data from 279 prefecture-level cities and the multiperiod difference-in-differences (DID) approach, this study investigates the impact of intelligent manufacturing on urban green innovation efficiency and its heterogeneous effects. The results reveal that intelligent manufacturing significantly enhances urban green innovation efficiency through scale agglomeration, economic agglomeration, and talent agglomeration, with robustness confirmed by propensity score matching DID tests and double machine learning. In addition, financial development has a nonlinear moderating effect on this relationship. When financial development surpasses the critical threshold of 3.817, its positive moderating effect becomes significantly enhanced. Heterogeneity analyses demonstrate that the benefits of intelligent manufacturing are more pronounced in the middle and western regions, noncentral cities, and cities with advanced industrial intelligence, robust digital finance ecosystems, or stringent environmental regulations. These findings provide novel insights into the dynamic mechanisms through which intelligent manufacturing fosters green innovation, offering policymakers in developing economies a framework to tailor regional strategies, optimize governance systems, and harness intelligent manufacturing as a catalyst for sustainable, innovation-driven growth. Amid global rural tourism growth and rural revitalization policies, traditional villages’ resource protection and tourism development have drawn international academic attention. To guide villages’ resource planning and management, this study constructed an evaluation index system of cultural, ecological, industrial, talent, and organizational amenities in traditional villages from the perspective of tourists’ perceptions using grounded theory and measured the spatial agglomeration differences, synergistic effects and their influencing factors of traditional village amenities by using location entropy, spatial autocorrelation, and gray correlation degree analysis. The results show that (1) the spatial distributions of cultural, ecological, industrial, and organizational amenities are more balanced, while talent amenities exhibit a more concentrated distribution. (2) The spatial concentration of amenities in traditional villages has a strong positive spatial correlation, the agglomeration level of the high-high type of concentration is distributed in clusters, the low–low type tends to be contiguous, and the low–high type is distributed sporadically around the high–high type; significant synergy between ecological and industrial amenities, and organizations play a supportive role in the spatial agglomeration of cultural, ecological, ecological and talent amenities. (3) Gross regional product, slope, and distance to 3A and above scenic spots significantly influence the spatial agglomeration of amenities. This study provides reference for the sustainable development of traditional villages from the perspectives of exerting agglomeration and radiation effects, synergistically promoting villages’ development, constructing the memory symbol system, and integrating the resource structural system based on the spatial agglomeration difference characteristics of traditional village amenities. In the context of high-quality economic development, the empowering effect of regional integration policies on urban green and low-carbon development has significantly strengthened, playing a crucial strategic role in achieving the coordinated development of the economy and ecology. This study uses the expansion of the Yangtze River Delta urban agglomeration as a quasi-natural experimental scenario, analyzing the pathways and mechanisms through which regional integration policies influence urban green and low-carbon development based on panel data from Chinese cities between 2004 and 2022, using a multi-period Difference-in-Differences (DID) model. The empirical results show the following: ① Regional integration policies significantly enhance the efficiency of urban green and low-carbon development, a conclusion that remains robust after a series of robustness tests, including PSM-DID estimation, placebo tests, instrumental variable methods, indicator reconstruction, and policy interference exclusion. ② Mechanism tests reveal that regional integration policies mainly drive the green and low-carbon transformation through three channels: innovation investment, industrial upgrading, and talent aggregation. ③ Heterogeneity analysis indicates that the positive impact of regional integration policies on the green and low-carbon development of cities is more significant in eastern regions, resource-based cities, small and medium-sized cities, and old industrial cities. Spatial effect tests show that regional integration development has a significant spatial spillover effect on urban green and low-carbon transformation. Based on these findings, it is recommended that, in the future, in global efforts should be made to continuously improve the regional collaborative governance system, strengthen multi-dimensional linkage mechanisms in urban agglomerations, and build a policy support framework that drives innovation and optimizes the allocation of factors. This study not only provides empirical support for the green efficiency enhancement mechanisms of regional integration policies but also offers decision-making references for promoting regional coordinated development and achieving green economic growth in the digital economy era. Green technological innovation is pivotal in advancing the ‘dual carbon’ target and promoting sustainable and low-carbon development. This research examines 17 prefecture-level cities in Hubei Province, employing the Super-SBM model for assessing emissions of carbon efficiency from 2010 to 2020. The kernel density estimation and the Dagum coefficient of Gini are also used to examine the spatio-temporal differentiation and the evolution of these efficiencies. A data panel regression model is utilized to evaluate how green technological innovation impacts carbon emission efficiency in Hubei Province. The research revealed that (1) Hubei Province’s carbon emission efficiency first fluctuated and then increased rapidly, and (2) the overall regional difference in carbon emission efficiency in Hubei Province shows a trend of first decreasing and then gradually increasing. The Wuhan metropolitan area and the Xiang-yang-Shiyan-Suizhou-Shennongjia urban area are quite different; the differentiation within the Yichang-Jingzhou-Jing-Enshi urban agglomeration shows a narrowing trend. (3) The innovation elements of green technology are positively correlated with the effectiveness of carbon emissions; the relationship between economic expansion and population density among the control variables also shows a positive correlation, while the industrial structure and government environmental regulations are negatively correlated. (4) In Hubei Province, there is a temporal lag between green technological innovation and its impact on carbon emission efficiency. Capital investment and technical achievement currently enhance carbon emission efficiency, while human capital positively affects carbon emission efficiency during a second lag period. This article proposes countermeasures and recommendations for R&D capital spending, innovative talent cultivation, and regional differentiation, providing specific references to advance the coordinated growth of the whole Hubei Province and green sustainable development. To balance economic development with environmental sustainability and address the challenges posed by the new wave of technological innovation, China has focused on leveraging the synergistic effects of technology and finance. This approach aims to promote urban green technology innovation (UGTI), which is critical in achieving innovation-driven, high-quality development. This study draws on two phases of China’s “Promoting the Integration of Technology and Finance Pilot” policy, implemented in 2011 and 2016. It utilizes data from 283 cities from 2007 to 2021 and employs a multiple-period difference-in-differences (DID) model to examine the effect, mechanisms, and heterogeneity of science and technology (sci-tech) finance policies on UGTI. The results indicate that (1) sci-tech finance policies significantly foster UGTI. (2) The mechanism analysis reveals that sci-tech finance policies stimulate UGTI by enhancing the agglomeration of scientific and technological talent and factor allocation. (3) The heterogeneity analysis shows that sci-tech finance policies have a considerably greater effect on UGTI in eastern and non-resource-based cities than in western and resource-based cities. Furthermore, strengthening intellectual property protection, advancing digitalization, and implementing suitable financial regulations amplify the green innovation effects of the sci-tech finance policies. As an important region in western China, the Chengdu–Chongqing region has rich sports tourism resources and huge development potential. Based on relevant prior studies and the principle of data collectability, a sports tourism evaluation index system was constructed from four aspects: overall scale, market entity, development foundation, and government support. Using the coupled coordination model, the trend of the coordination and evolution of sports tourism in the Chengdu–Chongqing region from 2015 to 2020 was analyzed, and the primary obstacles affecting the coordinated development of sports tourism were identified through the obstacle degree model. The results show that sports tourism in Chengdu and Chongqing achieved great success based on the geographical environment, sports resources, and policy support. However, problems such as imperfect sports tourism infrastructure, unbalanced regional development, insufficient industrial integration, and shortage of professional talents have restricted the further development of the industry. This study holds that the Chengdu–Chongqing region can achieve high-quality and coordinated development of sports tourism by strengthening urban integration, expanding open cooperation, enhancing further industrial agglomeration, boosting policy support, and improving transportation networks. The findings offer insights for policymakers and stakeholders aiming to leverage sports tourism for economic and social benefits in similar regions. Full article

The development of new-type urbanization (NTU) represents a crucial strategic approach to fostering new drivers of economic growth. Despite its importance, limited research has explored the effects and underlying mechanisms through which NTU influences new quality productive forces (NQPFs), key indicators of emerging economic dynamism. Addressing this research gap, the present study analyzes panel data from 283 Chinese cities spanning from 2009 to 2022, applying a difference-in-differences (DID) model to empirically evaluate the impact of the New-Type Urbanization Pilot Policy (NTUPP) on NQPFs. The findings reveal that the NTUPP has a significant positive effect on NQPFs, a conclusion that is supported by a series of robustness and endogeneity checks. Specifically, the NTUPP’s implementation corresponds to an average increase of 1.1% in NQPFs. The policy facilitates NQPF growth primarily through mechanisms such as talent agglomeration and optimal resource allocation. Notably, the NTUPP is particularly effective in boosting NQPFs at lower initial levels. Since NQPFs inherently reflect green productivity, NTU’s emphasis on green, low-carbon, and civilizational features markedly amplifies the policy’s positive impact on NQPFs, while NTU’s focus on smart urbanization aspects appears to mitigate this effect. These findings contribute valuable empirical insights from the Chinese context, highlighting the potential of NTU to accelerate new economic growth drivers. Full article

In the context of accelerating global climate change, it has become increasingly important to study the vital relationship between industrial agglomeration and urban carbon emissions for sustainable development. The present study focuses on the influence of industrial agglomeration on urban carbon emissions, by investigating a sample of 280 prefecture-level cities in China from 2009 to 2021. Methodologically, this study empirically tests the effect of industrial agglomeration on the urban carbon emissions through the use of a spatial Durbin model and mediating effect model. The following are the main conclusions: first, the impact of industrial agglomeration on urban carbon emissions shows an inverted U-shaped relationship, which first intensifies and then inhibits, and has spatial spillover effect; second, industrial agglomeration has different impacts on urban carbon emissions in the eastern, central and western regions. Industrial agglomeration shows different impacts on urban carbon emissions between resource-based and non-resource-based cities. Industrial agglomeration shows different impacts on urban carbon emissions between old industrial cities and non-old industrial cities. Third, green technology innovation and green talent agglomeration mediate the relationship between industrial agglomeration and urban carbon emissions. This study highlights the significance of industrial agglomeration in promoting sustainable urban development and offers valuable insights for the planning and formulation of industrial development policies. The assessment of the relationship between the innovative city pilot policy (ICPP) and urban resilience is crucial for enhancing cities’ ability to foresee, endure, and recover from various disruptive events. Despite the widespread implementation of the ICPP in China, it remains uncertain if this strategy will contribute to the development of urban resilience. Starting with data collected from 245 prefecture-level cities in China from 2004 to 2020, this paper initially evaluates the causal effect of the policy intervention using the difference-in-differences (DID) model and the propensity score matching-difference-in-differences (PSM-DID) method. A multi-dimensional urban resilience measurement index and a mediating effect model were constructed. The empirical results show that (1) the ICPP has a significant effect on urban resilience, which remains in force after a series of robustness tests, such as a placebo test and difference-in-differences machine learning (DML) approach; (2) regional R&D investment, technological talent attraction, green innovation capability enhancement, and information infrastructure development are identified as the mediating variable for the ICPP’s impact on urban resilience dimensions; and (3) heterogeneity study results show that the ICPP has a significantly greater impact on medium-sized cities, attributed to their capacity to enhance the resilience of cities with more growing space. Furthermore, cities with lower economic agglomeration saw a greater increase in urban resilience due to the ICPP. Accordingly, it is recommended to prioritize the allocation of innovative resources to non-coastal regions, cities with low economic agglomeration, and medium-sized cities. This study provides crucial recommendations for the enlargement of the ICPP’s scale and coordinated progress of China’s urban resilience. Full article

A resilient innovation ecosystem is an important guarantee for enhancing industrial competitiveness. Knowledge spillover is the key driving force to enhance system resilience. Firstly, we use the MEREC-CoCoSo method to calculate the resilience level of the integrated circuit (IC) innovation ecosystem and analyze the evolution trajectory of the resilience before and after the emergence of the “stuck-neck” problem. Secondly, based on the panel data of 30 provinces (autonomous regions and municipalities directly under the central government) in China from 2011 to 2021, this paper analyzes the mechanism of the impact of intra-regional knowledge spillovers on the resilience of IC innovation ecosystems using the fixed-effect model and analyzes the spatial effect of inter-regional knowledge spillovers on the resilience of innovation ecosystems using the spatial Durbin model under the human capital matrix. Finally, we analyze the regulating role of contractual and relational governance mechanisms and try to open the “black box” of governance. The result shows the following: (1) The polarization of innovative ecosystem resilience of integrated circuits is gradually increasing, with strong spatial agglomeration, high–high agglomeration, low–low agglomeration, and low–high dispersion, and there is an obvious “matthew effect” and “siphon effect”. (2) Both intra- and inter-regional knowledge spillovers contribute significantly to the resilience of IC innovation ecosystems. The contractual governance mechanism can effectively enhance the impact of knowledge spillovers on the resilience of innovation ecosystems in the region, and the relational governance mechanism has a positive impact on the resilience of innovation ecosystems in neighboring regions. (3) Heterogeneity results show that knowledge spillovers within the Pan-PRD region have a significant positive impact on innovation ecosystem resilience. Knowledge spillovers between regions with low innovation capacity have a double effect on innovation ecosystem resilience, and knowledge spillovers between regions with “talent highlands” have a facilitating effect on innovation ecosystem resilience. Accordingly, policy recommendations are put forward to open up channels for innovation knowledge spillover, realize effective allocation of innovation resources, and optimize the system of innovation talents. In recent years, China has been steadily implementing its innovation-driven development strategy, underscoring the vital importance of attracting innovative talents to cities. Major cities have come to realize that securing such talent is essential for maintaining sustainable urban competitiveness in the future. This article takes a novel perspective by focusing on the role of urban scenes, with a particular emphasis on the cultural, lifestyle, and quality-of-life factors that are crucial for attracting and retaining innovative talent, which is essential for sustainable urban growth. Utilizing ridge regression analysis, this study scrutinizes the scores across various sub-dimensions of urban ambiance and the location quotient of innovative talent in 54 cities nationwide. We report several findings. Firstly, urban scenes play a pivotal role in talent agglomeration, a critical factor for sustainable development. Secondly, both rational and transgressive scenes positively impact the gathering of scientific and financial talents, with transgressive scenes having a more pronounced effect. Thirdly, self-expressive scenes may counterintuitively impede the clustering of scientific and cultural talents, a finding that contrasts with international research outcomes. In conclusion, this study sheds light on how urban scenes drive the sustainable concentration of innovative talents, thus contributing to the enrichment of theoretical understanding of sustainable talent development and practical insights for policymakers aiming to create urban environments that foster innovation and sustainability. The Impact of Digital Talent Inflow on the Co-Agglomeration of the Digital Economy Industry and Manufacturing

The co-agglomeration of the digital economy industry and manufacturing is significant for addressing issues such as being “large but not strong” and “comprehensive but not refined” in China’s manufacturing sector. This study uses 269 cities in China from 2006 to 2022 as the research sample, innovatively employing data from digital economy enterprises and manufacturing enterprises to measure industrial co-agglomeration, and comprehensively analyzes the mechanism of how the inflow of digital talents influences the co-agglomeration of the digital economy industry and manufacturing. The findings are as follows: (1) From 2006 to 2022, the inflow of digital talents and the level of co-agglomeration between the digital economy industry and manufacturing in Chinese cities have consistently risen, generally moving towards higher inflow and higher levels of co-agglomeration. However, the inflow of digital talent in the central and western regions is relatively low, with most cities still facing difficulties due to inadequate policy support and resource investment. Industrial co-agglomeration exhibits characteristics of “core–periphery”, “multi-core agglomeration”, and “gradient diffusion” coexisting. (2) The flow of digital talents can significantly promote the co-agglomeration of the digital economy industry and manufacturing, and this conclusion remains valid after robustness testing. The flow of digital talents drives the co-agglomeration of the digital economy industry and manufacturing by enhancing the level of digital technology innovation, promoting the spillover and flow of digital knowledge, increasing the entrepreneurial activity of urban digital economy enterprises, and upgrading industrial structures. Furthermore, digital economy policies play a regulatory role in this process. (3) The promotion effect of digital talent inflow is more pronounced in low- and mid-end manufacturing, high-grade cities, well-developed digital infrastructure, and non-resource-based cities. By contrast, this effect is relatively weaker in high-end manufacturing and low-grade cities. In cities with weak digital infrastructure and resource-based cities, this effect is not significant. (4) The inflow of digital talents and the co-agglomeration of digital economy industry and manufacturing have a significant promotion effect on cities with similar economic development levels and adjacent geographical locations, demonstrating a positive diffusion effect.
