The Authors discuss short transient parameter varying approach to  improve the settling time and to reduce the overshoot in IIR filter. The proposed approach is novel and effective and the paper is is well and thoroughly written. It can be accepted subject to minor revision described below.

l. 41: provide more details about the extensions proposed in the paper. 


l. 107: describe optimization procedure mentioned in the text

We propose to use the known analog oscillatory system as the base for the digital time-varying filtering structure. We also present a new method for obtaining the sets of coefficients that improve the transient response of the considered system.”

The fitness of each candidate in the mentioned routine is evaluated as the time value needed to achieve the 2% border around the steady state of the time-varying filter prototype response to the step signal.“
