However, the manuscript could be improved.
1- Some sections (e.g., introduction and policy context) are overly descriptive and repetitive. Simplification would improve readability.
2- Although the institutional framework is well justified, the contribution in comparison with the international literature should be highlighted more explicitly.
3- The current discussion remains descriptive; it should critically compare the conclusions with previous studies, identifying where the results confirm, diverge from, or extend previous work.
4- Although addressed, they could be expanded beyond the Chinese context to demonstrate international relevance.
Overall, the article presents valuable empirical evidence and a solid methodological contribution, but requires improvements in presentation, writing, and critical discussion.

However, although the traditional "three-step method" (also known as the Baron & Kenny method) is widely used, it has been questioned by many scholars in recent years (Jiang Ting, 2022; Dell, 2010). The core reason why these scholars oppose the three-step method is that this method has problems such as weak statistical logic, poor causal identification ability, weak economic applicability, and ease of misleading researchers' understanding of the mechanism. Therefore, we adopted the two-step method for testing.
