The realization of sustainable social rental housing is regarded as an important policy to solve the housing burden, but social rental housing is often unsustainable. This study assesses the sustainability of social rental housing. However, the decision-making models, such as the classical decision-making hierarchy (AHP) used in the current study, conflict with the resolution of the complex influence of the relationship between evaluation dimensions/criteria. Based on this, we construct a new hybrid multi-attribute decision-making model (MADM) combining the Fuzzy Decision-Making Trial and Evaluation Laboratory (DEMATEL), Fuzzy DEMATEL-based analytic network process (DANP) and the modified VIseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method for the sustainability assessment of government-led social rental housing (SRH) using Taiwanese experts as the subject of the investigation. The Fuzzy DEMATEL found that economic sustainability (D1), as the core dimension, affects environmental (D3) and social sustainability (D2). Furthermore, criteria with the “cause” position, including the reasonable development model (C2), the provision of living facilities and services needed (C5), the adoption of environmentally friendly technology and equipment (C10), guaranteed rent and lease (C1), the acquisition of working skill and employment opportunities (C6) and space planning and design (C3), should receive more attention from decision makers because improving these can further enhance the sustainability of the overall scheme. Combined with the DANP weight and modified VIKOR, we also indicate that these criteria should be optimized to make the evaluation more sustainable for a selected social housing case in Taiwan. The research also further proposes management strategy implications. Full article

Urban renewal is extensively practiced around the world and has attracted substantial attention among scholars and the public. To ensure that urban renewal is directed toward sustainable development goals, sustainability assessments for urban renewal projects have become critical topics. Simultaneously, the ex ante evaluation research of urban renewal projects has not received enough academic attention, and most results have not fully considered the localization of criteria and the internal correlation between criteria/dimensions. Therefore, this paper proposes an ex ante decision model for the sustainability assessment of urban renewal projects based on a hybrid multiple-attribute decision-making (MADM) approach, which includes 3 dimensions and 16 criteria. It uses a case in Guangzhou to assess the sustainable potential of the project and explore relevant improvement strategies. Empirical results from the Decision Testing and Evaluation Laboratory (DEMATEL) indicate that the economic (D1) and environment (D2) dimensions both impact the social and cultural (D3) dimensions, with the environment (D2) dimension being impacted by the economic (D1) dimension. The criteria occupying the “cause” position include reducing construction costs and materials expenses (C5), increasing greening configuration and open space (C6), reducing resource consumption and waste (C8), improving existing land-use efficiency (C2), promoting the biodiversity of space (C9), and strengthening the safety of pedestrians and residents (C15), where increasing greening configurations and open space (C6) and reducing resource consumption and waste (C5) are considered the key criteria based on the results of DEMATEL and the DEMATEL-Analytic Network Process (DANP). The modified VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method revealed that the economic (D1) dimension has poor performance, and its improvement needs to be prioritized. Further improvement strategies are proposed based on the influence network relationship graph (INRM). In conclusion, our results show that urban community renewal projects in Guangzhou are steadily progressing toward a sustainable vision. Full article

The effectiveness of the national/regional healthcare system is one of the keys to prevent the spread of COVID-19. In the face of this unknown pandemic, where the healthcare system should continue to be promoted and improved are crucial decision issues. In the past, most studies have used the subjective opinions of experts for analysis and decision-making processes when investigating complicated decision-making problems. However, such decision-making processes are easily influenced by experts’ preferences. Therefore, this research proposes a soft computing technology that integrates CRiteria Importance Through Intercriteria Correlation (CRITIC) with the modified VlseKriterijumska Optimizacija I Kompromisno Resenje in Serbian, meaning multicriteria optimization and compromise solution (modified VIKOR) technique to reduce the impact of expert preference. In order to cope with the fact that COVID-19 has spread globally and to discover problems quickly and effectively, this study uses the global health security (GHS) index as the evaluation framework and conducts overall discussions in 195 countries/regions around the world. It is verified that the technology of soft computing can be used for continuous promotion and improvement of the national/regional healthcare system. This technology facilitates decision makers to know the gap of performance between the current healthcare system and the aspiration level. Finally, based on these gaps, we provide management advice to help improve these systems. Full article

When threatened with catastrophic political or economic fluctuations, a firm might be forced to consider relocating their supply chain to reduce the risk. Such a relocation necessitates a series of changes, so making the right decision is crucial for sustainable development of the company. In the past, various models have been developed to help managers to select the optimal location. However, most of these considered the factors independently but in the real world, these factors have a mutually influential relationship. This study purposes a hybrid multiple criteria decision making (MCDM) model to provide decision makers with a comprehensive framework to evaluate the best strategies to solve relocation problems, which also considers the interdependency between criteria. The model incorporates the DANP (Decision Making Trial and Evaluation Laboratory-based Analytic Network Process) model (subjective weight) and entropy method (objective weight) to determine the weights of the criteria. Then, the modified VIKOR (VIšekriterijumsko Kompromisno Rangiranje) method is applied to select the optimal alternative for relocation. The usefulness of the model is demonstrated by taking an electronics manufacturing company with a global supply chain as an example. The results indicate that the proposed hybrid model can assist companies in choosing the best locations for their supply chains for sustained development. Full article

In an era of global aging, spinal and other joint degeneration issues have become a major problem for many elders. Bone-related operations have become the largest percentage of surgeries, accounting for 40% of the top 10 operations in the United States. Further, these spine-related operations are now ranked second among all bone-related operations. Due to this enormous and daily increasing market demand, more and more firms have started to pay closer attention to related medical devices and products. The global venture capitalists (VCs) have also started to follow the mega trend and will continue to invest heavily in this industry. Although most VCs recognize that investing in firms that produce innovative spinal products or devices is a must, very few practical managers or research scholars have defined the appropriate evaluation methods for these firms to use. The traditional net present value (NPV) method, which does not consider operation flexibility and changes in strategy, is far from the reality. The real option method can reveal the vagueness and flexibilities of the values being embedded in the investment projects at spinal medical device firms. However, the real option method is strictly quantitative. Usually, the evaluation aspects contain qualitative factors or local criteria which are hard to quantify in monetary terms. Thus, the adoption of multiple criteria decision making (MCDM) methods that can manipulate both quantitative and qualitative factors will be very helpful in evaluating and selecting investment cases like the spinal medical device firms, where both quantitative and qualitative factors should be considered. An analytical framework that consists of hybrid MCDM methods and the real option method will thus be very useful to evaluate the newly established firms producing spinal medical devices. Therefore, the authors propose a real option valuation as well as the Decision-Making Trial and Evaluation Laboratory (DEMATEL) based analytic network process (DANP) and the modified VIšekriterijumsko KOmpromisno Rangiranje (VIKOR) method (DANP-mV) based MCDM framework for evaluating the investment projects offered by these firms of spinal medical devices. An empirical study based on three newly established spinal medical device companies specializing in vertebral compression fracture (VCF) surgical devices was used to demonstrate the feasibility of the proposed analytical framework. Sensitivity analysis is performed to determine the influence of modeling parameters on ranking results of alternatives. This analytical framework can thus serve as a tool for VCs to use to determine the value of a potential candidate for investment. The proposed method can also serve as an effective and efficient tool for investment projects in other fields. Full article

The Internet of Things (IoT) is an important technological innovation that can enhance industrial competitiveness and sustainability. Thus, governments need to carefully construct an innovation portfolio that promotes sustainable IoT development. To help define an accurate innovation policy and promote development of the IoT industries, potential problems in terms of systemic perspectives should be examined. Such problems, so-called “systemic innovation problems”, influence and block sustainable development of IoT technology as well as the IoT industry. However, past studies that explored systemic innovation problems in IoT-related industries are limited. Thus, this research aims to explore systemic innovation problems related to configuring an IoT innovation policy portfolio. A hybrid Bayesian rough based evaluation model was used to derive the most feasible policy instruments. The modified Delphi, Bayesian Rough Decision-Making Trial and Evaluation Laboratory Based Network Procedures (BR-DNP), and the modified Bayesian rough Vlse Kriterijumska Optimizacija I Kompromisno Resenje (MBR-VIKOR) were introduced. Gaps in performance corresponding to each systemic innovation problem can thus be assessed based on the features of technological innovation systems. The applicability of the proposed model for promoting industrial sustainability of IoT in the Taiwanese smart manufacturing industry (based on the opinions provided by Taiwanese experts) was verified by an empirical study. Eleven systemic innovation problems that influence the development of the IoT for the smart manufacturing industry were compared and ranked. Based on the results of the empirical study, the performance-gap ratio of “low level of interdisciplinary collaboration” problem is the lowest, as compared to other systemic innovation problems. In addition, the systemic functions of entrepreneurial activities and knowledge development are relatively more important than other systemic functions. The empirical results can serve as a basis for planning an IoT innovation policy portfolio definition and roadmap. Moreover, suggestions for enhancing current systemic innovation problems are provided for policy makers and industrial researchers, according to the results of the evaluation. Full article

Nowadays, sustainable supply chain management (SSCM) has received considerable attention because of strict government requirements and increased pressure from the public. In the SSCM, selecting suitable suppliers plays a significant role in improving the overall sustainability performance of a company. Therefore, this article aims to develop a modified VIKOR (in Serbian: VlseKriterijumska Optimizacija I Kompromisno Resenje) technique for sustainable supplier evaluation and selection, that uses ordered weighted distance operators in the aggregation of picture fuzzy information. Concretely, we first propose the picture fuzzy-ordered weighted standardized distance (PFOWSD) operator and the picture fuzzy Euclidean-ordered weighted standardized distance (PFEOWSD) operator, and extended them by using the hybrid average operator. Then, we develop a sustainable supplier selection approach by combining the picture fuzzy distance operators and the VIKOR method. The new approach can manipulate attitudinal character of the classical VIKOR method, so that a decision maker can take decisions according to his or her preference. Further, by using the PFOWSD operator, one can parametrize the VIKOR method from the maximum to the minimum result. Thus, the information obtained using the new sustainable supplier selection approach is much more complete. Finally, a practical case example in the beef supply chain is given to explain the proposed picture fuzzy-ordered weighted distance (PFOWD)-VIKOR model, and the results are compared with current relevant representative approaches to verify its feasibility and superiority. The recent emergence and rapid growth of new financial services by financial technology (Fintech) companies have driven banking institutions towards operational innovation in order to gain sustainable competitive advantage. This study aims to conduct an in-depth investigation of the banking sector in response to the challenges brought by Fintech startups. Based on the service innovation theory, we propose a novel hybrid multiple criteria decision-making method (MCDM) to evaluate service innovation strategies for improving the sustainability of China’s banking industry during the Fintech revolution. A six-dimensional model comprising 20 sub-criteria is constructed and both the decision making trial and evaluation laboratory (DEMATEL) technique and DEMATEL-based analytic network process (DANP) are used to explore interrelationships among the indices and their related weights. Finally, the modified VIšekriterijumsko KOmpromisno Rangiranje (VIKOR) method is employed to evaluate performance gaps in the four major types of commercial banks in China—state-owned, joint-stock, city commercial banks, and other credit cooperatives—in the field of service innovation. The improvement priorities, ranked from highest to lowest, are new business partners, new service concepts, organizational innovation, technological innovation, new customer interactions, and new revenue models. These results will provide strategies for the sustainable development of China’s banking industry and the implementation of changes in response to the impact of the Fintech revolution. Full article

Technological innovation is a vital method for enterprises to remain sustainably competitive. Highlighting the emerging information technology such as cloud computing, big data, and Internet of Things (IOT) provides grounds for options of technological innovation for service-orientated enterprises, how could the service-orientated enterprises make appropriate and effective decisions? This paper constructs the evaluation criteria system of a technological innovation scheme selection based on the four-dimensional model of service innovation and uses the hybrid multi-criteria decision model (MCDM) to make systematic selection. That is, to analyze the relationship between every dimension and criteria based on Decision Making Trial and Evaluation Laboratory (DEMATEL) method, draw out the network diagram, calculate the weighted ratio of each indicator using the Analytic Network Process (ANP) method, and finally through integrating the modified VlseKriterijumska Optimizacija I Kompromisno Resenje (mVIKOR) method to order the enterprise innovation scheme. The result of this paper shows that Beacons technology is the best service innovation scheme, and the sequencing of each dimension’s weight is the new service delivery system, new client interface, new service concept, and technology choice. It also, combining with the research conclusion, gives out advice on enterprises’ technological innovation selection process. Full article

Management strategies play an important role in enhancing the competitive advantage and sustainable development of national museums. The purpose of this study is to focus on evaluating the management strategies of national museums to reduce the gaps in visitor satisfaction that are caused by the interdependence and feedback problems of the so-called BOCR dimensions (namely, benefits, opportunity, costs, and risks) and 24 criteria. This study creates a hybrid competitive advantage multiple-criteria decision-making model for national museums by integrating the decision-making trial and evaluation laboratory-based analytic network process and modified VIKOR (VlšeKriterijumska Optimizacija I Kompromisno Resenje) techniques to solve the problems. We consider five different types of national museums to illustrate how the proposed new evaluation model enhances the competitive advantage of national museums. Our results provide national museum curators with the knowledge and understanding to create promotional and marketing strategies that reduce the gaps in dimensions and criteria to satisfy visitors’ needs and to enhance their competitive advantage. With the growing prevalence of mobile devices, the use of near-field communication (NFC) technology has increased constantly in recent years. Scholars expect NFC technology to be used to develop new campuses with sustainable education environments for safely transferring information or services. In campuses, the decisions to adopt NFC technology considers multiple attribute decision making (MADM) problems, which require multicriteria decision analysis that in turn involves the feedback and interdependence effects among criteria/dimensions. This paper proposes an improvement model that could facilitate NFC technology promotion for creating the sustainable education environment in a campus (Kainan University of Taiwan). Furthermore, in this model, the interdependence and feedback effects among criteria/dimensions, optimal alternative selections, and systematic improvements for NFC technology promotion can be addressed by using a hybrid modified MADM model, which integrating the decision making trial and evaluation laboratory (DEMATEL) method, the DEMATEL-based analytic network process (DANP) method and the modified VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method. Finally, an empirical case for improving NFC technology promotion in the context of creating the sustainable education environment is presented to prove the proposed model. The results revealed that government policy was the largest driver in NFC technology promotion and the most influential criterion for creating the sustainable education environment, and that alternative C (educational institution) should be the first improvement priority. Furthermore, the comparative results revealed that the proposed method is better than the traditional method because using hybrid modified MADM model can obtain the most realistic performance-gap to innovation and determine the most effective improvement plan towards achieving the aspiration value. Global population is aging, particularly in developed countries and cities. Through the “Friendly Elderly Cities” and “Aging in Place” initiatives, various countries are making great efforts to improve the welfare and quality of life of the elderly, with the aim of catering to the physical and spiritual health as well as social welfare of the elderly. In this regard, the improvement of the housing environment of the elderly is one of the key factors in their quality of life and health. This study aims to effectively assess and improve the housing environment of the elderly in order to enhance their quality of life; it also aims to contribute the knowledge about improving elderly housing by applying an assessment framework using expert interviews and data collected from relevant literature. Using a mixed Multi-Criteria Decision Analysis model, a combination of the DEMATEL (Decision Making Trial and Evaluation Laboratory)-based ANP (Analytic Network Process) (DANP) and the modified VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) methods, and the investigations and assessments in the case study, this study proposes strategies and directions for improving elderly housing. The study results indicate that, as distinct from using traditional methodologies where the hypothesis criteria are mutually independent, the proposed hybrid model (examining real-life problems by considering the mutual influences of factors) identifies a priority sequence wherein emphasis is placed on improving ventilation and air quality rather than adjustment of temperature. The systemic way of thinking shifts the focus from the most apparent problems to the root cause of the problems. Doing so avoids any mismatch of resource allocation in decision-making and thus maximizes the efficiency and sustainability of the improvement. Full article

Supplier selection is a complex multiple criteria decision-making (MCDM) problem, which considers a number of alternative suppliers as well as conflicting and noncommensurable criteria. Considering the fact that it is difficult to precisely determine criteria weights and the ratings of alternatives on each criterion in real-life situations, the VIKOR (VIsekriterijumska optimizacija i KOmpromisno Resenje) method has been modified for intuitionistic fuzzy data in this study for supplier evaluation and selection. Further, we take into account both subjective and objective weights of criteria in the decision-making process, as most supplier selection approaches consider only subjective criteria weights. Finally, two supplier selection examples are provided to illustrate the proposed intuitionistic fuzzy hybrid VIKOR (IFH-VIKOR) method, and its merits are highlighted by comparing it with other relevant approaches. In the Internet of Things era, panel displays play a major role in human life, because humans frequently use liquid crystal displays to monitor their electrical devices. The display industry creates remarkable economic output, but every manufacturing process inevitably has some undesirable effects on the environment. With the increasing awareness of environmental protection, balanced development is necessary to address the emerging market trends. However, short-sighted manufacturing corporations that focus solely on financial performance can achieve only short-term profits. The purpose of this study was to develop the most effective sustainable improvement strategies that can enhance competitive advantages in real-world situations. The proposed method combines the balanced scorecard and a new hybrid modified multiple attribute decision-making model which together adopt the DEMATEL technique to construct the influential network relation map and develop the DEMATEL-based ANP with the VIKOR method to deliver strategies that integrate environmental sustainability and competitive advantage. Finally, a real-world case study applying the proposed method to the cases of liquid crystal display manufacturers was conducted. Then, this paper discusses the effective use of natural resources, development of enterprises, and sustainable competitive advantage in this context. Various manufacturers, communities, and stakeholders can benefit from the coopetition solutions explained by the proposed method. Full article

A company’s core competitiveness depends on the strategic allocation of its human resources in alignment with employee capabilities. Competency models can identify the range of capabilities at a company’s disposal, and this information can be used to develop internal or external education training policies for sustainable development. Such models can ensure the importation of a strategic orientation reflecting the growth of its employee competence set and enhancing human resource sustainably. This approach ensures that the most appropriate people are assigned to the most appropriate positions. In this study, we proposed a new hybrid multiple attributed decision-making model by using the Decision-making trial and Evaluation Laboratory Technique (DEMATEL) to construct an influential network relation map (INRM) and determined the influential weights by using the basic concept of the analytic network process (called DEMATEL-based ANP, DANP); the influential weights were then adopted with a modified Vise Kriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method. A simple forecasting technique as an iteration function was also proposed. The proposed model was effective. We expect that the proposed model can facilitate making timely revisions, reflecting the growth of employee competence sets, reducing the performance gap toward the aspiration level, and ensuring the sustainability of a company.
