Effective monitoring and evaluation (M&E) are essential for ensuring that Maritime Spatial Planning (MSP) contributes to the sustainable development of the blue economy while maintaining alignment with institutional frameworks. The study presented in this paper develops a stakeholder-driven M&E framework for sustainable MSP, emphasizing a participatory methodology to enhance the relevance and applicability of performance assessment. Using a structured mutual learning approach, the research engaged stakeholders in two iterative rounds: the first identified key strategic objectives for a sustainable blue economy through dialogue and a complementary questionnaire survey, while the second refined these into corresponding specific objectives. This process was applied in the context of a case study in Greece, where MSP implementation is shaped by national and EU regulatory frameworks and the socio-economic dynamics of the coastal and maritime sectors. The case study provided a practical testing ground for the proposed methodology, involving stakeholders from government, industry, and civil society to ensure a comprehensive perspective. The insights gained informed the design of a key performance indicator (KPI) framework, integrating qualitative and quantitative metrics tailored to the regional maritime governance landscape. These metrics were selected based on the SMARTIE (Specific, Measurable, Achievable, Relevant, Time-Bound, Inclusive, Equitable) criteria and were clearly aligned with the established objectives. The frequency of measurements, appropriate data collection methods, and indicative data sources were also defined to provide a complete KPIs framework. This stakeholder-driven methodology strengthens the adaptive capacity of MSP by ensuring continuous assessment and revision aligned with sustainability objectives and facilitating ex ante, intermediate, and ex post evaluations. The proposed framework is scalable and transferable, offering a systematic approach to improving policy coherence and decision-making across different geographic, administrative, and sectoral contexts, enabling sustainable governance and maritime governance. Internationally, there is a modern understanding of cultural heritage, including maritime/underwater cultural heritage (MUCH)—not merely as a passive relic of the past, but as a transformative driver for sustainable growth and innovation. The paper discusses the position of maritime cultural heritage (MUCH) in relation to the smart specialization strategies (S3) and its evolving role as a driver of sustainable growth, particularly within the context of the blue economy and smart specialization strategies (S3, S4) in Europe. It then focuses on the Greek context, where UCH-driven activities, particularly soft multi-use (MU) activities that combine UCH, diving tourism, and nature conservation, are gaining momentum, especially within marine protected areas (MPAs). Despite the growing interest, there is a lack of data, regulations, and a clear strategy for such activities, although the “National (Hellenic) Spatial Strategy for the Marine Space” (issued in 2025) suggests promoting low-impact diving tourism incorporating UCH. The research paper examines the benefits and barriers to implementing UCH-driven MUs, recommending the use of maritime spatial planning (MSP) to address relevant challenges. It suggests that integrating UCH with nature conservation and diving tourism in soft MUs could support a sustainable blue economy, through balancing cultural, ecological, social, and economic goals and fostering innovation through S3/S4 on a regional level. In this study, a Hybrid Maritime Risk Assessment Model (HMRA) integrating automated machine learning (AML) and deep learning (DL) with hydrodynamic and Monte Carlo simulations (MCS) was developed to assess maritime accident probabilities and risks. The machine learning models of Light Gradient Boosting (LightGBM), XGBoost, Random Forest, and Multilayer Perceptron (MLP) were employed. Cross-validation of model architectures, calibrated baseline configurations, and hyperparameter optimization enabled predictive precision, producing generalizability. This hybrid model establishes a robust maritime accident probability prediction framework through a multi-stage methodology that ensembles learning architecture. The model was applied to İzmit Bay (in Türkiye), a highly jammed maritime area with dense traffic patterns, providing a complete methodology to evaluate and rank risk factors. This research improves maritime safety studies by developing an integrated, simulation-based decision-making model that supports risk assessment actions for policymakers and stakeholders in marine spatial planning (MSP). The potential spill of 20 barrels (bbl) from an accident between two tankers was simulated using the developed model, which interconnects HYDROTAM-3D and the MCS. The average accident probability in İzmit Bay was estimated to be 5.5 × 10−4 in the AML based MCS, with a probability range between 2.15 × 10−4 and 7.93 × 10−4. The order of the predictions’ magnitude was consistent with the Undersecretariat of the Maritime Affairs Search and Rescue Department accident data for İzmit Bay. The spill reaches the narrow strait of the inner basin in the first six hours. This study determines areas within the bay at high risk of accidents and advocates for establishing emergency response centers in these critical areas. Full article

The degradation of marine and coastal resources, caused mainly by human activities, underscores the urgent need for conservation. In waters around the Sichang Islands, the Bryde’s whale is listed as an endangered marine species. The extensive human activities in this area have raised serious concerns about the possible negative influence on this species. To conserve the species effectively and efficiently, we need to understand where it distributes and how human activities influence its distribution. For this purpose, we use spatial modeling techniques alongside diverse databases encompassing various spatial and ecological factors to analyze the distribution of, and human activities’ impact on, the Bryde’s whale (Balaenoptera edeni) in the Sichang Islands, Thailand. We also use the MaxEnt model to predict habitat suitability and the result reveals key factors influencing whale occurrence across seasons. During the dry season, TSS (32.8%), chlorophyll-a (20.1%), and DO (15.9%) levels play significant roles, while DO (29.9%), NH3 (29.4%), and distance to shore (13.3%) are crucial in the wet season. Furthermore, the Species Risk Assessment (SRA) model indicates the mooring area (14.95%) is the high-risk area for the Bryde’s Whale, particularly during the wet season. In contrast, moderate risks are observed during the dry season, notably in fishing zones (99.68%) and mooring areas (99.28%). The study also highlights that the factors mentioned above influence prey availability and habitat suitability for the Bryde’s whale and identifies potential threats posed by human activities, such as fishing and other maritime operations, that are likely to decrease water quality and prey abundance. These results are useful information for identifying sensitive areas and measures for risk mitigation, thus supporting the development of MSP or MPA plans. Full article

Maritime cultural heritage (MCH) in Greece remains poorly explored and underutilized due to several key challenges, including the dispersed locations of heritage sites, limited community engagement in decision-making, and the absence of a well-structured decentralized governance framework. This paper addresses these issues by focusing on strategic planning and social management to better integrate coastal and maritime heritage sites into both tourism development and the everyday life of local communities. Our research examines the creation of local social networks and participatory decision-making processes, as well as the adoption of innovative solutions such as maritime spatial planning (MSP) and soft projects to connect scattered cultural sites into cohesive, integrated clusters. The aim is to foster tourism and economic development through collaboration with local stakeholders. The findings emphasize the establishment of a social network for cultural heritage management in the West Pagasetic region of Magnesia, Greece, which culminated in a strategic plan to link cultural sites through soft projects and consultations. This process included a participatory workshop and the creation of a Community of Practice (CoP) that brought together professionals from the heritage, tourism, and planning sectors. Full article

The ocean is increasingly affected by the rise in maritime activities. Increased anthropogenic pressures have led to environmental impacts and also intensified competition for space and resources among various socioeconomic sectors. To mitigate these impacts on marine ecosystems and reduce conflicts, management tools and processes such as marine protected areas (MPAs) and maritime spatial planning (MSP) have become more prevalent. Trade-offs are inherent to these, and necessary to meet specific conservation and socioeconomic goals. In response, understanding and managing these trade-offs has become crucial to achieving ocean sustainability. This study performs a bibliometric review to identify the types of trade-offs discussed in the marine literature and examines their operationalization for the conservation and sustainable use of marine resources. The analysis reveals that trade-offs, particularly those between conservation and development, and the interests of specific stakeholders, are most frequently addressed in the trade-off literature and are typically approached through integrative methods. This comprehensive examination highlights the significance of recognizing and addressing trade-offs to achieve effective marine management and conservation, aligning ecological integrity with socioeconomic interests. This study investigates the impact of artificial light at night (ALAN) along the Sicilian coasts, using satellite data from 2016 to 2023, focusing on three distinct spatial domains: terrestrial areas within 1 km from the coastline, marine areas extending up to 1 km offshore, and marine areas up to 1 nautical mile from the coast. In coastal zones, ALAN is a significant anthropogenic pressure with potentially detrimental effects on ecosystems. By integrating satellite data with geographic datasets such as Corine Land Cover (CLC), Natura 2000 protected areas, and Posidonia oceanica meadows, this study aims to characterize and analyse the temporal and spatial variations in ALAN across these domains. The findings reveal substantial differences in light pollution between domains and over time, with coastal terrestrial areas exhibiting the highest levels of ALAN. In contrast, marine areas further offshore experience reduced light pollution, particularly within the 1-nautical-mile domain. This study also indicates that protected areas, especially those within the Natura 2000 network, show significantly lower ALAN levels than non-protected areas, highlighting the effectiveness of conservation efforts. Statistical analyses, including ANOVAs, demonstrate that factors such as geographic domain, year, province, and CLC classes significantly influence ALAN distribution. This study advocates for considering ALAN as a critical factor in environmental impact assessments, such as those under the Maritime Spatial Planning Directive (MSP) and Marine Strategy Framework Directive (MSFD), providing valuable insights to support policies aimed at mitigating the environmental impact of light pollution on coastal and marine ecosystems. Marine strategy requires a high level of understanding of the interrelationships and processes occurring between the various social and ecological systems that coexist in the same environment, given the high degree of complexity of such a system. Maritime Spatial Planning (MSP) is a process for implementing ecosystem-based management in the marine and coastal environment, expressing the ambitious goal of protecting the natural capital of the oceans and promoting sustainable economic growth in the maritime sectors from a holistic perspective. One of the main challenges in MSP is to identify methods and tools for integrated assessments of socio-economic aspects with physical and environmental variables, attempting to assess the economic costs and benefits of a plan and to detect a cause-and-effect relationship between MSP and the performance of the blue economy. Depending on the specific features of areas where planning takes place and the objectives of the assessment, there is a wide spectrum of different approaches and tools that allow the assessment of the economic impact of MSP with varying levels of precision and detail. The objective of this paper is to present a comprehensive analytical framework that will facilitate the understanding of, and development of, appropriate socio-economic instruments and analyses for estimating the economic effects associated with MSP. A comprehensive information base will be constructed based on the findings of studies and analyses conducted by research institutions and relevant national and international organizations. This is intended to identify the principal characteristics, scope, strengths, and weaknesses of decision-support tools in order to identify best practices for measuring socio-economic impacts of management plans and to facilitate a holistic view of marine ecosystems. The paper focuses on Maritime Spatial Planning (MSP) and the importance of incorporating participatory democracy and inclusivity, from a region-wise perspective. Traditionally MSP is a top-down (central government) process. Most responsibilities, competencies and jurisdictions lie at the national level, with usually limited input from local or regional stakeholders. However, the growing complexity of marine activities and the need for sustainable management of the marine environment require more inclusive and collaborative approaches. In other words, it calls for a more bottom-up approach, where local and regional stakeholders are involved in a meaningful way. Drawing on the REGINA-MSP project, the study presented in this paper identifies categories of regional and local stakeholders relevant to MSP. The paper identifies seven categories of MSP stakeholders deriving from the local communities of coastal regions. Following an in depth stakeholder analysis and mapping, fishers were identified as the ones having the lowest level of engagement and degree of representativeness in the MSP process, despite being among the most traditional marine users. The general public is also considered a “weak” MSP stakeholder. Regarding regional authorities/governments (NUTS 2 level according to the EU classification), their role and voice may also need further strengthening in the—nationally driven—MSP process. Communities of Practice is a tool that may encourage and advance participation and inclusivity in MSP, especially as regards local stakeholders of coastal regions. Full article

European strategic policy directions toward a sustainable blue economy have strengthened interest in maritime investments, thus increasing sectoral competition for marine space. Emerging repercussions out of such a rising interest need to be handled by marine spatial planning (MSP) as a means of properly allocating marine space to diverse uses; managing conflicts and promoting synergies among them; and pursuing a multi-use perspective of this space. A critical stage of each MSP exercise is the exploration of land- and marine-based policy directions and their current or potential repercussions in the marine environment. Such an exploration is carried out in this work by means of a qualitative policy review for informing the MSP process in the Northern Aegean Sea, Greece. By delving into diverse policy frameworks at various spatial levels—i.e., local (urban), regional, and national/European—constraints, but also perspectives in policy choices/maritime uses in the MSP context, are identified, thus guiding more informed MSP choices in the specific study region while attaining a successful integration or coordination between land and marine developments. Socio-cultural dimensions and values in maritime spatial planning (MSP) are gaining momentum worldwide and especially in the European Union (EU), since it is acknowledged that they are the “missing layer” of maritime spatial plans (MSPlans). These values are partly explored through cultural ecosystem services (CES). Coastal and marine CES refer to the benefits that humans derive from the coastal and marine environments in recreational, artistic, spiritual, and educational terms. They reflect the ways in which coastal and marine ecosystems contribute to human well-being, cultural identity, and interactions with nature. The research question is how to map and assess coastal/marine ecosystem services and to integrate them in the MSPlans. Thus, this systematic review sheds light on methodological and technical issues with CES mapping and assessment and provides guidance on how to incorporate CES in MSP for future research. Publications dealing with the spatial aspects of CES were examined with an extra focus on participatory mapping approaches. Initially, 199 articles were identified, and 50 articles were ultimately eligible for the analysis. Papers were concentrated in the European Atlantic, whilst their scope was either local or regional. A large number of articles consider the contribution of CES to efficient marine management rather than to achieving an integrated and coordinated MSP. Social and mixed mapping approaches were met with the most often, especially participatory mapping approaches. Also, non-monetary valuation was prevailing, and a multitude of techniques, tools, and statistical software were used. In most of the cases, the distribution of values in relation to environmental, socio-economic, and demographic factors was examined. This article concludes that an effective integration of CES into MSP is crucial for creating prospects of a more sustainable and inclusive approach to coastal/marine planning and for the well-being of ecosystems and communities both currently and for future generations. This knowledge should become “property” of the maritime spatial planners. Full article

Understanding aspects of maritime/underwater cultural heritage (MUCH) and the associated cultural values and integrating them into maritime spatial planning (MSP) processes is a new global challenge alongside the rapid increase in human activities at sea and climate change impacts on the seas and the oceans. This article highlights the significance of cultural values in shaping human interactions with marine environments and how MSP can address the cultural dimensions of marine resources management. The key research question addresses the prerequisites and methods for a better incorporation of MUCH in the MSP processes. This review revealed a diversity of literature addressing the inclusion of MUCH in (a) coastal and marine management but also in (b) marine/maritime spatial planning (346 articles from the Scopus database). In the first case, there is a strong focus on cultural ecosystem services (CES) and cultural values, the role of indigenous and local communities, the transfer of traditional ecological knowledge, and participatory approaches and tools. As for the latter, this review demonstrated quite a lot of relatively recent MSP endeavors that seem to be influenced by the above approaches identified in the coastal and marine management literature. This article concludes that for MSPlans to be innovative and mainly acceptable by local communities, the “missing layer” of socio-cultural values and data is indispensable. Furthermore, a collaborative MSP between governments and regional/provincial authorities may boost sustainable blue activities while preserving ecological and cultural values. Full article

The Italian coast has about 700 ports, which are different in typology, dimension, role, and ownership. Historically, this has led to the significant fragmentation of governance and space and a lack of cooperation that ports and cities still experience today. Among all ports, small and medium-sized ports (SMPs), such as marinas, small touristic harbors, and moorings, are the most affected. Unlike the main ports, where spatial and strategic regulation planning fall under the port authority’s responsibilities, SMPs are a combination of public and private management and are, therefore, excluded from national and regional planning and larger strategies. Improving SMPs’ cooperation at the regional level can drive more effective sustainable management among related activities (tourism and the fishing sector) and reduce pressures on the land–sea interaction (LSI). In filling the gaps, this article challenges the existing legal framework, planning tools, approaches, and initiatives and may pave the way to establishing a better-integrated national governance for SMPs. In conclusion, this paper identifies two main opportunities that can support the steady establishment of governance and the systematic harmonized development of these SMPs. The first one is offered by maritime spatial planning (MSP) as a strategic and legal tool whereby SMPs are recognized and, if financially supported, could find incentives and measures for their development. The second one is through European projects, programs, and initiatives such as Framesport as drivers in establishing a common ground among public and private interests and as a cooperation engine at a local scale. After recognizing the importance of marine and coastal resources and the use of marine space for economic growth, the European Union (EU) created and implemented a long-term Blue Economy (BE) strategy that supports the development of traditional and emerging marine and maritime sectors, aiming at the enhancement of Blue Growth (BG). However, despite the existence of a robust policy framework that supports the expansion of BE sectors at both an EU Sea Basin and state level, scholars have been sceptical as to whether the pursuit of BG adequately addresses the challenges that usually come with economic development, including those of climate change and marine biodiversity loss. Various frameworks for integrating sectoral goals with each other and with environmental goals that could facilitate the transition towards Sustainable Blue Growth (SBG) already exist and have been suggested and promoted by the European Commission, such as Ecosystem-Based Management (EBM) and Marine Spatial Planning (MSP). They require the consideration of marine ecosystems and biodiversity and their protection as one of the BE sectors to be integrated via planning and management, which in turn requires the estimation of the value of ecosystem services and the spatial implications thereof. Nonetheless, there is little evidence or real-world examples on whether and how ecosystems, and within them coastal and marine biodiversity, are actually integrated (i.e., mainstreamed) when developing sectoral policies and planning and implementing economic activities at sea at various scales, i.e., local, national, and regional, and what the necessary steps and actions are that would facilitate such mainstreaming. By seeking evidence in EU and Atlantic Arc (AA) member states’ sectoral policies on marine tourism, ports and shipping, marine renewable energy, and fisheries and aquaculture (as promoted by the Atlantic Maritime Strategy and its corresponding action plans) and in the outcomes of the Interreg Atlantic Funded Research Project MOSES (aiming at valuating a Sustainable Blue Economy at the national and regional scale of the EU AA), the present article focused on understanding if and how marine biodiversity is taken into consideration by EU and AA BE and/or BG policies, strategies, and sectoral developments. Τhe selected sectoral policies demonstrate a good uptake of marine-ecosystem- and biodiversity-related challenges; however, at both the EU and the AA member-state level, it is unclear whether and how marine ecosystems and biodiversity are addressed as a separate BE sector. As such, we argue why and how Marine Biodiversity Mainstreaming (MBM) could address this gap, and hence it could contribute to planning, implementing, and managing maritime economic activities towards SBG at the Sea Basin level. This is demonstrated by illustrating the central role of MBM in enabling (and being further enabled by) the above integrative frameworks (i.e., MSP and EBM) and by presenting the key elements and actions required for such facilitation. Appropriate governance structures are extremely important for fishery-dependent communities in developing integrated territorial development strategies and an adaptive capacity for change, including a climate one. This paper assesses to what extent fishery co-management schemes (e.g., fishery LAGs, being regional/local governance instruments in fishing communities) are strengthening sustainability. The latter includes improving energy efficiency, promoting renewable energy sources (RES), coping with the climate crisis, minimizing environmental impacts, and promoting a sustainable blue economy. For detecting the policy aspects of aligning climate neutrality and a sustainable blue economy, the research lens focuses on the Greek Fisheries Local Action Groups (FLAGs), given that these are mostly located in coastal/marine and insular territories with significant blue growth potential. To map and assess their capacity and efficiency in pursuing Green Deal objectives, a co-development process with FLAG managers was put in place. The results and findings of this process reveal the scarcity of sustainability and blue-economy-related strategies. The key conclusion is that a transition to a post-carbon blue economy on a local level requires an understanding of the evolutionary dynamics of fishery co-management schemes. The latter, being multi-sectoral structures, may boost dialogue and cooperation to harmonize local development strategies and EU policies. Maritime spatial planning (MSP), as an evolutionary governance process itself, can be a driver for making FLAGs evolve and strengthen commonization, blue justice, and equity for fishers. Full article
