The marginalisation of the inner areas due to increased social, material, economic and infrastructural vulnerability is a growing phenomenon affecting many countries today. Although, specific policies, measures, and funding have recently been proposed to address this issue, they have been slow to produce the expected results. Those responsible for decision-makers regarding the prospect of territorial rebalancing need support in identifying the residual value of these marginal areas. This will help them recognise where and how this value can be emphasised in an integrated, long-term redevelopment process. Based on an axiological perspective of territorial capital forms, the research project has developed a “Geo-referenced Value-based Knowledge Model” using Multi-attribute Value Theory (MAVT). It plays a key role in estimating the Reaction Capability Index (IRCI) of Sicily’s “inner areas”. The results demonstrate the reaction capability of the municipalities in these areas. As a measure of the overall endowment of territorial capital, the IRCI index can help decision-makers National Strategy Inner Areas (NSIA), promote the efficient use of resources, and encourage the effective implementation of policies aimed at rebalancing the territory. The loss of functions in Spanish rural areas has triggered territorial inequalities and injustices in a highly complex geographical environment. After the COVID-19 pandemic and in a context of overpopulation in large cities, the rural area emerged as a space of opportunity for more sustainable territorial rebalancing. Despite the evident tendency towards their population emptying, they are places endowed with their own qualities and specific values, currently in danger, especially in border areas between the regions, which are far from centralised nuclei and generate conflicts due to the transfer of powers to them from the State. Among these values is cultural heritage, the safeguarding and enrichment of which depends on the balance between the landscape and the society that hosts it. This work focuses on access to archaeological sites—an important form of heritage prior to the establishment of actual regional divisions, in the depopulated frontier between Cantabria and Castile and Leon—whose potential is presented by their intrinsic relationship with the territory and their ability to identify historical landscapes, advocating for future sustainability on a territorial scale. With all of the above, a cultural landscape delimitation is proposed between both regions that share common characteristics and problems, promoting synergies and territorial readings by analysing the territorial assets of these interior areas so that their potential is not diminished. Territorial inequalities are an issue of increasing relevance in the international scientific debate across different disciplinary fields, and their mitigation is a key challenge on the political agenda in many countries at the European and international level. An ongoing research project developed by the authors is investigating the phenomenon and possible strategies for rebalancing territorial development. In this framework, the present study provides an extensive review of the literature on the topic with the purpose of grasping the multiplicity of terms referring to areas affected by conditions of territorial inequalities. This paper describes the methodology adopted for developing a stand-alone Systematic Literature Review (SLR) protocol able to navigate both quantitative and qualitative insights on this complex topic. The SLR includes 347 records assessed for quantitative eligibility, 50 of which were included in the qualitative phase and studied through four categories of analysis (terms and phenomena, causes, models, and drivers) corresponding to the research questions. By tracing the evolution of the debate and the increasing scientific interest in the topic over time, the findings highlight the cross-disciplinary nature of the territorial inequalities that can be examined as complex and dynamic results of many spatial and aspatial issues at different territorial scales of investigation. Development models are benefiting from the evolution of the proximity concept from spatial to aspatial features—organizational, cognitive, and technological ones—changing the dependency between geography and innovation, especially with reference to entrepreneurship. This contribution is part of the context of studies on the prospects of eco-oriented territorial rebalancing involving the settlement networks of inland areas. These are characterised by the contrast between socio-territorial disadvantage issues and opportunities to reuse physical resources within the broader framework of territorial regeneration and the revitalisation of local identities. In Italy, the region of Sardinia represents one of the most suitable operational contexts for the study of this relationship due to the presence of a natural context that dominates the urbanised areas and a deep, and in some ways still intact, cultural identity. Between nature and culture lies the issue of urban settlement structures, which are progressively being emptied due to depopulation and abandonment, and which require responses to revitalise territories integrated with the now inescapable ecological–environmental needs. This study proposes the formation of an initial platform of indicators to describe the effects of land abandonment through a multidimensional approach to highlight the potentials and weaknesses of the natural, urban, and socio-cultural heritage. The scale of observation and comparison concerns urban centres and small towns in the province of Sassari in the Region of Sardinia (Italy). The creation of an integrated set of maps highlighting deficiencies, vocations, and unexpressed potentials are the first results of the observation methodology adopted; these residual potentials can be used to design possible redevelopment and regeneration strategies based on the specific vocations of territories and urban settlements. As in many parts of Italy and Europe, the Sicilian Trazzera regional property has been for a long time the main land infrastructure supporting the agro-pastoral economy. Throughout its slow evolution, this land heritage has been affected by transport transformations and illegal appropriations by neighboring landowners, which have reduced its potential public function in the current renewed prospects of sustainability and a new balance between territories concerning the issue of the inland areas. A further issue concerns the management of the relationship between private interest and prospects for public reuse in progressively urbanized territorial contexts where this infrastructure takes on considerable economic and real estate interest. The current regional legislation suggests some measures for inter-municipal planning that also include the legitimization of illegal appropriations. From this twofold prospect, according to the wide-spread information and communication technologies (ICTs), and also including the geographic information systems (GIS), this work provides the application of two assessment tools based on a GeoDatabase of the current heard roads in the two areas of quantitative–monetary and aesthetic–qualitative assessment. The first shows the extent to which the fair compensation to be charged for legitimizing land parcels is underestimated today, to the detriment of urban social fixed capital development. The second demonstrates the way that common awareness of landscape value can be nurtured for the benefit of land and ecological–environmental rebalancing. Full article

The environmental and social issues caused by agricultural and food distribution practices call for a profound reconfiguration of the agri-food system. This paper is aimed at contributing to a better understanding of the way such a reconfiguration may be fostered. Building on recent developments of transition studies that analyze whole system reconfigurations, it proposes a pragmatist, whole system approach to examine the socio-political dimension of sustainability transitions. Based on the ethnographic and longitudinal study of a unique case of (territorial) agroecological transition in France, it identifies the mechanisms involved in a transition and the way actors enacted them. It characterizes required prior, incremental system changes, and stresses the role of multiple niches that influence simultaneously the various components of the agri-food system. From an action-oriented perspective, these results suggest that transitions may be fostered by: (1) supporting the diffusion of an alternative technological paradigm within the regime that niches may be congruent with; (2) stimulating the development of a diversity of radical innovations related to the various dimensions of the agri-food system and fostering their interactions with the regime; and (3) moving from a technology-driven approach of innovation towards an emphasis on organizational innovations that foster the rebalancing of power relations. The purpose of this work is to synthesize, for an international audience, certain fundamental elements that characterize the Italian peninsular territory, through the use of a biogeographical model known as the “peninsula effect” (PE). Just as biodiversity in peninsulas tends to change, diverging from the continental margin, so do some socio-economic and behavioral characteristics, for which it is possible to detect a progressive and indisputable variation depending on the distance from the continental mass. Through the use of 14 indicators, a survey was conducted on the peninsular sensitivity (which in Italy is also latitudinal) of as many phenomena. It obtained confirmation results for some of them, well known as problematic for the country, but contradictory results for others, such as those related to urban development. In the final part, the work raises a series of questions, also showing how peninsular Italy, and in particular Central–Southern Italy, is not penalized so dramatically by its geography and morphology as many political and scientific opinions suggest. The result is a very ambiguous image of Italy, in which the country appears undoubtedly uniform in some aspects, while the PE is very evident in others; it is probably still necessary to investigate, without relying on simplistic and misleading equations, the profound reasons for some phenomena that could be at the basis of less ephemeral rebalancing policies than those practiced in the past. Traditionally, medium-sized cities have been compact urban centres, which have also emerged as satellite nuclei within metropolitan areas of larger cities. However, urban dispersion models have led to growth in population and the increasing urbanisation of large cities’ peripheral areas. This article will analyse medium-sized cities in Spain, as well as their urban areas within the national urban network. Medium-sized cities will be defined herein, and their urban areas of influence will also be established. The increase and growth in area and population of the so-called medium-sized cities draws a new map of urban relationships. Empirical analysis will resort to a nuclear, demographic source, the population of urban areas. Source data will be analysed both statistically and cartographically. Finally, a spatial analysis of Spain’s urban network will be presented as the main method used to obtain results, with a characterisation of Spain’s urban system and the role of cities in such system being displayed. There is a trend which aims at re-balancing the permanent configuration of the country’s urban network. The article concludes with a typology of medium-sized cities regarding their relative position in the territory. This research contributes to the current scientific debate on the dynamics of urbanisation in the environment of medium-sized cities. Full article
