The management of public health projects in a BANI (brittle, anxious, non-linear, incomprehensible) environment, exemplified by the ongoing war in Ukraine, presents unprecedented challenges due to fragile systems, heightened uncertainty, and complex socio-political dynamics. This study proposes an AI-driven framework to enhance the resilience and effectiveness of public health interventions under such conditions. By integrating a coupled SEIR–Infodemic–Panicdemic Model with war-specific factors, we simulate the interplay of infectious disease spread, misinformation dissemination, and panic dynamics over 1500 days in a Ukrainian city (Kharkiv). The model incorporates time-varying parameters to account for population displacement, healthcare disruptions, and periodic war events, reflecting the evolving conflict context. Sensitivity and risk–opportunity analyses reveal that disease transmission, misinformation, and infrastructure damage significantly exacerbate epidemic peaks, while AI-enabled interventions, such as fact-checking, mental health support, and infrastructure recovery, offer substantial mitigation potential. Qualitative assessments identify technical, organisational, ethical, regulatory, and military risks, alongside opportunities for predictive analytics, automation, and equitable healthcare access. Quantitative simulations demonstrate that risks, like increased displacement, can amplify infectious peaks by up to 28.3%, whereas opportunities, like enhanced fact-checking, can reduce misinformation by 18.2%. These findings provide a roadmap for leveraging AI to navigate BANI environments, offering actionable insights for public health practitioners in Ukraine and other crisis settings. The study underscores AI’s transformative role in fostering adaptive, data-driven strategies to achieve sustainable health outcomes amidst volatility and uncertainty. Full article

This review proposes a concise literature review aimed at identifying the current body of knowledge on the adoption of Social Networks in crisis management. The major input is a structured research question based on the initial reading about the topic. Before the recent pandemic, most literature focused on local crises, with relatively few exceptions. Additionally, self-organising systems are spontaneously established between people who are affected by a crisis. The fundamental assumption underlying this study is the huge potential of Social Networks in the field of crisis management. That is supported, directly or indirectly, by a number of previous studies, which emphasise how effective adoption leads to better decision-making for crisis managers and local communities. Among the identified challenges is the need to integrate official communication by emergency agencies with citizen-generated content in a contest for credibility and trustworthiness. In certain cases, it has been reported that there is a lack of specific competence, knowledge, and expertise, as well as a lack of sufficient policies and guidelines for the use of Social Networks. Those challenges need to be framed by considering the classic difficulties of providing timely and accurate information to deal with fake news, unverified or misleading information, and information overload. Bridging major gaps through advanced analytics and AI-based technology is expected to provide a key contribution to establishing and safely enabling the practice of effective and efficient communication. This technology can help contrast dissonant mental models, which are often fostered by Social Networks, and enable shared situational awareness. Future research may take a closer look at AI technology and its impact on the role of Social Networks in managing crises. Full article

This systematic review summarises the literature on Coronavirus Disease 2019 (COVID-19) vaccination, including acceptance, uptake, hesitancy, attitude and perceptions among slum and underserved communities. Relevant studies were searched from PubMed, Scopus, Web of Science and Google Scholar, following a pre-registered protocol in PROSPERO (CRD42022355101) and PRISMA guidelines. We extracted data, used random-effects models to combine the vaccine acceptance, hesitancy and uptake rates categorically, and performed meta-regression by R software (version 4.2.1). Twenty-four studies with 30,323 participants met the inclusion criteria. The overall prevalence was 58% (95% CI: 49–67%) for vaccine acceptance, 23% (95% CI: 13–39%) for uptake and 29% (95% CI: 18–43%) for hesitancy. Acceptance and uptake were positively associated with various sociodemographic factors, including older age, higher education level, male gender, ethnicity/race (e.g., Whites vs African Americans), more knowledge and a higher level of awareness of vaccines, but some studies reported inconsistent results. Safety and efficacy concerns, low-risk perception, long distance to vaccination centres and unfavourable vaccination schedules were prominent reasons for hesitancy. Moreover, varying levels of attitudes and perceptions regarding COVID-19 vaccination were reported with existing misconceptions and negative beliefs, and these were strong predictors of vaccination. Infodemic management and continuous vaccine education are needed to address existing misconceptions and negative beliefs, and this should target young, less-educated women and ethnic minorities. Considering mobile vaccination units to vaccinate people at home or workplaces would be a useful strategy in addressing access barriers and increasing vaccine uptake. Full article

This article shows the use of Twitter that the main official spokespersons of the Spanish government made during the first weeks of the pandemic, with the aim of analyzing how government health campaigns were managed during the exceptional period of the state of alarm to deal with the COVID-19 pandemic and whether the instructions in terms of institutional management of communication to combat the infodemic set by the World Health Organization (WHO) were followed. This research considers the diffusion of official information in different phases of the first three months of the government’s action (102 days) from the outbreak of COVID-19 in Spain (March 2020) and how it developed its approach to crisis communication using the Twitter accounts of the President of the Spanish government (@sanchezcastejon), front-line leaders and the Ministry of Health (@sanidadgob), the main public institution responsible for health crisis management with the hashtags #EsteVirusLoParamosUnidos and #COVID-19. The results of a sample of 750 tweets reveal how the official sources used a model of online communication with a particular emphasis on informative and motivational tweets from leaders aimed at audiences (media and the general public). At the same time, there is also an instructive function about the pandemic towards audiences (general public and companies), with the Ministry and health authorities playing a key, proactive role in an attempt to achieve informative transparency to mitigate the pandemic and infodemic. The recent COVID-19 health crisis has shone a spotlight on disinformation as the circulation of false information became more and more prominent. What the World Health Organization (WHO) has defined as an ‘infodemic’ poses a great risk for democracies and for society in general. In this context, public television channels, with their regional scope, actively participate in the fight against misinformation. This research aims to identify and classify the different verification initiatives and technological tools, as well as the different strategies and codes used in fact-checking tasks by European broadcasters belonging to the CIRCOM network. The methodology undertakes an exploratory approach and employs a questionnaire that is applied to a sample of the members of the network. Managers and professionals with executive profiles were asked about the management, operation and strategies used in the verification process. In light of the results obtained, it can be concluded that the current verification processes are based on human efforts, rather than technological tools, amounting to a total dependence on content curation by the writing teams in the newsroom. Thus, it is evidenced that in most cases, there is neither a specific department for verification, nor sufficient resources, despite the fact that all those surveyed regard disinformation as a priority issue, a threat to democratic integrity and a responsibility of public service media. The evolving availability of health information on social media, regardless of its credibility, raises several questions about its impact on our health decisions and social behaviors, especially during health crises and in conflict settings where compliance with preventive measures and health guidelines is already a challenge due to socioeconomic factors. For these reasons, we assessed compliance with preventive measures and investigated the role of infodemic in people’s non-compliance with COVID-19 containment measures in Yemen. To this purpose and to triangulate our data collection, we executed a mixed method approach in which raw aggregated data were taken and analyzed from multiple sources (COVID-19 Government Response Tracker and Google COVID-19 Community Mobility Reports), then complemented and verified with In-depth interviews. Our results showed that the population in Yemen had relatively complied with the governmental containment measures at the beginning of the pandemic. However, containment measures were not supported by daily COVID-19 reports due to low transparency, which, together with misinformation and lack of access to reliable sources, has caused the population not to believe in COVID-19 and even practice social pressure on those who showed some compliance with the WHO guidelines. Those results indicate the importance of adopting an infodemic management approach in response to future outbreaks, particularly in conflict settings. Full article

The spread of fake news related to COVID-19 is an infodemic that leads to a public health crisis. Therefore, detecting fake news is crucial for an effective management of the COVID-19 pandemic response. Studies have shown that machine learning models can detect COVID-19 fake news based on the content of news articles. However, the use of biomedical information, which is often featured in COVID-19 news, has not been explored in the development of these models. We present a novel approach for predicting COVID-19 fake news by leveraging biomedical information extraction (BioIE) in combination with machine learning models. We analyzed 1164 COVID-19 news articles and used advanced BioIE algorithms to extract 158 novel features. These features were then used to train 15 machine learning classifiers to predict COVID-19 fake news. Among the 15 classifiers, the random forest model achieved the best performance with an area under the ROC curve (AUC) of 0.882, which is 12.36% to 31.05% higher compared to models trained on traditional features. Furthermore, incorporating BioIE-based features improved the performance of a state-of-the-art multi-modality model (AUC 0.914 vs. 0.887). Our study suggests that incorporating biomedical information into fake news detection models improves their performance, and thus could be a valuable tool in the fight against the COVID-19 infodemic. The article presents the results of research of public opinion during the third wave of the COVID-19 pandemic in Russia. The study touches on the attitude of citizens to public health, as well as the reaction of social media users to government measures in a crisis situation during a pandemic. Special attention is paid to the phenomenon of infodemic and methods of detecting cases of the spread of false and unverified information about diseases. The article demonstrates the application of an interdisciplinary approach using network analysis of texts and sociological research. A model for detecting social stress in the textual communication of social network users using a specially trained neural network and linguistic analysis methods is presented. The validity and validity of the results of the analysis of social network data were verified using a sociological survey. This approach allows us to identify points of tension in matters of public health promotion, during crisis situations to improve interaction between the government and society, and to timely adjust government plans and actions to ensure resilience in emergency situations for public health purposes. The context of the COVID-19 pandemic has brought to light the infodemic phenomenon and the problem of misinformation. Agencies involved in managing COVID-19 immunization programs are also looking for ways to combat this problem, demanding analytical tools specialized in identifying patterns of misinformation and understanding how they have evolved in time and space to demonstrate their effects on public trust. The aim of this article is to present the results of a study applying topic analysis in space and time with respect to public opinion on the Brazilian COVID-19 immunization program. The analytical process involves applying topic discovery to tweets with geoinformation extracted from the COVID-19 vaccination theme. After extracting the topics, they were submitted to manual annotation, whereby the polarity labels pro, anti, and neutral were applied based on the support and trust in the COVID-19 vaccination. A space and time analysis was carried out using the topic and polarity distributions, making it possible to understand moments during which the most significant quantities of posts occurred and the cities that generated the most tweets. The analytical process describes a framework capable of meeting the needs of agencies for tools, providing indications of how misinformation has evolved and where its dissemination focuses, in addition to defining the granularity of this information according to what managers define as adequate. The following research outcomes can be highlighted. (1) We identified a specific date containing a peak that stands out among the other dates, indicating an event that mobilized public opinion about COVID-19 vaccination. (2) We extracted 23 topics, enabling the manual polarity annotation of each topic and an understanding of which polarities were associated with tweets. (3) Based on the association between polarities, topics, and tweets, it was possible to identify the Brazilian cities that produced the majority of tweets for each polarity and the amount distribution of tweets relative to cities populations. The “infodemic” is one of the main obstacles in the fight against the COVID-19 pandemic. In order to face it, health literacy (HL) is essential since it allows for knowledge about COVID-19 and the practice of preventive measures to be fostered. This is especially relevant in university students due to their idiosyncrasy. This study aims to evaluate the level of HL related to COVID-19 (HLC), risk perception, misinformation, and the attitudes and behaviors adopted to prevent the spread of coronavirus in Spanish university students. An online questionnaire was administered to 499 Spanish university students. The HLC index presented a mean of 33.89 out of 50; a total of 63.8% had an inadequate level of HLC. They practiced a mean of 7.54 out of 9 preventive behaviors, and the mean knowledge score was 10.40 out of 13. The HLC showed significantly different scores for the degree, the practice of preventive measures, and some sources of information. The level of HL correlates with the adoption of preventive measures. The higher the severity and perceived susceptibility, the more preventive measures are taken by the students. Therefore, there is a need to strengthen the HL skills of university students and address the dissemination of misinformation. Although caution should be taken when generalizing these results due to the limitations inherent within a cross-sectional study and the convenience sampling, our results can guide the establishment of health education strategies and policies for the management of the infodemic in pandemic situations, according to this target population. The acceptability of appropriate SARS-CoV-2 pandemic measures including vaccinations is currently being hampered due to significant misinformation all over the globe, also known as the “infodemic” within the pandemic. We asked the following two research questions: (1) What is the current extent of the global infodemic preventing populations from receiving adequate healthcare including COVID-vaccinations? (2) Which are appropriate countermeasures to manage the infodemic in order to guarantee adequate healthcare in the SARS-CoV-2 pandemic? Pubmed and Cochrane Library were accessed on 29 October 2021 and searched for reviews and systematic reviews on “COVID-19” and “infodemic”. The literature identified was analyzed with methods of qualitative research focusing on (1) mechanism, (2) impact, and (3) countermeasures to confront the infodemic. The world-wide infodemic is being recognized as a multifaceted problem beyond health and human rights, extending into global political spheres such as societal cohesion and security. The mechanism of the COVID-19 infodemic involves specific factors related to the situation, sender, instrument, and recipient. Although freedom of expression and the right to seek, receive, and impart information through any media is a fundamental human right, the infodemic has a substantial impact on health, another fundamental human right, by causing stress, deception, violence, and harm. Mixed-synergistic pre-impact, trans-impact, and post-impact countermeasures can be taken; the most important is building and maintaining trust. Full article

During the COVID-19 pandemic, the Internet has been a major source of information for people to keep updated with news and guidelines. However, concerns have been raised about the ‘infodemic’, which includes the overabundance of online information and the spread of misleading information. Adequate eHealth literacy skills among world citizens have therefore been emphasized as vital during the pandemic. Persons with type 2 diabetes have been at increased risk of severe outcomes of COVID-19 disease. This study aimed to explore online COVID-19 information acquisition experiences among persons with type 2 diabetes and varying eHealth literacy. Fifty-eight participants filled out the eHealth Literacy Scale (eHEALS), along with a qualitative questionnaire with free-text questions. Additionally, 10 participants were interviewed. Thematic analysis was applied to identify patterns in participants’ experiences. Two domains were identified: perceived challenges with online information about COVID-19, and coping strategies to manage challenges. The perceived challenges were: being exposed to information overload, dealing with conflicting information, and being strongly emotionally affected. The related coping strategies were: protecting oneself, trusting authorities, taking command, and using common sense. These strategies often involved triangulation of the information obtained, including participants consulting their common sense, various sources, or family and friends. This paper highlights the crucial role of authorities in delivering online information, that according to health literacy principles, is easy to access, understand, and use. Furthermore, our results reinforce the importance of diabetes nurses, as well as healthcare professionals in general, in encouraging patients to share their Internet findings, promote information from reliable sources, and deliver tailored information that suits individual needs. Because our results underline the importance of social support in eHealth literacy and the assessment of online health information, the inclusion of family and friends needs to be increasingly considered in diabetes care. Due to the small homogenous sample, the results of this study cannot be generalized. However, the reader can assess the transferability to other situations and settings based on our contextual descriptions. Full article

Due to the globalisation of the COVID-19 pandemic, and the expansion of social media as the main source of information for many people, there have been a great variety of different reactions surrounding the topic. The World Health Organization (WHO) announced in December 2020 that they were currently fighting an “infodemic” in the same way as they were fighting the pandemic. An “infodemic” relates to the spread of information that is not controlled or filtered, and can have a negative impact on society. If not managed properly, an aggressive or negative tweet can be very harmful and misleading among its recipients. Therefore, authorities at WHO have called for action and asked the academic and scientific community to develop tools for managing the infodemic by the use of digital technologies and data science. The goal of this study is to develop and apply natural language processing models using deep learning to classify a collection of tweets that refer to the COVID-19 pandemic. Several simpler and widely used models are applied first and serve as a benchmark for deep learning methods, such as Long Short-Term Memory (LSTM) and Bidirectional Encoder Representations from Transformers (BERT). The results of the experiments show that the deep learning models outperform the traditional machine learning algorithms. The best approach is the BERT-based model. Full article

Communication during an ongoing crisis is a challenging task that becomes even more demanding during a public health crisis. Early in the start of the pandemic, global leaders called upon the public to reject infodemics and access official sources. This article focuses on the communicative aspects of health services management, with a particular focus on the communication strategy of the Romanian district public health authorities during the COVID-19 lockdown, as seen on official websites and social networks. The 15 most affected districts were selected, according to the officially reported health cases. The issued press releases and the posts on Facebook pages show an uneven experience on the part of district authorities in dealing with public information campaigns. In addition, the results of the study indicate a lack of sustainable communication approaches as well as the need of professional training and strategy in dealing with the public health crisis. From a communication point of view, a strategic approach on behalf of the public health sector is crucial to enhance the preparedness of appropriate institutions to act during emergencies and to respond to the needs of the media and the public with timely, correct, and meaningful information. The Coronavirus disease 2019 (COVID-19) pandemic is an ongoing global health crisis with unmatched outcomes and effects. This pandemic has caused an infodemic of article publication in scientific journals. Dental journals have been active in the publication of COVID-19 related articles from the beginning of the pandemic. In this cross-sectional survey, we present an analysis of the scientific output of dental journals on COVID-19. The PubMed COVID-19 database was searched with the “Dental Journals” filter. Data including journal name, country, month of publication and number of citations were recorded. Science mapping analysis of the most used keywords was also performed. The search retrieved a total of 659 articles, of which 28 were excluded. Oral Diseases has published the most COVID-19 articles (15.1%), followed by the British Journal of Oral and Maxillofacial Surgery (8.6%) and the Journal of Dental Education (7.9%). Most of the articles were from researchers from the United States (168), United Kingdom (120) and Brazil (83). The number of citations of the published articles ranged from 0 to 406, with most articles (64.2%) having no citations. Science Mapping analysis revealed that the most used keywords were coronavirus infections, pandemics and humans. The dental community has been active in the publication of COVID-19 articles from the beginning of the pandemic. The papers published by dental journals explore issues such as the management of clinical practices during the outbreak, infection control in the dental setting, signs and symptoms of COVID-19 affecting the oral cavity, and the impact of the COVID-19 pandemic on educational and clinical programs.
