1. Authors should clearly highlight their contributions in the introduction part.

2. Some findings regarding route and mode choices are quite interesting. However, I do have concerns for the finding: income and occupation do not significantly impact travel behavior.  

3.  In the conclusion part, please elaborate more on how these findings/insights can assist policy makers, road planners or government on congestion tolling, road network design, etc.

This paper examined the travel choices of private car commuters towards the congestion charging scheme planned to be implemented in Jakarta, Indonesia. Web-based e-survey was used for data collection employing the stated preference method. The discrete choice multinomial logit model was chosen to analyze the data. There are still some details to be improved in this article.

1) It is suggested to describe the congestion related status of Jakarta in more detail in the introduction of this paper to reflect the significance of the study.

2) The Literatures Review of the article does not summarize the gaps in existing research, thus failing to bring out the research value and innovative points of this article.

3) Please check the format of the whole article, for example, there are some mistakes in the paragraph headings, E.g., 2.3.2, page.3.

4) Please also include the calculations concerning the sample size and justify why it is appropriate for the purposes of your research."

5) Please add more details about “social media” for questionnaire.

6) Please explain more on how to calculate “Parameters and Goodness of Fits”

7) What is “ASC”?

8) What is the difference among Model 1, 2 and 3?

9) What is online motorcycle taxis/ojek (Ojc)?

10) Why do not use nest logit?
