The paper requires significant proof reading and re-writing. There may be merit to the work presented by the authors but the use of the English make it impossible to follow or understand their work. I would recommend that they re-write the paper and have a native English speaker proof read and then resubmit

It has been completed as a dissertation, however small mistakes in manuscript creation are scattered, so it is OK for acceptance the paper if they will be corrected.

Major comments: information on what is what in formulas is missing in many cases. It is not shown where AI algorithms are used. Could you think about  renaming? Conclusions should be expanded.

Minor comments: Arrow in Figure 1 should be moved in the right place. Line 39: a mistake in the family name.  Line 42: instead of MK Gavurin should be M. K. Gavurin.Line 47: the same as in line 42 - GE Moiseenko. Line 106: Is it correct "..at the ports of the ports"? Line 110: Why Δ is constant for all ports? Line 154: there are errors in the formula statement, max sup must be at the same level as the equals sign.
