This paper is consistently written, but there are a few points that need attention:

On page 6 lines 178 and following: while the circuit simulation and analytical results are almost identical, by how much do they deviate from the full-wave simulation results? Can you specify what "good agreement" means (i.e. percentage of deviation)?

It might be good to mention that the MRSs in positions 1 and 9 are activated in the caption of Figure 3.

In Figures 3 and 4, it might be a good idea to increase the frequency range toward lower frequencies.

At the beginning of Section 3, a schematic of the antenna array would be helpful.

Table 2 lists the MRS activations for each unit cells. It would be good to say a few words in the text as to how one arrived at these.

There is an inconsistency in the figure numbering - figure # 5 appears twice, first on Page 8 and again on Page 9. Figures following the first Figure 5 need to be renumbered.

More details should be added in Section 4, such as some comment on how well simulation and measurement agree. regarding the sidelobe levels, what are they in simulation and measurement?

Part of the conclusions ended up in the caption of Figure 7.
