The air quality in Mosul was adversely affected both directly and indirectly during and after the conflict phase, spanning from the occupation to the liberation of the city from ISIS (2014–2017). Direct impacts included the ignition of oil fields and sulphur deposits, as well as the use of military weapons and their propellants. Indirectly, the air quality was also compromised by various other factors negatively affecting the quality due to excessive emission levels of air pollutants, such as particulate matter (PM), sulphur dioxide (SO2), nitrogen dioxide (NO2) and other toxic gases. Six important locations in the city of Mosul were selected, and the concentrations of the parameters PM2.5, PM10, formaldehyde (HCHO), total volatile organic compounds (TVOC), NO2 and SO2 were determined at monthly intervals during the year 2022. The sites were selected both according to their proximity and their specific distance from the direct conflict zone. The aim was to assess the present pollutant levels based on WHO guidelines and to compare the results with previous pre-war studies to understand the long-term war impact on air quality. The results showed that the annual average values of PM2.5, PM10 and NO2 were above the WHO limits at all locations throughout the year. In contrast, the annual average values of TVOC, HCHO and SO2 were within the limits in the hot months but exceeded them in the cold months (December to March), which can be attributed to the use of heating material in winter. Two sites revealed higher pollution levels than the others, which can be attributed to their proximity to the devastated areas (conflict zones), high traffic density and a high density of power generators. These factors were further exacerbated by post-war migration from the destroyed and unsafe areas. Thus, in addition to the short-term effects of burning oil fields and sulphur deposits, as well as airborne weapon emissions, the increase in traffic, the use of decentralized power generators, and the higher demand for heating oil, progressive desertification due to deforestation and the destruction of extensive green areas, as well as increasing and unaddressed environmental violations in general, can be held responsible for declining air quality in the urban area. This work should be considered as preliminary work to emphasise the urgent need for conventional air quality monitoring to consolidate air quality data and monitor the effectiveness of different approaches to mitigate war-related air quality deterioration. Possible approaches include the implementation of air purification technologies, the preservation of existing ecosystems, the replacement of fossil energy sources with renewable energy options, proactive and sustainable urban planning and enforcing strict air quality regulations and policies to control and reduce pollution levels. Energy transition is a major structural change in the whole social system, and the energy system must be changed globally to replace fossil fuels. Hydropower is one of the largest sources of renewable energy in the world. However, owing to the construction of hydropower projects, involuntary resettlers are suffering from being far away from their native land, losing the land cultivated for generations and the houses they live in, and losing the social relationship network based on geography and blood ties. Based on the system evaluation theory of reservoir resettlement and referring to relevant research findings, this paper constructs a comprehensive evaluation index framework for assessing the implementation effect of the Post-Relocation Support (PReS) policy. The research region is located in Zhijin County, Bijie City, Guizhou Province, China. Accordingly, a combined method of a structural equation model and a fuzzy comprehensive evaluation model is used in this paper to analyze the implementation of the PReS policy. The results show that the total score of implementing effects of the PReS policy is 4.4, with dramatic significance. The subindex scores of the resettlers’ family income, living conditions, and production conditions; the local economy; and social stability are 4.3, 4.6, 4.4, 4.6, and 4.3, respectively, with dramatic significance. This paper has analyzed and summarized the successful practices of implementing the PReS policy for reservoir resettlers in three dimensions: poverty alleviation, beautiful home construction, and accelerating rural revitalization. Research shows that China’s rural reservoir resettlers’ PReS policy has been more effective in restoring the livelihoods of reservoir resettlers. Full article

The BosWash corridor is a megalopolis, or large urbanized region composed of interconnected transportation, infrastructure, physiography, and sociopolitical systems. Previous work has not considered the BosWash corridor as an integrated, holistic ecosystem. Building on the emerging field of infrastructure ecology, the region is conceptualized here as an infrastructure biome, and this concept is applied to the region’s energy transition to a post-fossil fueled heating sector, in analogy to ecosystem succession. In this conception, infrastructure systems are analogous to focal species. A case study for an energy succession from an aging natural gas infrastructure to a carbon-free heating sector is presented, in order to demonstrate the utility of the infrastructure biome framework to address climate and energy challenges facing BosWash communities. Natural gas is a dominant energy source that emits carbon dioxide when burned and methane when leaked along the process chain; therefore, a transition to electricity is widely seen as necessary toward reducing greenhouse gas emissions. Utilizing an infrastructure biome framework for energy policy, a regional gas transition plan akin to the Regional Greenhouse Gas Initiative is generated to harmonize natural gas transition within the BosWash infrastructure biome and resolve conflict arising from a siloed approach to infrastructure management at individual city and state levels. This work generates and utilizes the novel infrastructure biome concept to prescribe a regional energy policy for an element of infrastructure that has not previously been explored at the regional scale—natural gas. A waste reform was recently introduced in Russia to divert waste from landfills. To help advance the reform, this paper presents a life cycle assessment of the municipal solid waste management system in Russia’s second largest city—Saint Petersburg—and its neighboring Leningrad region. Five scenarios were evaluated: the current state of the system (S0), its expected post-reform state in 2024 (S1), and its state improved by increased landfill gas collection (S2), by increased waste incineration (S3), and by separate collection of waste (S4). The environmental impact was assessed in terms of climate change, acidification, eutrophication, and abiotic resource depletion (fossil fuels). The results showed an overall reduction in the environmental impact of the waste management system across all impact categories and all scenarios studied. The largest reduction in all impact categories (except abiotic resource depletion) was achieved through source separation of municipal solid waste. Particularly, global warming potential was reduced from 0.328 kg CO2-eq./kg waste generated in S0 to 0.010 kg CO2-eq./kg waste in S4. Regarding abiotic resource depletion potential (fossil fuels), the incineration scenario is the most beneficial, since it reduces the impact by 573%. Full article

Reducing emissions of pollutants from transport is clearly one of the main challenges of the constantly developing world. Because the environmental impact of different means of transport is significant, it is necessary to cut down on fossil fuels and turn to more eco-friendly solutions, e.g., electric vehicles. Almost all European countries are now adapting their transport policies to this new paradigm. Nonetheless, due to large economic disparities, these processes are currently at different levels of implementation in Western and Eastern Europe. The main focus is on private electric cars and more traditional means of transport, rather than water trams. This article presents possible means of developing water tram lines in Gdańsk served by hybrid or full-electric vehicles. The analysis presented herein reflects the multidimensional nature of the issue. The article provides data on the socio-economic situation in the city, technical issues related to the implementation of such tram lines, and the possible consequences of introducing a new means of transportation into the existing system. A key part of the analysis is the identification of anticipated economic and environmental consequences of introducing both hybrid and full-electric vehicles into the system. A comprehensive socio-economic and technical-environmental analysis of the possibilities of developing urban electromobility in the form of urban passenger shipping in post-communist countries, such as that presented in this paper, has not been previously published. The lockdown measures implemented worldwide to slow the spread of the COVID–19 pandemic have allowed for a unique real-world experiment, regarding the impacts of drastic emission cutbacks on urban air quality. In this study we assess the effects of a 7-week (23 March–10 May 2020) lockdown in the Greater Area of Athens, coupling in situ observations with estimations from a meteorology-atmospheric chemistry model. Measurements in central Athens during the lockdown were compared with levels during the pre- and post-lockdown 3-week periods and with respective levels in the four previous years. We examined regulatory pollutants as well as CO2, black carbon (BC) and source-specific BC components. Models were run for pre-lockdown and lockdown periods, under baseline and reduced-emissions scenarios. The in-situ results indicate mean concentration reductions of 30–35% for traffic-related pollutants in Athens (NO2, CO, BC from fossil fuel combustion), compared to the pre-lockdown period. A large reduction (53%) was observed also for the urban CO2 enhancement while the reduction for PM2.5 was subtler (18%). Significant reductions were also observed when comparing the 2020 lockdown period with past years. However, levels rebounded immediately following the lift of the general lockdown. The decrease in measured NO2 concentrations was reproduced by the implementation of the city scale model, under a realistic reduced-emissions scenario for the lockdown period, anchored at a 46% decline of road transport activity. The model permitted the assessment of air quality improvements on a spatial scale, indicating that NO2 mean concentration reductions in areas of the Athens basin reached up to 50%. The findings suggest a potential for local traffic management strategies to reduce ambient exposure and to minimize exceedances of air quality standards for primary pollutants. Full article

The building sector is currently responsible of 40% of global final energy consumption, influencing the broader energy system in terms of new electricity and heat capacity additions, as well as distribution infrastructure reinforcement. Current building energy efficiency potential is largely untapped, especially at the local level where retrofit interventions are typically enforced, neglecting their potential synergies with the entire energy system. To improve the understanding of these potential interactions, this paper proposes a methodology that links dynamic building simulation and energy planning tools at the urban scale. At first, a detailed bottom-up analysis was conducted to estimate the current and post-retrofit energy demand of the building stock. The stock analysis is further linked to a broader energy system simulation model to understand the impact of building renovation on the whole urban energy system in terms of cost, greenhouse gas emission, and primary energy consumption up to 2050. The methodology is suited to analyze the relationship between building energy demand reduction potential and clean energy sources’ deployment to shift buildings away from fossil fuels, the key priority for decarbonizing buildings. The methodology was applied to the case study city of Torino, Italy, highlighting the critical role of coupling proper building retrofit intervention with district-level heat generation strategies, such as modern district heating able to exploit low-grade heat. Being able to simulate both demand and supply future alternatives, the methodology provides a robust reference for municipalities and energy suppliers aiming at promoting efficient energy policies and targeted investments. The transformation to a post-fossil city is one of the central urban challenges of the 21st century, with heat transition representing an important part of this process. In Germany, a structural change commission has proposed a complete phase-out of coal by 2038. For the city of Leipzig, which is located in a mining region, this opens up the possibility of a post-fossil transformation. Leipzig started an energetic retrofitting process within its housing sector several years ago, and is now planning to phase-out coal-fired district heating as early as 2023. This heat transition could turn Leipzig into one of the pioneering cities of post-fossil transformation. However, such a transition will be accompanied by numerous challenges and problems in the financial, political, technological, and labor sectors. Using the example of Leipzig, we conducted a document analysis and semi-structured interviews to investigate how a transition of the heating sector is conceptualized and planned, which governance structures have emerged, and how they work. In addition, our paper outlines the main interests and goals of the key actors and stakeholders in this transition, as well as their competences and resources. We emphasize that while Leipzig has committed itself to ambitious climate goals, up to now, the city has had no systemic approach for reducing local emissions. Although a window of opportunity has opened for a post-fossil heat transition, this still remains at a niche level due to a lack of interest, path dependencies, and weak governance. Full article
