1. In the penultimate paragraph of the introduction, the innovation of the paper should be given. At the same time, what shortcomings have the author's design method overcome?
2. The abstract needs to give the improvement of specific indicators.
3. The literature review is insufficient. At present, there are some other methods about the author's research topic that should be introduced. Especially for the achievements published in recent 2 years, the current references are old.
3. The author should have simulated the same optimal PV array problem with several optimization algorithms, but the discussion of the results is not deep enough. If an optimization algorithm can achieve the best effect, then other algorithms have no research significance. If the performance of these algorithms is different in different situations, how can readers choose an algorithm to solve the existing problems in practice?
4. The conclusion should give the prospect of future work.
5. Can other newly proposed optimization algorithms, such as FA (Short-term Wind Speed Prediction Based on LMD and Improved FA Optimized Combined Kernel Function LSSVM; Approach for Short-Term Traffic Flow Prediction Based on Empirical Mode Decomposition and Combination Model Fusion) and GWO (Modes Decomposition Forecasting Approach for Ultra-short-term Wind Speed) used in the given literature, be applied to the author's problem? The author should try to discuss the application of the new algorithm in optimization problems.

The review comments for the manuscript, 'Comparative Study of Optimal PV array Configurations and MPPT under Partial Shading with Fast Dynamical Change of Hybrid Load', are given below,
- The authors presented an investigation of different solar PV 4*4 array configurations under varying environmental conditions with a dynamical load.
- The presentation of the manuscript is not up to the mark, it must be improved a lot.
- Organization/structure of the manuscript must be added at the end of Introduction section for quick go through of the manuscript.
- Quality of all figures must be improved. Use some good drawing tools/software for the drawings.
- All the figures must be presented immediately after the figure is cited in the text. For example Figure 12 was cited in page 8, it is available in page 12.
- Why the authors have chosen only three optimization techniques for assessment?
- Why the algorithm/pseudo code is given under Chapter 6?
- There is no "UPDATE" in the pseudo code, then how it is feasible for MPPT under varying PS cases?
- References need to be updated with recent ones. Few I can, 10.1080/15567036.2020.1779872, 10.6113/JPE.2017.17.6.1600
- Formatting is to be done throughout the manuscript.
- Typos and grammatical errors to be corrected.

The paper idea is fine, although it is new. The authors try to apply different optimization algorithms within the problem. But all are not well presented. No comparison with the literature. Poor figures and organization. Poor literature discussions. Poor results findings and graphs. The paper appear as a draft. Comparison to recent works should be made.
