The integration of renewable energy into power grids is imperative for reducing carbon emissions and mitigating reliance on depleting fossil fuels. In this paper, we develop symmetric and asymmetric evolutionary game-theoretic models to analyze how user–grid cooperation in peak shaving can be enhanced by incorporating whole-process democracy (deliberative governance) into decision-making. Our framework captures excess returns, cooperation-driven profits, energy pricing, participation costs, and benefit-sharing coefficients to identify equilibrium conditions under varied subsidy, cost, and market scenarios. Furthermore, this study integrates the theory, path, and mechanism of deliberative procedures under the perspective of whole-process democracy, exploring how inclusive and participatory decision-making processes can enhance cooperation in renewable energy systems. We simulate seven scenarios that systematically adjust subsidy rates, cost–benefit structures, dynamic pricing, and renewable-versus-conventional competitiveness, revealing that robust cooperation emerges only under well-aligned incentives, equitable profit sharing, and targeted financial policies. These scenarios systematically vary these key parameters to assess the robustness of cooperative equilibria under diverse economic and policy conditions. Our findings indicate that policy efficacy hinges on deliberative stakeholder engagement, fair profit allocation, and adaptive subsidy mechanisms. These results furnish actionable guidelines for regulators and grid operators to foster sustainable, low-carbon energy systems and inform future research on demand response and multi-source integration. The time is nigh to organize the physical landscapes of the United States under a unified land use policy and planning framework. As human populations have steadily grown, so has the urgency for agencies to plan for land uses at broader scales to overcome continued jurisdictional fragmentation and achieve sustainable and environmentally just landscapes. This paper introduces a vision, conceptual approach, and implementation strategy that applies ecoregions and proposes a unified framework for land use planning and regulation in the United States. The Sustainable Ecoregion Program (SEP) is designed to enable local landowners; public stakeholders; other land users; and state, regional, tribal, and national natural resource professionals to set and achieve future desired conditions for sustainable land uses across landscapes. The objective is to outline a comprehensive and sustainably just solution to the recurring problem of managing conflicting land uses in the face of continued degradation and multiple land tenure systems. The SEP will determine how much of the physical landscape will go to developed, agricultural, and natural landcover types. The framework includes recognition of level III ecoregions as primary boundaries, proposed secondary boundaries and shapes to enhance connectivity and movement across landscapes, a proposed structure for the environmental governance and co-management of landscapes, and definitions of physical landscape types. The benefits and challenges of the SEP are discussed. The outcomes of the SEP include ecological integrity, sustainable land use management, deliberative democracy, just sustainability, and improved quality of life for residents of the United States. This paper discusses the use of IoT sensor networks and spatial data mining methods to support the design process in the revitalization of the university campus of the Warsaw University of Technology (WUT) in the spirit of universal design. The aim of the research was to develop a methodology for the use of IoT and edge computing for the acquisition of spatial knowledge based on spatial big data, as well as for the development of an open (geo)information society that shares the responsibility for the process of shaping the spaces of smart cities. The purpose of the article is to verify the hypothesis on whether it is possible to obtain spatial–temporal quantitative data that are useful in the process of designing the space of a university campus using low-cost Internet of Things sensors, i.e., already existing networks of CCTV cameras supported by simple installed beam-crossing sensors. The methodological approach proposed in the article combines two main areas—the use of IT technologies (IoT, big data, spatial data mining) and data-driven design based on analysis of urban space actors’ behavior for participatory revitalization of a university campus. The research method applied involves placing a network of locally communicating heterogeneous IoT sensors in the space of a campus. These sensors collect data on the behavior of urban space actors: people and vehicles. The data collected and the knowledge gained from its analysis are used to discuss the shape of the campus space. The testbed of the developed methodology was the central campus of the WUT (Warsaw University of Technology), which made it possible to analyze the time-varying use of the selected campus spaces and to identify the premises for the revitalization project in accordance with contemporary trends in the design of the space of HEIs (higher education institutions), as well as the needs of the academic community and the residents of the capital. The results are used not only to optimize the process of redesigning the WUT campus, but also to support the process of discussion and activation of the community in the development of deliberative democracy and participatory shaping of space in general. This article examines the linguistic and political dimensions of deliberation at a transnational level, using the Conference on the Future of Europe (CoFoE) as a case study. The CoFoE, held from 2021 to 2022, involved European citizens deliberating in 24 official languages of the European Union. This multilingual setting provides insights into the challenges and opportunities of fostering a multilingual continental democracy. While the European Parliament’s translation services were largely effective, the study reveals how linguistic diversity can both enhance and impede deliberative processes. By comparing the CoFoE with other multilingual forums such as the European Social Forum and traditional European Parliament deliberations, this paper explores the implications of multilingualism on participatory mechanisms and democratic engagement in the EU. This research employs an ethnographic methodology grounded in non-participant observations conducted during Panel 2 of the Conference on the Future of Europe, focusing on field notes, video recordings, and a live interpretation to document the dynamics of deliberative exchanges. The approach aimed to capture the diversity of interactions in plenary sessions and smaller discussion groups. The findings highlight the complex interplay between language use, political representation, and social inclusion, and suggest that true multilingual deliberation requires more than just technical translation services; it demands a commitment to linguistic equity and the accommodation of diverse voices. This literature review critically examines the potential of collective intelligence (CI) to enhance theories of deliberative democracy and participatory governance through academic discourse. We employed PRISMA guidelines for systematic article selection, complemented by a narrative approach for in-depth thematic analysis and supplemented by quantitative methodologies such as Sankey diagrams and keyness analysis. Reviewing 61 scholarly articles focusing on CI within the public sector, this study identifies theoretical insights that could significantly impact the field of democratic innovations and participatory governance. Our analysis reveals that CI methodologies can make governance more inclusive and dynamic by integrating advanced digital tools that foster broader and more effective citizen participation. We conclude that integrating CI with deliberative democracy and participatory governance theories holds substantial promise for developing more responsive and adaptive governance models. Future research should focus on measuring deliberative quality in real time, deploying CI tools to empower underrepresented groups and address specific governance challenges, and examining CI’s ethical and social implications, especially concerning privacy, security, and power dynamics in technology-driven public decision-making. This article analyses three historical fiction films, Footloose, Land and Freedom and The Beguiled, to help illuminate aspects of politics and political theory. We study them to explore the relationship between Habermas’s concepts of the lifeworld and political spheres, which analysts have critiqued as opaque. Drawing on Habermas’s theory of communicative action, we debate prevailing understandings of the implications of his work for deliberative democracy via an exploration of the films. By expanding the definition of the term ‘motion’ (otherwise known as ‘draft resolution’), we relate this concept to these Habermasian themes. Thus, this paper analyses feature film case studies as they incorporate motions into fictionalised accounts. We suggest that focusing on these movies’ motions, embedded in unfolding narratives, can help reconceive Habermas’s work to illustrate fluidity in how people and ideas may move between informal and more formal spheres. Ultimately, by showcasing the importance of motions in political participation, via these movies, we advance the idea that motions may be seen as part of a ladder of involvement, providing further opportunities for encouraging participation. This article presents a thematic analysis of submissions made on New Zealand’s Emergency Management Bill. While a key focus is on the importance and frequency of animal welfare concerns raised by submitters, the analysis also examines other critical themes to provide context on the range of issues addressed. The impact of the “No Animal Left Behind” campaign launched by Animal Evac New Zealand in mobilising public engagement on animal welfare provisions is also assessed. Sixty-one percent (n = 191) of public submissions on the Bill raised the importance of including animals in new emergency management legislation and at least 48% (n = 149) of all public submissions were directly attributed to the campaign. Key animal welfare concerns include the need for clear statutory powers and requirements, better coordination and resourcing, and recognition of the human–animal bond. Other prominent non-animal-related themes relate to strengthening community resilience, improving Māori participation in emergency management, and enhancing readiness and response capabilities. Specific recommendations are made for legal changes to better protect animal welfare, including amending key provisions to explicitly address animal rescue and evacuation, mandating animal welfare emergency plans, strengthening animal seizure and disposal processes, and enhancing accountability for animal emergency response charities. With improving animal disaster management law being the most common issue identified, it is logical for a government to apply deliberative democracy to ensure animals are better protected in New Zealand emergency management reforms. The findings underscore the importance of comprehensive, multi-faceted reform to create a world-leading emergency management framework. Full article

The concept of policy entrepreneurs has gained increasing attention in studies of policy change, including climate policy and governance. It foregrounds the role of agency in understanding policy change. However, agency of policy entrepreneurs in the policy process is political and conceals the power that shapes how public problems and policies are framed and defined. Thus, policy entrepreneurs should be confronted with the challenge of generating legitimacy, accountability, and justice in their actions and the implementation of their targeted policy change. Drawing on political–philosophical theories of liberal and deliberative democracy as well as environmental and ecological democracy this paper outlines a conceptual framework for critical analytical as well as normative research on strategies and impacts of policy entrepreneurs on democratic governance, primarily in climate policy but also more generally. Empirical research on the strategies and impacts of policy entrepreneurs in recent policymaking on climate change mitigation in the EU and Sweden identifies several deficits related to the democratic principles of legitimacy, accountability, and justice. It is found that policy entrepreneurs from different social spheres use cultural–institutional entrepreneurship to influence beliefs and perceptions on problems and policies. In addition, it is found that public sector policy entrepreneurs use structural entrepreneurship on ideological grounds to change existing power relations in climate governance. In all, the paper brings ideology and politics into research on policy entrepreneurs. It is suggested that not only the strategies used, but also the ideologies of the actors that use them, are decisive for the impacts of policy entrepreneurs, and thus, whether their advocacy will adhere to democratic norms and facilitate or hamper a just transition to climate neutrality and sustainability. The paper ends with proposals on how policy entrepreneurs can act more democratically, how to deal with populist policy entrepreneurs wanting to erode democracy, and conditions for climate justice movements to take responsibility and act in a more entrepreneurial way. This paper examines the role of social research and communication methodologies in fostering substantive democratic participation and policy co-production within the context of urban regeneration initiatives anchored in the United Nations Sustainable Development Goals. This research critically analyzes the “becoming public” of sociology and social research in participatory design processes related to traditional urban planning instruments at the local scale (Regulatory Plans) in the Italian context, specifically through the case study of the Municipality of Appignano. It questions the role of sociology in activating a competent public sphere and promoting deliberative democracy at urban and territorial design levels and whether we can identify the traits of public sociology in facilitating the different stages of these processes. This paper details a participatory process in Appignano that sought to innovate urban regeneration within complex legislative frameworks, emphasizing community engagement and interdisciplinary approaches. The findings reveal a community actively participating in the regeneration process, demonstrating a high level of agreement on various urban development strategies aimed at sustainability. This study underscores the capacity of public sociology to facilitate public debate and democratic dialogue and suggests that such participatory approaches can significantly contribute to sustainable and resilient urban development, highlighting the potential of sociology as a moral and political force in urban planning. This study focuses on assessing collaborative governance from the perspective of power dynamics in a disadvantaged neighbourhood in southern Spain: Las Palmeras. Increasing global urbanisation in recent decades has exacerbated problems of segregation within cities, posing a major challenge to achieving healthy urban environments for harmonious coexistence. Public policies have struggled to address this challenge, particularly following the adoption of the United Nations’ 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs), which have underlined the importance of fostering inclusiveness and sustainability in urban environments. In this context, collaborative governance has emerged as a prominent strategy for democratising the implementation of public policies in urban contexts. However, the efficacy of collaborative governance is hampered by the dynamics of power relations, which limits its effectiveness. The aim of this study is understanding how these dynamics mediate collaborative processes in urban regeneration contexts, an area little addressed so far. Through a case study and the systematisation of experiences, the study proposes strategic recommendations for managing these dynamics within collaborative governance. The insights drawn from this study can serve as a basis for better addressing urban challenges, thus fostering greater inclusiveness and sustainability in urban areas as well as offering valid lines for future research in the field. The objective of this study is to examine the process of land-use change through the lens of the preferences of local actors in the Kırcami Agrihood. Our main focus is to investigate whether the decision-making mechanisms used in the Kırcami development plan (i) are carried out in accordance with deliberative democracy and (ii) whether they are true, systematic, and typical tools of deliberative democracy. To do so, in-depth interviews were conducted with local actors, namely residents, investors, and local government, and their preferences and views regarding urban agriculture and the decision-making process were examined through discourses. Our first finding is that very few tools of deliberative democracy are used in the making of the Kırcami development plan, and they are not idealised tools. Our second finding is that less than half of residents and investors participate in these flawed democratic decision-making processes; thus, the transformative power of deliberation does not function in the Kırcami case. Finally, deliberative democratic tools are not incorporated into Turkish legislation at both local and national levels. We conclude that these three issues should be addressed, and genuine tools of deliberative democracy should be used to make the Kırcami development plan more sustainable and legitimate. Full article

Effective governance is essential to transform food systems and achieve the United Nations (UN) Sustainable Development Goals 2030. Different political ideologies and paradigms inhibit or drive social change movements. This study examined how food systems governance has been described. Thereafter, we reviewed graphic frameworks and models to develop a typology for civil society actors to catalyze social change movements to transform food systems for people and the planet. The scoping review involved (1) formulating research questions; (2) developing a search strategy to identify evidence from four English-language electronic databases and reports, 2010–2023; and (3–4) selecting, analyzing, and synthesizing evidence into a narrative review. Results yielded 5715 records, and 36 sources were selected that described and depicted graphic frameworks and models examined for purpose, scale, political ideology, paradigm, discourse, principles, governance, and democracy. Evidence was used to develop a graphic food systems governance typology with distinct political ideologies (i.e., neoliberal, reformist, progressive, radical); paradigms (i.e., maintain, reform, transition, transform); discourses (i.e., food enterprise, food security, food justice, food sovereignty); types of governance (i.e., multistakeholder, shared, self); and democracy (i.e., representative, participatory, deliberative). This proof-of-concept typology could be applied to examine how change agents use advocacy and activism to strengthen governance for sustainable diets, regenerative food systems, and planetary health. Social media platforms such as Twitter/X are increasingly important for political communication but the empirical question as to whether such communication enhances democratic consensus building (the ideal of deliberative democracy) or instead contributes to societal polarisation via fostering of hate speech and “information disorders” such as echo chambers is worth exploring. Political deliberation involves reciprocal communication between users, but much of the recent research into politics on social media has focused on one-to-many communication, in particular the sharing and diffusion of information on Twitter via retweets. This paper presents a new approach to studying reciprocal political communication on Twitter, with a focus on extending network-analytic indicators of deliberation. We use the Twitter v2 API to collect a new dataset (#debatenight2020) of reciprocal communication on Twitter during the first debate of the 2020 US presidential election and show that a hashtag-based collection alone would have collected only 1% of the debate-related communication. Previous work into using social network analysis to measure deliberation has involved using discussion tree networks to quantify the extent of argumentation (maximum depth) and representation (maximum width); we extend these measures by explicitly incorporating reciprocal communication (via triad census) and the political partisanship of users (inferred via usage of partisan hashtags). Using these methods, we find evidence for reciprocal communication among partisan actors, but also point to a need for further research to understand what forms this communication takes. Full article

Abstract
Deliberative democracy aims at reaching collective decisions through mechanisms that involve flexible opinions, variable alternative sets and information gathering in the process of decision making as opposed to exogenously fixed alternative sets and preference rankings. Deliberative democracy aims at reaching collective decisions through mechanisms that involve flexible opinions, variable alternative sets and information gathering in the process of decision making as opposed to exogenously fixed alternative sets and preference rankings. Deliberative democracy includes elements derived from bargaining and negotiation. Among its virtues, some proponents of deliberative democracy have included the possibility that several important negative results of the theory of voting can be avoided. The basic stratagem is to dismiss the universal domain condition typically assumed in social choice results. Thus, the validity of the results escaped from is obviously not in question. The position taken in this paper is that, while in some respects plausible, the escape argument is based on a too narrow view of the incompatibility results of the social choice theory. Some fundamental paradoxes remain beyond the reach of the deliberative techniques and are even exacerbated by them. That said, the deliberative approach can certainly be adopted for making voting alternatives more meaningful to those involved. Full article

The research we present concerns the narratives of political and social identity of young adolescents sampled in Northern, Central and Southern Italy. Our qualitative analysis is based on constructivism and aims to enhance narratives by privileging the communication of meanings elaborated by the young people. Consistent with this perspective is our choice of the paradigm of pedagogical personalism, which places the human being as a ‘person’ at the center of reflection. The diverse universe of youth manifests multifaceted aspects that it is possible to bring out using interaction with deliberative, open, and non-pre-conceptual discussion. The link between semantic cores such as democracy, freedom, rights, interculturalism, and citizenship runs through the analyses of the entire research (based on the study by Ross’s work in 2019, Finding Political Identities: Young People in a Changing Europe), examined here specifically in the Italian context. The article presents some contrasting aspects of the way young people living in Europe. They harbor uncertainties and discontinuities from the universe of values inherited from previous generations. However, from the tunnel of doubt young people show that they know how to emerge by outlining the forms of a promise of social commitment containing a hope for change, defined as the design of a future in which alternatives to the current situation can be found. In the background, the theme of democracy shows as an aspiration for something still struggling to be born. Full article
