For the past decade, the land rush discourse has analyzed foreign investment in land and agriculture around the world, with Africa being a continent of particular focus due to the scale of acquisitions that have taken place. Gabon, a largely forested state in Central Africa, has been neglected in the land rush conversations, despite having over half of its land allocated to forestry, agriculture, and mining concessions. This paper draws on existing evidence and contributes new empirical data through expert interviews to fill this critical knowledge gap. We situate Gabon’s historic relationship with land, establishing the intrinsic relationship between colonial land tenure systems and present-day land rights. Our findings analyze the macro context of investors and investments, as well as the impacts related to rural–urban linkages and infrastructure development into the forests, civil society, human–environment relationships, and certification programs. While challenges continue to be experienced, the promise of Gabon’s first national land use plan—the use of sustainable concessions and mandatory forestry certification—offers a unique opportunity for Gabon to transition towards a future that better benefits its population while also protecting its natural resources. Background and Objectives: Plantation forests remain a highly contested element of rural development. Successive reviews of large-scale plantations established under land concessions identify predominantly negative impacts on local farmers’ livelihoods. Although concession models of plantation development have been common in the global South, other models characterised by different forms of land tenure, labour arrangements, and plantation design have also emerged. The impacts of these models on the livelihoods of local farmers are likely to be more varied. This paper presents the results of a systematic review on the impacts of different models of plantation forests on the livelihoods of local farmers in the Greater Mekong Sub-region. Materials and Methods: Seventy-two of more than 1000 publications were identified as meeting review criteria and were assessed systematically to identify how plantation forests impacted on the natural, financial, human, physical, and social assets of proximate rural communities. Plantation models included: state forest plantations; land and land-sharing concessions; land purchase programs; and “enrolled”, contracted, and independent smallholders. Results: The results confirm those of earlier studies that land concessions delivered lasting livelihoods benefits only to few communities. A small number of positive examples among these cases demonstrate, however, that these plantation models are not necessarily detrimental to local livelihoods. Other plantation forest models, based on contract farming, land purchase, and independent smallholders have generally brought economic benefits to local people, although differentially. Research Highlights and Conclusions: Overall, this review suggests that plantation forests are not inherently positive or negative for local livelihoods, and all plantation models have the potential to contribute positively to local livelihoods. Future research on this topic needs to adopt more holistic livelihoods perspectives. Full article

The Forest Stewardship Council initiated a Forest Certification for Ecosystem Services (ForCES) project from 2011 to 2017 to improve and promote sustainable forest management addressing a range of ecosystem services. Three sites in Indonesia were included in the pilot. Whilst the development of the certification standard was largely the result of a partnership between the certification standard organization, civil society and research organizations, implementation and monitoring of the impact of this sustainability standard will entail interactions with state regulations. This study examined how voluntary certification, other market-based approaches and state regulations concerning ecosystem services in Indonesia interplay, particularly in the agenda setting and negotiation stage. Using the conceptual lenses of transition theory and state and non-state market-based governance, interrelationships between ecosystem services certification and regulations were found to be complementary and antagonistic. The majority of interrelations were complementary and supporting. However, antagonism exists where regulations do not address multiple land uses and when there are contradictions in how state regulations define ecosystem services. There was limited state involvement in developing the ecosystem services certification standard, with no substitution between the voluntary standard and regulations occurring. To scale and transition this innovatory standard from a niche to a sociotechnical regime level, it is recommended that market-driven governance arrangements at farm, forest concession and landscape level are developed in collaboration with national and local governments. Collaboration can create synergies to incentivize the acceptance, adoption and effectiveness of non-state market driven instruments to positively enhance the conservation of ecosystem services. Land governance highly affects rural communities’ well-being in landscapes where land and its access are contested. This includes sites with high land pressures from development, but also from conservation interventions. In fact, local people’s motivations for sustainably managing their resources is highly tied to their perceptions of security, trust and participation in land management regimes. Understanding these perceptions is essential to ensure the internal legitimacy and sustainability of conservation interventions, especially in areas where development changes are fast paced. This paper presents an analysis of household perceptions of land issues in 20 villages across different conservation and development contexts in Northern Cambodia. We assess whether conservation and development interventions, as economic land concessions, influence perceptions of land issues in control and treatment sites by modelling five key perception indicators. We find that household characteristics rather than village contexts are the main factors influencing the perceptions of land issues. Interventions also affect perceptions, especially with regards to the negative effect of development pressures and population growth. While large-scale protected areas do not calm insecurity about land issues, some village-based payment for environmental services projects do. Ultimately, evidence from perception studies can help address current concerns and shape future conservation activities sustainably. Full article

Forest and peatland fires occur regularly across Indonesia, resulting in large greenhouse gas emissions and causing major air quality issues. Over the last few decades, Indonesia has also experienced extensive forest loss and conversion of natural forest to oil palm and timber plantations. Here we used data on fire hotspots and tree-cover loss, as well as information on the extent of peat land, protected areas, and concessions to explore spatial and temporal relationships among forest, forest loss, and fire frequency. We focus on the Riau Province in Central Sumatra, one of the most active regions of fire in Indonesia. We find strong relationships between forest loss and fire at the local scale. Regions with forest loss experienced six times as many fire hotspots compared to regions with no forest loss. Forest loss and maximum fire frequency occurred within the same year, or one year apart, in 70% of the 1 km2 cells experiencing both forest loss and fire. Frequency of fire was lower both before and after forest loss, suggesting that most fire is associated with the forest loss process. On peat soils, fire frequency was a factor 10 to 100 lower in protected areas and natural forest logging concessions compared to oil palm and wood fiber (timber) concessions. Efforts to reduce fire need to address the underlying role of land-use and land-cover change in the occurrence of fire. Increased support for protected areas and natural forest logging concessions and restoration of degraded peatlands may reduce future fire risk. During times of high fire risk, fire suppression resources should be targeted to regions that are experiencing recent forest loss, as these regions are most likely to experience fire. Full article

Regime shifts—rapid long-term transitions between stable states—are well documented in ecology but remain controversial and understudied in land use and land cover change (LUCC). In particular, uncertainty surrounds the prevalence and causes of regime shifts at the landscape level. We studied LUCC dynamics in the Tanintharyi Region (Myanmar), which contains one of the last remaining significant contiguous forest areas in Southeast Asia but was heavily deforested between 1992–2015. By combining remote sensing methods and a literature review of historical processes leading to LUCC, we identified a regime shift from a forest-oriented state to an agricultural-oriented state between 1997–2004. The regime shift was triggered by a confluence of complex political and economic conditions within Myanmar, notably the ceasefires between various ethnic groups and the military government, coupled with its enhanced business relations with Thailand and China. Government policies and foreign direct investment enabling the establishment of large-scale agro-industrial concessions reinforced the new agriculture-oriented regime and prevented reversion to the original forest-dominated regime. Our approach of integrating complementary analytical frameworks to identify and understand land-cover regime shifts can help policymakers to preempt future regime shifts in Tanintharyi, and can be applied to the study of land change in other regions. This study investigated the implications of large-scale land concessions in the Red River Delta, Vietnam, and Northeast Cambodia with regard to urban and agricultural frontiers, agrarian transitions, migration, and places from which the migrant workers originated. Field interviews conducted near large-scale land concessions for industrial estates in the Red River Delta and rubber plantations in Northeast Cambodia suggest that these radically different concessions are paradoxically leading to similar reconfigurations of livelihoods, labor patterns, and landscapes despite basic differences in these forms of land use. Both the Red River Delta and Northeast Cambodia are frontier environments undergoing extensive agrarian change with migration to work in the large-scale land concessions leading to a shortage of farm labor that anticipates changes in farming practices and farm livelihoods. These population movements will lead to further land-use changes as governments invest in the infrastructure and services needed to support increased population density in the receiving areas. In addition, labor migrations associated with these investments affect land-use practices both at the site of the concession and the places from where the migrants originate. Full article

Increasing global demand for natural rubber began in the mid-2000s and led to large-scale expansion of plantations in Laos until rubber latex prices declined greatly beginning in 2011. The expansion of rubber did not, however, occur uniformly across the country. While the north and central Laos experienced mostly local and smallholder plantations, rubber expansion in the south was dominated by transnational companies from Vietnam, China and Thailand through large-scale land concessions, often causing conflicts with local communities. In this study we use satellite remote sensing to identify and map the expansion of large-scale rubber plantations in Champasak Province—the first area in southern Laos to host large-scale rubber development—and document the biophysical impacts on the local landscape, which of course is linked to social impacts on local people. Our study demonstrates that the expansion of rubber in the province was rapid and did not always conform to approved concession area locations. The mono-culture nature of rubber plantations also had the effect of homogenizing the landscape, eclipsing the changes caused by local populations. We argue that by providing a relatively inexpensive way to track the expansion of rubber plantations over space and time, remote sensing has the potential to provide advocates and other civil society groups with data that might otherwise remain limited to the restricted domains of state regulation and private sector reporting. However, we also caution that while remote sensing has the potential to provide strong public evidence about plantation expansion, access to and control of this information ultimately determines its value. In the Global South, there is a push to drive agricultural modernisation processes through private sector investments. In West African drylands, land concessions are required for such agri-businesses are often negotiated through customary authorities, and inject large amounts of money into localised rural systems with low cash bases. The article argues that such transactions serve to increase area under crop cultivation on an inter-seasonal basis, as financial spill-overs allow for farmers to purchase larger quantities of agricultural inputs and prepare larger tracts of land. Simultaneously, such direct and indirect cash flows also result in larger local herd sizes and an increase in the number of locally-owned cattle, as cash is exchanged for cattle, largely regarded as an interest-accruing, savings buffer. Larger herd sizes, in turn, attract Fulani pastoralists in search of employment as contracted herders for local cattle owners. Taking Integrated Water and Agricultural Development (IWAD), a private sector, large-scale irrigation initiative in northern Ghana as a case study, the article argues that there is an inevitability of the pathway, which leads from large-scale land acquisitions in West-African drylands, to an increase in conflict (and/or the risk thereof) between sedentary and Fulani pastoralists. Over the last decade, there have been considerable concerns raised regarding the social and environmental impacts of large-scale land concessions for plantation development in various parts of the world, especially in the tropics, including in Laos and Cambodia. However, there is still much to learn about the various connections and interactions associated with reactions to what are often referred to as “land grabs”, and the ways they are associated or not associated with broader social movements and networks opposed to land grabbing. There is also the need to develop language for discussing these circumstances, something I aim to contribute to in this article. Here, I present four different cases of types of resistance, or what I refer to as contingent contestations, to land concessions in southern Laos and northeastern Cambodia (two from each country), focusing on the perspectives and associated strategies of smallholder farmers, but without ignoring broader issues. I consider the roles of locals in these contestations, through emphasizing the importance of histories, identities/ethnicities, politics, and geography in determining the types of responses to these land deals that emerge, and the strategies that are adopted for contesting these developments. Over the last decade considerable research has been conducted on the development and the impacts of large-scale economic land concessions for plantations in Laos and Cambodia. These studies have variously illustrated that concessions frequently result in serious negative impacts on local people and the environment, often leading to dramatic transformations of landscapes and livelihoods. As important as this research has been, these studies have largely focused on the immediate impacts of the “enclosure” process associated with gaining access to land by investors. In this study we take a different approach, investigating the implications of large-scale land concessions in southern Laos and northeastern Cambodia with regard to places outside of actual concession areas, both within the countries where the concessions are located and beyond. These links have been referred to as “teleconnections” or “telecoupling”, and adopting a “telecoupling” approach allows us to focus on particular relations between land-use change in one location and land-use change elsewhere, either nearby or distant, as the result of large-scale plantation development, both during the early plantation development period, and later when plantations are productive. It also provides opportunities to engage with Land Change Science (LCS) through Political Ecology (PE). Full article
