The Impact of Green Finance on Energy Transition Under Climate Change

In recent years, growing concerns over environmental degradation and deepening awareness of the necessity of sustainable development have propelled green and low-carbon energy transition into a focal issue for both academia and policymakers. By decomposing energy transition into the transformation of energy structure and the upgrading of energy efficiency, this study investigates the impact and mechanisms of green finance on energy transition across 30 provinces (municipalities and autonomous regions) in China, with the exception of Tibet. In addition, the impact of climate change is incorporated into the analytical framework. Empirical results demonstrate that green finance development significantly accelerates energy transition, a conclusion robust to rigorous validation. Analysis of the mechanism shows that green finance promotes energy transition through the facilitation of technological innovation and the upgrade of industrial structures. Moreover, empirical evidence reveals that climate change undermines the promotional influence of sustainable finance on energy system transformation. The magnitude of this suppression varies nonlinearly across provincial jurisdictions with differing energy transition progress. Regional heterogeneity analyses further uncover marked discrepancies in climate–finance interactions, demonstrating amplified effects in coastal economic hubs, underdeveloped western provinces, and regions with mature eco-financial markets. According to these findings, actionable policy suggestions are put forward to strengthen green finance and accelerate energy transition. Full article

Using waste biomass as a raw material for the combined production of electricity and heat offers corresponding energy, economic, environmental and resource efficiency benefits. The study examines both the performance of a system for combined energy production based on the Organic Rankine Cycle (ORC) utilizing wood biomass and the market interest in its deployment within Bulgaria. Its objective is to propose a technically and economically viable solution for the recovery of waste biomass through the combined production of electricity and heat while simultaneously assessing the readiness of industrial and municipal sectors to adopt such systems. The cogeneration plant incorporates an ORC module enhanced with three additional economizers that capture residual heat from flue gases. Operating on 2 t/h of biomass, the system delivers 1156 kW of electric power and 3660 kW of thermal energy, recovering an additional 2664 kW of heat. The overall energy efficiency reaches 85%, with projected annual revenues exceeding EUR 600,000 and a reduction in carbon dioxide emissions of over 5800 t/yr. These indicators can be achieved through optimal installation and operation. When operating at a reduced load, however, the specific fuel consumption increases and the overall efficiency of the installation decreases. The marketing survey results indicate that 75% of respondents express interest in adopting such technologies, contingent upon the availability of financial incentives. The strongest demand is observed for systems with capacities up to 1000 kW. However, significant barriers remain, including high initial investment costs and uneven access to raw materials. The findings confirm that the developed system offers a technologically robust, environmentally efficient and market-relevant solution, aligned with the goals of energy independence, sustainability and the transition to a low-carbon economy. The sustainable management of Municipal Solid Waste (MSW) relies heavily on community participation in separating it at the source and delivering it to collection systems. These practices are crucial for reducing pollution, protecting ecosystems, and maximizing resource recovery. However, in the Global South context, with conditions of socioeconomic vulnerability, community participation in the sustainable management of MSW remains limited, highlighting the need to generate context-specific interventions. MSW includes items such as household appliances, batteries, and electronic devices, which require specialized handling due to their size, hazardous components, or material complexity. This study implemented a Community-Based Social Marketing approach during the research and design phases of an intervention focused on promoting source separation and management of hard-to-manage MSW in five municipalities within the administrative region of Norte de Santander (Colombia), which borders Venezuela. Using a mixed-methods approach, we collected data from 1775 individuals (63.83% women; M age = 33.48 years; SD = 17.25), employing social mapping, focus groups, semi-structured interviews, participant observation, and a survey questionnaire. The results show that the source separation and delivery of hard-to-manage MSW to collection systems are limited by a set of psychosocial, structural, and institutional barriers that interact with each other, affecting communities’ willingness and capacity for action. Furthermore, a prediction model of willingness to engage in separation and delivery behaviors showed a good fit (R2 = 0.83). The strongest predictors were awareness of the negative consequences of non-participation and perceived environmental benefits, with subjective norms contributing to a lesser extent. Based on these results, we designed a context-specific intervention focused on reducing these barriers and promoting community engagement in the sustainable management of hard-to-manage MSW. Societies are aiming to have a higher ecological consciousness in wastewater treatment operations and achieve a more sustainable future. With this said, global demands for larger quantities of resources and the consequent waste generated will inevitably lead to the exhaustion of current municipal wastewater treatment works. The utilization of biosolids (particularly microbial proteins) from wastewater treatment operations could generate a sustainable bio-adhesive for the wood industry, reduce carbon footprint, mitigate health concerns related to the use of carcinogenic components, and support a more circular economic option for wastewater treatment. A techno-economic analysis for three 10 MGD wastewater treatment operations producing roughly 11,300 dry pounds of biosolids per day, in conjunction with co-feedstock defatted soy flour protein at varying ratios (i.e., 0%, 15%, and 50% wet weight), was conducted. Aspen Capital Cost Estimator V12 was used to design and estimate installed equipment additions for wastewater treatment plant integration into an urban biorefinery process. Due to the mechanical attributes and market competition, the chosen selling prices of each adhesive per pound were set for analysis as USD 0.75 for Plant Option P1, USD 0.85 for Plant Option P2, and USD 1.00 for Plant Option P3. Over a 20-year life, each plant option demonstrated economic viability with high NPVs of USD 107.9M, USD 178.7M, and USD 502.2M and internal rates of return (IRRs) of 24.0%, 29.0%, and 44.2% respectively. The options examined have low production costs of USD 0.14 and USD 0.19 per pound, minimum selling prices of USD 0.42–USD 0.51 per pound, resulting in between 2- and 4-year payback periods. Sensitivity analysis shows the effects biosolid production fluctuations, raw material market price, and adhesive selling price have on economics. The results proved profitable even with large variations in the feedstock and raw material prices, requiring low market selling prices to reach the hurdle rate of examination. This technology is economically enticing, and the positive environmental impact of waste utilization encourages further development and analysis of the bio-adhesive process. Full article

With the advantages of industrial integration, China’s recreational fishery sector represents a new trajectory in the transformation of the fishery industry. Coastal regions possess abundant fishery resources and have favorable geographical conditions, offering natural advantages for developing recreational fishing. However, substantial variations can be observed among regions regarding their resource endowments and economic conditions, leading to diversity in the driving forces and paths of recreational fishery development. This study employs panel data for 11 coastal provinces, municipalities, and autonomous regions in the Chinese mainland from 2005 to 2023 to explore the driving forces and regional heterogeneity of recreational fishery development. This paper employs fixed-effects estimation and further incorporates a mediating-effect model to explore the role of market demand in shaping the development path of recreational fisheries. The results are as follows: (1) Natural resource endowments and market demand are key driving forces that promote growth in the output value of recreational fisheries. (2) There is heterogeneity in the driving forces across regions. In areas with richer resource endowments or lower economic development levels, recreational fishery growth relies more on natural resource-driven mechanisms, whereas in regions with weaker resource endowments or higher economic development levels, market demand plays a more dominant role. (3) Market demand drives recreational fishery growth through the expansion of the tertiary sector. This paper offers a valuable reference for policymakers seeking to allocate resources more efficiently, support balanced regional development, and formulate tailored development strategies in accordance with local conditions, thereby facilitating the sustainable and high-quality development of the recreational fishery industry in the Chinese mainland. Rural tourism has emerged as an efficient strategy for rural revitalization while having various impacts on rural governance. Previous studies predominantly focused on the social implications of rural tourism and its impact on institutional arrangements while neglecting the influence of rural tourism on collective action in rural governance. This study employed a social–ecological system (SES) framework to investigate the influence of rural tourism on rural collective action, utilizing survey data from 22 provinces (autonomous regions and municipalities directly under the central government), 178 villages, and 3282 rural households across China. The findings revealed that rural tourism exerted a positive influence on collective action, primarily through labor force reflow mechanisms. Specifically, the leadership of village cadres had a moderating role in enhancing this positive correlation. Further analysis revealed significant heterogeneity in tourism governance effects: non-plain regions and villages with medium to low economic development levels exhibited substantial improvements in collective action, whereas plain areas and economically advanced villages may manifest potentially negative impacts. Theoretically, this study contributes to elucidating tourism-driven self-governance mechanisms by applying the SES framework, thereby transcending the traditional dualistic debate between state-market and development-governance paradigms. Practically, we propose institutional designs that embed collective action mechanisms into the coupled synergistic development of rural tourism and community governance, thereby activating endogenous motivations for rural self-governance. The integration of different agroecological practices could significantly mitigate the impact of climate change. Therefore, a 2-year field experiment on organic zucchini was carried out to study the effects of clover (Trifolium alexandrinum L.) cover crop management (green manure, GM vs. flattening using a roller crimper, RC), compared to a control without cover (CT). This agroecological practice was tested in combination with the following different fertilizer treatments: T1. compost produced by co-composting coal mining wastes with municipal organic wastes compost plus urea; T2. compost produced with the same matrices as T1, replacing urea with lawn mowing residues; T3. non-composted mixture of the industrial matrices; T4. on-farm compost obtained from crop residues. The GM management showed the highest marketable yield and aboveground biomass of zucchini, with both values higher by approximately 38% than those recorded in CT. The T1, T2, and T3 treatments showed higher SOC values compared to T4 in both years, with a gradual increase in SOC over time. The residual effect of fertilization on SOC showed a smaller reduction in T3 and T4 than in T1 and T2, in comparison with the levels recorded during the fertilization years, indicating a higher persistence of the applied organic matter in these treatments. The findings of this study pointed out that combining organic fertilization and cover cropping is an effective agroecological practice to maintain adequate zucchini yields and enhance SOC levels in the Mediterranean environment. Municipal sewage sludge, a by-product of urban wastewater treatment, is increasingly recognized to be a strategic resource rather than a disposal burden. Traditional management practices, such as landfilling, incineration, and land application, are facing growing limitations due to environmental risks, regulatory pressures, and the underuse of the sludge’s energy and nutrient potential. This review examines the evolution of sludge management, focusing on technologies that enable energy recovery and resource valorization. The transition from linear treatment systems toward integrated biorefineries is underway, combining biological, thermal, and chemical processes. Anaerobic digestion remains the most widely used energy-positive method, but it is significantly improved by processes such as thermal hydrolysis, hydrothermal carbonization, and wet oxidation. Among these, hydrothermal carbonization stands out for its scalability, energy efficiency, and phosphorus-rich hydrochar production, although implementation barriers remain. Economic feasibility is highly context-dependent, being shaped by capital costs, energy prices, product markets, and policy incentives. This review identifies key gaps, including the need for standardized treatment models, decentralized processing hubs, and safe residual management. Supportive regulation and economic instruments will be essential to facilitate widespread adoption. In conclusion, sustainable sludge management depends on modular, integrated systems that recover energy and nutrients while meeting environmental standards. A coordinated approach across technology, policy, and economics is vital to unlock the full value of this critical waste stream. Full article

Market-oriented ecological restoration is vital for advancing ecological civilization and promoting harmonious human–nature relationships. However, the precise implementation pathway remains unclear. Few studies specifically address challenges that arise during ecological restoration implementation. Ensuring the smooth and effective implementation and landing of ecological restoration projects harmonizes ecological and economic objectives at the regional scale and fosters sustainable development in the region. Based on the policies of market-oriented ecological restoration collected from various Chinese provinces, and through multi-level institutional analysis, the policy measures are categorized into three phases: early, middle, and late. For each phase, we summarize the challenges encountered in implementing market-oriented ecological restoration projects. Finally, by the method of constructing theoretical models, we propose sustainable countermeasures based on multiple theoretical models. The results show (1) China’s ecological restoration sector is experiencing rapid growth, and market-oriented policies in China, multiple Chinese provinces, and municipalities have enacted successive market-oriented ecological restoration policies, and the outlook for ecological restoration marketization in China remains highly promising. (2) The implementation process of current market-oriented ecological restoration projects confronts and encounters several challenges. These include the absence of project screening and evaluation mechanisms, limited investment and financing channels, ill-defined approval processes, ambiguous delineation of departmental responsibilities, insufficient industry incentives, and the absence of effective operational and management mechanisms. (3) To address the identified challenges, taking forest ecological restoration as an example, theoretical models should be developed encompassing six critical dimensions: the aspects of the mechanism, mode, approval process, management system, industrial chain, and platform. This aims to provide sustainable pathways for the effective implementation of market-oriented forest ecological restoration projects. Full article

The effective use of biowaste resources becomes crucial for the development of bioprocessing alternatives to current oil- and chemical-based value chains. Targeting the development of multi-product biorefinery approaches benefits the viability and profitability of these process schemes. Certain oleaginous microorganisms, such as oleaginous red yeast, can co-produce industrially relevant bio-based products. This work aims to explore the use of industrial and urban waste as cost-effective feedstock for producing microbial oil and carotenoids using Rhodosporidium toruloides. The soluble fraction, resulting from homogenization, crushing, and centrifugation of discarded vegetable waste, was used as substrate under a pulse-feeding strategy with a concentrated enzymatic hydrolysate from municipal forestry residue obtained after steam explosion pretreatment (190 °C, 10 min, and 40 mg H2SO4/g residue). Additionally, the initial nutrient content was investigated to enhance process productivity values. The promising results of these cultivation strategies yield a final cell concentration of 36.4–55.5 g/L dry cell weight (DCW), with an intracellular lipid content of up to 42–45% (w/w) and 665–736 µg/g DCW of carotenoids. These results demonstrate the potential for optimizing the use of waste resources to provide effective alternative uses to current biowaste management practices, also contributing to the market of industrially relevant products with lower environmental impacts. The world is characterised by the growing volumes and flow of goods, which, amid benefits to economic development, result in negative externalities affecting the sustainability of cities. Although numerous studies have analysed the locational patterns of logistics facilities in cities, further research is required to examine their real estate patterns and trends. The aim of the paper is, therefore, to analyse the value of land accommodating logistics facilities in the City of Cape Town municipality, South Africa. Given the lack of dedicated geo-spatial data, logistics firms were searched on Google Maps, utilising a combination of aerial photography and street view imagery. Three main attributes of land parcels hosting logistics facilities were thereafter captured from the municipal cadastral information: property extent, street address, and property number. The latter two were used to extract the 2018 and 2022 property market values from the valuation rolls on the municipal website, followed by statistical, spatial, and geographically weighted regression (GWR) analyses. Zones near the central business district and seaport, as well as areas with prime road-based accessibility, had high market values, while those near the railway stations did not stand out. However, GWR yielded weak relationships between market values and the locational variables analysed, arguably showing a disconnect between spatial planning and logistics planning. Towards augmenting sustainable logistics, it is recommended that relevant stakeholders strategically integrate logistics into spatial planning, and particularly revitalise freight rail to attract investment to logistics hubs with direct railway access. This study explores the adoption of green bonds within Saudi Arabia’s municipal sector, situated at the intersection of centralized governance, fossil fuel dependency, and ongoing sustainability reforms under Vision 2030. Employing a mixed-methods approach, this research integrates quantitative and qualitative insights from expert survey data to uncover key institutional, market, and stakeholder dimensions influencing green bond uptake. The findings reveal an emerging framework shaped by regulatory capacity, global integration, and risk perceptions. Rather than focusing solely on statistical outputs, this study highlights how governance structures, economic diversification efforts, and stakeholder alignment collectively shape the trajectory of green finance adoption. Practical implications include the need for harmonized regulatory frameworks, enhanced transparency through ESG standards, and stronger public–private collaboration. While focused on Saudi Arabia, this study offers broader lessons for green bond integration in similarly structured, resource-dependent economies. Full article

Rescaling and Transforming: “Umbrella Agreements,” Planning Deals, and the Israeli Planning Regime

This paper analyzes “Umbrella Agreements,” a policy tool implemented by the Israeli government across 32 municipalities over the past decade. Introduced in response to a deepening housing crisis, these agreements offered funding for local infrastructure in exchange for municipal consent to large-scale residential development on (mostly) state- managed land. We argue that umbrella agreements rescale the neoliberal mechanism of “planning deals” from the urban to the state (national) scale, expanding their logic to new contexts, and fundamentally transforming the Israeli planning regime. While prevailing theories of neoliberalism emphasize decentralization and privatization through “free market” mechanisms, the Israeli process is characterized by strong state control over land and a concentration of planning powers at the national level as a pre-condition for private housing development. Our analysis yields three main findings. First, upscaling planning deals erodes the state’s regulatory powers while increasing its interest as a direct beneficiary of the capitalist order. Second, these agreements subject market logic to greater political control. Third, this transformation has seriously undermined the democratic and professional characters of the planning system, leading to regressive social consequences. Full article

This study explores the governance and implementation of local labor market programs (LLMPs) in Swedish municipalities, analyzing the tension between national mandates and local policy practices. Drawing on institutional ethnography (IE), intersectionality, and emotional labor theories, we examine interviews with politicians and managers from eight municipalities. Politicians frame LLMPs as budget-driven initiatives, depoliticizing local labor market issues to comply with national policies like the January Agreement. This approach prioritizes efficiency, workfare models, and quick labor market entry, often sidelining individualized support. In contrast, managers describe their role as navigating policy constraints while addressing diverse local needs. They emphasize the challenges of aligning “one-size-fits-all” activation strategies with the realities of their participants, advocating for flexibility and adaptation within national frameworks. These contrasting perspectives reveal how LLMPs, although locally implemented, are shaped by textually mediated national policies, which influence local governance practices. Politicians focus on the need to meet national objectives, while managers struggle to reconcile these goals with participant-centered approaches. This study contributes to the understanding of how LLMPs operate within a governance framework that prioritizes efficiency over holistic support, highlighting the limitations of workfare-oriented policies and their implications for labor market integration. Characterisation of Waste Textiles from Mixed MSW and Separate Collection—A Case Study from Vienna, Austria

Textile recycling approaches require input material streams of defined purity. Establishing sorting facilities and defining viable sorting fractions for efficient subsequent recycling necessitates knowledge on the composition and material content of the textiles to be processed. Subsequently, this information is crucial for the implementation of a sustainable circular economy for textiles. This study presents the results of a comprehensive waste textile sampling and characterisation along with data on the quantities and composition of waste textiles in Vienna in 2022. The data reveals that only 28% of the 19,975 t of waste textiles generated end up in separate collection, of which a significant amount goes to the international market. However, the results regarding the fibre composition show that textiles from mixed municipal solid waste and separate collection are very similar. Cotton fibres accounted for approx. half of the fibre mass from non-complex textiles, with 9328 t overall (6776 t in the mixed municipal solid waste and 2522 t in separate collection). A further analysis regarding fibre blends found that a total of 6275 t of single-fibre materials and 5132 t of two-fibre materials were present. This reveals great potential for using this waste stream in fibre-to-fibre recycling processes. Collecting accurate data on this waste stream enables sorters and recyclers to tailor their processes to the expected input material. By increasing the amount of recycled materials, the share of incinerated or landfilled textiles will decrease, which in turn will have a positive impact on the environment. However, further research in textile identification and material separation as well as regulations to keep these materials in a sustainable closed loop are required. Full article
