L121: six references only for this topic are very few, and the references are comparatively old.

The goal of the research is not entirely clear. L123 proposes a presentation of the limitations and benefits, but what is the point to discuss parameters already used for reporting on a regular basis (as stated in L466ff)?

L133: Where are these more than 100 indicators presented in the paper? Moreover: Why does chapter 1 provide multiple approaches for structuring/grouping/assessment of these parameter, and the method description (Fig. 1/L161) comprises numerous prepatory steps, when in the end only a few parameters used for reporting by the Polish statistical office are discussed and presented?

L142: Definition of indicator types is missing here (was eventually found  in line 531)

L147: More details on survey preparation, participants selection and responses are required here. Where are the results of this survey presented in the paper?

L154: Indicator metrics should have been discussed in the paper in more detail as well.

L164: A results overview is missing here: What are the key findings? Where is the 100+ indicator list that was announced in the introduction?

LL299; 347: References are missing here

L252: This definition is obviously wrong.

L266 Table 2 and all following tables: Assessment of benefits and limitations is ok, but do not provide a substantial scientific contribution. References are missing. Are there alternative indicators which could be proposed?

L350ff: Why this extensive citation of a legal text?

L486f: Limiations should be clearly derived from findings in the results section, but they are not.

L513ff should rather be moved to the introduction

L546: A summary is missing.

The novelty of the work is to be clearly stated.

The main findings are to be presented in the abstract.

The introduction is to be extended.

How is the verification of proposed indicators performed?

How are CE transformation indicators selected ?

The discussion is to be improved.

The paper is to be checked against misprints and grammatical mistakes.
