Well written manuscript about an important health system issue (not only in England). Numbers (based on estimates) have been properly collected. Buy- back calculations are appropriate. However, the balance between buy-back costs and saved costs by reducing the number of potential (sunbed induced) skin cancers should be given in more detail (just calculate several therapy costs for different stages of skin cancer and compare those with the buy-back cost; some example-calculations might be helpful.

This is a very interesting and well done paper, the purpose of the paper is very important for public health.

Row 62-65: I suggest to add more information on melanoma incidence in the young age
Materials and methods section
Rows 85-91 For prevalence and incidence calculations: It would be useful to add more information and the use of know and informed variables
Results section:
Rows 152-154: I suggest to add information on the results by sex and age classes, more comments on the figure 1.
Discussion section:
I suggest to add more comments on difference in use by sex and age classes.
