Thank you very much for giving me the opportunity to review this paper. This study put forward a monitoring index system for sectors’ digital transformation based on previous theoretical researches and industrial practices.  In my understanding, this is a very promising manuscript which outlines the impact of digital transformation to create practical implications. Certainly, the authors have made significant discussion about its impact and made a significant contribution to relevant academic and practitioner literature.  The theoretical foundation of the paper is not solid. It will be better to add theoretical review and contributions. I would also like to suggest some amendments in the manuscript with some minor changes before it is being considered for publication.

The theoretical foundation of the paper could be more solid. It will be better to add more recent references to support the application of some theories. You can also use the references related to the importance of digital, such as, Akter, S., Michael, K., Uddin, M. R., McCarthy, G., & Rahman, M. (2020). Transforming business using digital innovations: The application of AI, blockchain, cloud and data analytics. Annals of Operations Research, 1-33. You can also see- Babu, M. M., Rahman, M., Alam, A., & Dey, B. L. (2021). Exploring big data-driven innovation in the manufacturing sector: evidence from UK firms. Annals of Operations Research, 1-28.
