A linear and time invariant modeling for an extensive range of systems is provided. In this way, the system transfer matrix is obtained, which allows the analysis and design of the optimal control and the control according to Ackerman regarding the simulation model.

The major problem of this work is the lack of novelty. The described techniques have been long established and formulated [1,2]. The authors should devote a large part of their revised manuscript in explaining what their new contribution is in the related bibliography. Without this part, the work cannot be published.

In addition:

(A) Very poor presentation quality. More professional restructuring is required. More results are required for a variety of inputs and a variety of poles.

(B) The authors should make an effort to perform stability checks and connect their work with similar studies in photonic regime [3,4].

The article is topical because the issue it addresses is important from the perspective of Design and development of an optimal control model in system dynamics through state space representation. The results of the studied work as well as the methodology are interesting, but for the readers I would shorten some mathematical expressions in Chapter 3.2.3. I recommend publishing the article in Applied Sciences after incorporating comments. My comments on the article are as follows:

1. By default, no period is placed after the title of the article. It must be removed.

2. The authors write in chapter 1, line 86 that "the eigenvalues method only analyzes the internal dynamics, whose results doesn’t have a certainty of how the system will behave before different inputs and disturbances that may suffer the system under study." Could the authors say how they avoid the fact that, they have an assumed estimate of the behaviour of the system due to the influence of various inputs and perturbations, based on the method of eigenvalues?

3. In the description of the input matrix B in line 187, it says "Matrix B is an array of dimensions n x m". The description is missing which element n represents. It must be inserted in the text. The same applies to the output matrix C (line 192).

4. In line 234, the authors write about classical or modern control techniques. It would be good to write in the text which methods and techniques they have in mind specifically.

5. Chapter 3 has poorly marked subsections. There is no reference to subsections 3.1 and 3.2. Subsequently, subsection 3.2.1 is still missing. This needs to be fixed so that the chronology of the text has a clear sequence. 

6. In Figure 2, it is necessary to add which letter stands for each opperation (knitting, basting, ironing). In line 305, the quotation marks for the operatoion Basting need to be corrected.

7. The sentence in line 360 starts with a lowercase letter. The same is applies to chapter 3.2.3. equation of state and output vector, the sentence starts with a lower case letter. It must be corrected so that the sentence starts with a capital letter.

8. On page 12 is illustration 3, on page 14 is illustration 4. The names of the figures need to be unified (write figures throughout the text). I would suggest naming these images as figure 3 and figure 4 so that the article appears chronologically. Of course, then the figure on page 15 also needs to be renumbered (it would be called Figure 5).

9. In line 509, the number of the formula is incorrect. It should be designated as formula 33. This should be corrected.  

10. In line 519, the labeling of the equation number is missing. The notation for the equation is in the next line. It must be corrected.

11. On page 15 in Figure 3, you need to describe the x-axis and y-axis, what they represent.

12. In future research, could the authors of the article say whether it is possible based on the scientific study used in the article, to draw a general conclusion that can be used to evaluate the effectiveness of optimal management techniques in different industries?

The improvement of individual scientific statements and sources from which the authors drew the sources in the article can be seen demonstrably. I recommend publishing the article titled "Design and development of an optimal control model in system dynamics" in the journal Applied Sciences.
