Brexit, the exiting of the United Kingdom (UK) from the European Union (EU), has impacted socio-political relationships, both internally, and externally with other countries and economic groups. This has been especially true regarding international trade, and legal and market standards for food and food security. This paper examines how the enacting of Brexit has framed and underlined contemporary perceptions of the UK neoliberal food system, the relative importance of food standards, and the impact of policy transition on food security. Using a positional approach, perspectives and narratives within the literature are critiqued and synthesized, including academic sources, parliamentary debates, economic reports, and media analysis. The politico-economic effects of Brexit have altered food-related relationships, recalibrating trade interactions and changing the public funding that UK farmers receive. Through realigning extractive economic models, the pre-Brexit UK food system has been reset, and new perspectives about neoliberalism have emerged. Government intervention has steered away from traditional neoliberal framings towards neo-developmentalism. A dichotomy thus exists between recognizing the intrinsic right to adequate and nutritious food and maintaining existing cultural dynamics of food supply, and the use of agri-food policy as a politico-economic tool to drive higher economic growth. The implications of this policy change are stark for UK agri-food actors within food system transition post-Brexit. Full article

Online retail of agricultural products is an emerging form of online shopping that has enormous value for researching sustainable agricultural product logistics and the sustainability of e-commerce. By reviewing these practices in China, this paper summarizes three models of online retail of agricultural products: community group buying, prepositioned warehousing, and a mixed model in which the former two are carried out simultaneously. This paper considers the uncertainty of demand and applies the newsboy model to obtain the expected profit function of the three models. The paper proves that the objective functions of the optimization models are all convex functions of the supply capacity. The optimal supply strategy and the expression for each business model are then derived. Next, the intervals for enterprises to choose the profit-optimal business model are given and visually demonstrated through graphs. These findings lead to managerial insights: in economically underdeveloped regions, it is appropriate for enterprises to conduct community group buying businesses; in economically developed regions, it is appropriate for enterprises to conduct prepositioned warehouse businesses; and in regions with average economic development, it is appropriate for enterprises to conduct both businesses. Finally, this paper verifies the optimal supply strategy for the online retail model for agricultural products through numerical experiments and sensitivity analyses for different cost parameters. Background: The COVID-19 pandemic strained healthcare systems around the world. This study aims to understand the preparedness of private remote hospitals in Lebanon to respond to the pandemic and evaluate the impact of inter-hospital collaborations on the hospitals’ readiness. Methods: A multi-centered study was conducted between August 2020 and June 2021 in ten Lebanese private remote hospitals based on a mixed-methods embedded approach where the quantitative supported the qualitative. Through the AUB-USAID (American University of Beirut-United States Agency for International Development) COVID-19 project, these hospitals received personal protective equipment and medical equipment in addition to COVID-19-related training using the Train-the-Trainer model. The quantitative part used knowledge and evaluation questionnaires and a pre–post-intervention hospital preparedness checklist. The qualitative approach adopted semi-structured interviews with a purposive sample from key hospital personnel. Quantitative data were analyzed using SPSS version 27, and a p-value of <0.05 was considered to be statistically significant. For the qualitative data, a thematic analysis was performed by adopting the six-phase process described by Braun and Clarke. Results: Of the 393 healthcare workers who attended the training and completed the evaluation questionnaire, 326 completed the pre- and post-training knowledge questionnaire. A significant improvement was observed in mean knowledge scores following training for infection control, nursing, and polymerase chain reaction sampling staff (p-value < 0.001, p-value < 0.001, and p-value = 0.006, respectively), but not for housekeeping staff. More than 93% of the participants showed high trainer and content evaluation scores. As for the hospitals’ preparedness assessments, there was a clear improvement in the pre- and post-assessment scores for each hospital, and there was a significant difference in the mean of the total scores of partner hospitals pre- and post-USAID-AUB project (p-value = 0.005). These findings were supported by the qualitative analysis, where nine hospitals expressed the positive impact of the USAID-AUB intervention in improving their preparedness to respond to the COVID-19 pandemic at a critical time when it was highly needed. Despite the intervention, persistent challenges remained. Conclusions: A timely and proactive collaborative program between academic/tertiary care centers and remote community hospitals that includes sharing supplies and expertise is feasible and highly effective during public health emergencies. Evapotranspiration (E), a pivotal phenomenon inherent to hydrological and thermal dynamics, assumes a position of utmost importance within the intricate framework of the water–energy nexus. However, the quantitative study of E on a large scale for the “Grain for Green” projects under the backdrop of climate change is still lacking. Consequently, this study examined the interannual variations and spatial distribution patterns of E, transpiration (Et), and soil evaporation (Eb) in the Northern Foot of Yinshan Mountain (NFYM) between 2000 and 2020 and quantified the contributions of climate change and vegetation greening to the changes in E, Et, and Eb. Results showed that E (2.47 mm/a, p < 0.01), Et (1.30 mm/a, p < 0.01), and Eb (1.06 mm/a, p < 0.01) all exhibited a significant increasing trend during 2000–2020. Notably, vegetation greening emerged as the predominant impetus underpinning the augmentation of both E and Eb, augmenting their rates by 0.49 mm/a and 0.57 mm/a, respectively. In terms of Et, meteorological factors emerged as the primary catalysts, with temperature (Temp) assuming a predominant role by augmenting Et at a rate of 0.35 mm/a. Temp, Precipitation (Pre), and leaf area index (LAI) collectively dominated the proportional distribution of E, accounting for shares of 32.75%, 28.43%, and 25.01%, respectively. Within the spectrum of predominant drivers influencing Et, Temp exerted the most substantial influence, commanding the largest proportion at 33.83%. For Eb, the preeminent determinants were recognized as LAI and Temp, collectively constituting a substantial portion of the study area, accounting for 32.10% and 29.50%, respectively. The LAI exerted a pronounced direct influence on the Et, with no significant effects on E and bare Eb. Wind speed (WS) had a substantial direct impact on both E and Et. Pre exhibited a strong direct influence on E, Et, and Eb. Relative humidity (RH) significantly affected E directly. Temp primarily influenced Eb indirectly through radiation (Rad). Rad exerted a significant direct inhibitory effect on Eb. These findings significantly advanced our mechanistic understanding of how E and its components in the NFYM respond to climate change and vegetation greening, thus providing a robust basis for formulating strategies related to regional ecological conservation and water resources management, as well as supplying theoretical underpinnings for constructing sustainable vegetation restoration strategies involving water resources in the region. Groundwater sustainable yield is a concept widely treated theoretically in the literature. Moving from theoretical concepts to the definition of practical measures for groundwater management is not easy due to site-specific characteristics of the system. This study is aimed at identifying which factors influence the sustainable yield of the plain of Tivoli (Central Italy), where thermal springs with considerable flow (over 2 m3/s) emerge (or rather emerged) and supply a thermal plant. In the same plain, another profitable economic activity concerns the extraction of travertine; it caused a progressive decline in groundwater levels and in the discharge of the thermal springs. The hydrogeological history of the site and the data available in the literature and in new focused surveys are encapsulated in a simple flow model addressed to compare the pre- with the under-development conditions. The withdrawal of groundwater from the quarry area determined a significant impact on the water balance of the system. An increase in inflow from surrounding aquifers and a decrease in storage and in natural discharge of the travertine aquifer result in under-development conditions. Residual discharges towards the springs and river are very sensitive to the pumping flow rate of quarries, according to an inverse linear relationship; this hydrogeological feature may be adopted as an indicator of the sustainability of groundwater withdrawals from the plain. The residual discharge is most affected by the position of the pumping center in the groundwater flow net and its distance from boundaries to be captured, as well as on the depth and extent of the quarries. This lays the basis for developing sustainable management models of groundwater considering the economic and environmental aspects of the issue. Full article

The pre-positioning of emergency supplies is of great significance for a timely and effective rescue after a disaster. Using the background of civil-military integration in China, this paper puts the military storage facilities into the layout scheme of emergency supplies reserve and builds a two-stage stochastic programming model of emergency supplies location–allocation optimization, the aim of which is to effectively use the reserve resources of both military and civilian sides to reduce the reserve cost. Then, an improved whale optimization algorithm (IWOA) with more strategies is designed to solve the model. The applicability of the model is proved via a real-world case study in Tangshan, China. The case study shows that when the unit storage cost of military storage facilities is less than 1.5 times of that of civilian emergency storage, the military and civilian joint reserve mode can reduce the reserve cost-effectively; decision-makers can set different maximum rescue times according to different preferences to adapt to different emergency decision-making needs. During the COVID-19 public health emergency, many actions have been undertaken to help ensure that patients and health care providers have timely and continued access to high-quality medical devices to respond effectively. The development and validation of new testing supplies and equipment, including collection swabs, has helped to expand the availability and capability for various diagnostic, therapeutic, and protective medical devices in high demand during the COVID-19 emergency. Here, we report the initial validation of a new injection-molded anterior nasal swab, ClearTip™, that was experimentally validated in a laboratory setting as well as in independent clinical studies in comparison to gold standard flocked swabs. We have also developed an in vitro anterior nasal tissue model which offers a novel, efficient, and clinically relevant validation tool to replicate the clinical swabbing workflow with high fidelity, while being accessible, safe, reproducible, and time- and cost-effective. ClearTip™ displayed greater inactivated virus release in the benchtop model, confirmed by its greater ability to report positive samples in a small clinical study in comparison to flocked swabs. We also quantified the detection of biological materials, as a proxy for viral material, in multi-center pre-clinical and clinical studies which showed a statistically significant difference in one study and a reduction in performance in comparison to flocked swabs. Taken together, these results emphasize the compelling benefits of non-absorbent injection-molded anterior nasal swabs for COVID-19 detection, comparable to standard flocked swabs. Injection-molded swabs, as ClearTip™, could have the potential to support future swab shortages, due to its manufacturing advantages, while offering benefits in comparison to highly absorbent swabs in terms of comfort, limited volume collection, and potential multiple usage. Alleviating human sufferings during and in the aftermath of disasters is one of the most important goals in humanitarian relief logistics. The lack of relief commodities, especially life-saving items, is a life-threatening loss to victims and must be considered when making emergency supply allocation and transportation decisions, even in the pre-disaster prepositioning phase. This paper proposes a scenario-based stochastic program that integrates the decisions of prepositioning facility locations, quantities of stocked emergency supplies, and service allocations in each scenario in the same modeling framework. The estimation of victims’ losses for waiting for emergency supplies is measured in the typical deprivation cost function and treated as one of the main bases of decision making, besides traditional transportation costs, in determining the service allocation strategies in each scenario. Specifically, a case study with data from the hurricane threat in the Gulf Coast area of the US was conducted to demonstrate the application of this model and the significance of considering victims’ welfare loss in humanitarian relief logistics. Some interesting managerial insights were also drawn from a series of numerical experiments and sensitivity analyses. Full article

Reasonable siting layout of reserve emergency supplies plays a critical role in rapid response and accurate rescue after disaster. People’s life safety and health, as well as the psychological satisfaction brought by the government’s excellent emergency rescue level, is an important guarantee for maintaining social stability and sustainable development. Based on the coverage model, considering demand graduation, this paper develops a bi-objective optimization model to determine the optimal location plan of graduated supplies by maximizing the rescue satisfaction and minimizing the number of warehouses. A heuristic multi-center clustering location algorithm is designed to solve the model. This model is applied to the prepositioning of emergency supplies in an earthquake affected area in Sichuan province, China to verify the effectiveness of the model and algorithm. Finally, the paper discusses the influence of demand graduation on the location of emergency supplies. The results show that reasonable location planning of different levels of supplies can effectively improve the rescue satisfaction. Full article

Many solutions have been proposed for indoor pedestrian navigation. Some rely on pre-installed sensor networks, which offer good accuracy but are limited to areas that have been prepared for that purpose, thus requiring an expensive and possibly time-consuming process. Such methods are therefore inappropriate for navigation in emergency situations since the power supply may be disturbed. Other types of solutions track the user without requiring a prepared environment. However, they may have low accuracy. Offline tracking has been proposed to increase accuracy, however this prevents users from knowing their position in real time. This paper describes a real time indoor navigation system that does not require prepared building environments and provides tracking accuracy superior to previously described tracking methods. The system uses a combination of four techniques: foot-mounted IMU (Inertial Motion Unit), ultrasonic ranging, particle filtering and model-based navigation. The very purpose of the project is to combine these four well-known techniques in a novel way to provide better indoor tracking results for pedestrians. Full article
