- You should include some of the main finding in the abstract section.

· The author should focus mainly on the importance and significance of the study.
· I suggest the author to demonstrate what does the paper add to the current literature? and what new knowledge is added by this study?

The paper deals with an interesting and topical issue. To increase the quality of the article, it is necessary to make some changes.
The purpose of the study is clear. The results support interesting hypotheses for knowledge development. The conclusions of the article are supported by the results of the analysis.
The introduction section is well-organized and provides interesting information on the subject analysed.
The methodological section is well organised and clearly describes the methodological process implemented.
It would be appropriate to introduce a section on the background of literature, this change can help the reader to better understand the topic and how it is addressed in further studies.
The conclusion and discussion section should be implemented. It would be useful to discuss the results by comparing them with other studies in the literature, this would help to understand the contribution of the work. Reinforce the implications of the study, especially at the policy and management level.
The article is written in understandable English with concise and clear sentences.

Dear authors
This paper presents optimization method for low carbon emission considered of the layout of public service facilities. The illustrations of the calculation methods were very logical and exactly. I could understand the detail of each method and the results.
I thought this paper contribute the urban planning for low environmental impact.
There is a point which is needed to confirm before publication. The results of carbon emissions were calculated using the method of transportation (car, bus, motorcycle and electric bicycle). In the case, we consider the layout of public service facilities based this study results, I think the age structure in population data is very important data. For example, it is hard for the elderly people and children to choose the car and motorcycle as a method of transportation. Therefore, the balance between public transport cost and carbon emission are significant.

The title of the paper looks good but in the same time, it can be modified to represent the manuscript in a better way.
Abstract
- The abstract is not well written
- You should include some of the main finding in the abstract section.
Abstract should have a conclusion of the study.
Introduction
- The objective of the study is also not clearly mention.
· Add more on the basic of the problem in the introduction
· More details about identified problems are required in the introduction section.
