This is interesting review about the factors impacting soybean production and the quality assurance legislations in five top producing countries: Brazil, USA, Argentina, China and India. Also, are approached discussions about possible impacts of the new legal framework on soybean seed development and trading in China.
This is a good work. The abstract abides by all the editing instructions and presents the objectives of the study. The introduction is supported by well selected bibliographic data. All bibliographic sources are fairly recent and correctly mentioned in text. However, the following are recommended for improvement:
1. Lines 372-374. The conclusions section should no longer contain references. The conclusions should belong only to the authors, not to other references. So, I suggest you withdraw that statement and move it to one of the chapters of the paper.
2. In my opinion, you need to improve the References section by adding other bibliographic sources, your work being a review type. For example, I suggest the following reference: Detection and Quantification of Genetically Modified Soybean in Some Food and Feed Products. A Case Study on Products Available on Romanian Market. Sustainability 2018, 10(5), 1325.

Manuscript title:   The seed quality assurance regulations and certification system in soybean production – a China and International Perspective

The manuscript is particularly strong regarding less studied topic and the experimental set up on soybean production (seed laws, rules, regulations, and systems in USA, China, Argentina, Brazil and India). The manuscript regarding the topic and results presented is of interest to plant scientific community but also to soybean producers (farmers).

Insufficient abstract: In the abstract, the main aim and background of the manuscript is missing. In addition, it would be even better to have a sentence as future perspective.

Conclusion: I believe there are other a lot nice conclusions could be made from this manuscript…What are the prospects for soybean cultivation in China against the background of this new law (seed laws, rules, regulations)?
