(1) Background: This article aims to understand the forms and elements through which the inhabitants of the city of Medellin have configured their subjectivity in the context of the application of neoliberal policies in the last two decades. In this way, we can approach the frameworks of understanding that constitute a fundamental part of the individuation processes in which the incorporation of their subjectivities is evidenced in neoliberal contexts that, in the historical process, have been converging with authoritarian, antidemocratic and neoconservative elements. (2) Method: A qualitative approach with a hermeneutic-interpretative paradigm was used. In-depth semi-structured interviews were conducted with 41 inhabitants of Medellín who were politically identified with right-wing or center-right positions. Data analysis included thematic coding to identify patterns of thought and points of view. (3) Results: Participants associate success with individual effort and see state intervention as an obstacle to development. They reject redistributive policies, arguing that they generate dependency. In addition, they justify authoritarian models of government in the name of security and progress, from a moral superiority, which is related to a negative and stigmatizing perception of progressive sectors and a negative view of the social rule of law and public policies with social sense. (4) Conclusions: The naturalization of merit as a guiding principle, the perception of themselves as morally superior based on religious values that grant a subjective place of certainty and goodness; the criminalization of expressions of political leftism, mobilizations and redistributive reforms and support for policies that establish authoritarianism and perpetuate exclusion and structural inequalities, closes roads to a participatory democracy that enables social and economic transformations. Development of forming methods for surface-coated metals is a current concern due to their economic and environmental advantages. For a successful forming operation, it is necessary that both components, the substrate and the coating, are able to withstand stress without damage until the final shape and dimensions are reached. This goal can be achieved through good knowledge of the elastic and plastic properties of the substrate and the coating, the compatibility between them, the appropriate surface treatment, and the rigorous control of technological forming parameters. Our study was carried out with flat specimens of pre-painted Al 99.0 sheet that were electromagnetically formed by bulging. Forming behavior was investigated as depending on the initial thickness of the substrate, on the aluminum sheet pretreatment, as well as on the plastic deformation path of the metal–paint structure. To verify the damage to the paint layer, tests with increasing strains were performed, and the interface between the metal and the coating layer was investigated by scanning electron microscopy. The obtained results indicate that electromagnetic forming of pre-painted sheets can be a feasible method for specific applications if the forming degree of the substrate is tightly correlated with the type of desired coating and with the pretreatment method used for the metal surface. The yak (Bos grunniens) is a key species in high-altitude rangelands of Asia. Despite their ecological and economic importance, yak production faces persistent challenges, including low milk yields, vulnerability to climate changes, emerging diseases, and a lack of systematic breeding programs. This review presents the genomic, physiological, and environmental dimensions of yak biology and husbandry. Genes such as EPAS1, which encodes hypoxia-inducible transcription factors, underpin physiological adaptations, including enlarged cardiopulmonary structures, elevated erythrocyte concentrations, and specialized thermoregulatory mechanisms that enable their survival at elevations of 3000 m and above. Copy number variations (CNVs) and single nucleotide polymorphisms (SNPs) present promising markers for improving milk and meat production, disease resistance, and metabolic efficiency. F1 and F2 generations of yak–cattle hybrids show superior growth and milk yields, but reproductive barriers, such as natural mating or artificial insemination, and environmental factors limit the success of these hybrids beyond second generation. Infectious diseases, such as bovine viral diarrhea and antimicrobial-resistant and biofilm-forming Enterococcus and E. coli, pose risks to herd health and food safety. Rising ambient temperatures, declining forage biomass, and increased disease prevalence due to climate changes risk yak economic performance and welfare. Addressing these challenges by nutritional, environmental, and genetic interventions will safeguard yak pastoralism. This review describes the genes associated with different yak traits and provides an overview of the genetic adaptations of yaks (Bos grunniens) to environmental stresses at high altitudes and emphasizes the need for conservation and improvement strategies for sustainable husbandry of these yaks. Against the backdrop of global energy transition and strict environmental regulations, supercritical carbon dioxide (scCO2) fracturing and oil displacement technologies have emerged as pivotal green approaches in shale gas exploitation, offering the dual advantages of zero water consumption and carbon sequestration. However, the inherent low viscosity of scCO2 severely restricts its sand-carrying capacity, fracture propagation efficiency, and oil recovery rate, necessitating the urgent development of high-performance thickeners. The current research on scCO2 thickeners faces a critical trade-off: traditional fluorinated polymers exhibit excellent philicity CO2, but suffer from high costs and environmental hazards, while non-fluorinated systems often struggle to balance solubility and thickening performance. The development of new thickeners primarily involves two directions. On one hand, efforts focus on modifying non-fluorinated polymers, driven by environmental protection needs—traditional fluorinated thickeners may cause environmental pollution, and improving non-fluorinated polymers can maintain good thickening performance while reducing environmental impacts. On the other hand, there is a commitment to developing non-noble metal-catalyzed siloxane modification and synthesis processes, aiming to enhance the technical and economic feasibility of scCO2 thickeners. Compared with noble metal catalysts like platinum, non-noble metal catalysts can reduce production costs, making the synthesis process more economically viable for large-scale industrial applications. These studies are crucial for promoting the practical application of scCO2 technology in unconventional oil and gas development, including improving fracturing efficiency and oil displacement efficiency, and providing new technical support for the sustainable development of the energy industry. This study innovatively designed an amphiphilic modified amino silicone oil polymer (MA-co-MPEGA-AS) by combining maleic anhydride (MA), methoxy polyethylene glycol acrylate (MPEGA), and amino silicone oil (AS) through a molecular bridge strategy. The synthesis process involved three key steps: radical polymerization of MA and MPEGA, amidation with AS, and in situ network formation. Fourier transform infrared spectroscopy (FT-IR) confirmed the successful introduction of ether-based CO2-philic groups. Rheological tests conducted under scCO2 conditions demonstrated a 114-fold increase in viscosity for MA-co-MPEGA-AS. Mechanistic studies revealed that the ether oxygen atoms (Lewis base) in MPEGA formed dipole–quadrupole interactions with CO2 (Lewis acid), enhancing solubility by 47%. Simultaneously, the self-assembly of siloxane chains into a three-dimensional network suppressed interlayer sliding in scCO2 and maintained over 90% viscosity retention at 80 °C. This fluorine-free design eliminates the need for platinum-based catalysts and reduces production costs compared to fluorinated polymers. The hierarchical interactions (coordination bonds and hydrogen bonds) within the system provide a novel synthetic paradigm for scCO2 thickeners. This research lays the foundation for green CO2-based energy extraction technologies. Full article

Introduction: The health emergency caused by the pandemic led to severe health issues in populations across many countries worldwide, including widespread morbidity and significant mortality. Nevertheless, several countries succeeded in keeping infection rates remarkably low before the approval of vaccines and the initiation of vaccinations in early 2021. We aim to identify the success factors of health policies in managing the impact of the health emergency across a selection of countries, focusing on how they protected their populations. Our study presents outcomes of sustainable health policy measures, along with health and social system challenges, and economic responses during the global health emergency. We sometimes found it difficult to define what counted as a success factor in some countries. Method: Our study draws upon a selection of reports and documents published by various ministries and economic, social, and health authorities, which we collected online. We structured our study into three phases to frame and contextualize the impact of health policy measures and countermeasures as follows: (i) observations and content analysis; (ii) empirical support through illustrative examples; and (iii) development of a health emergency toolkit of assessment. The documents were not always easy to compare because they differed in format and detail. Results: Our study outlines ten success factors for sustainable health policy measures and countermeasures: (i) preparedness; (ii) control; (iii) precaution; (iv) proactive decision-making; (v) synchronization; (vi) adequate legislation; (vii) goal fulfillment; (viii) digital health technology; (ix) empirical evidence; (x) ethical and moral virtues. Sometimes we struggled to separate what was ethical guidance from what was simply practical advice. Conclusion: We argue that the relevance of the health emergency toolkit of assessment outlined in our study demonstrates clearly that the success factors related to sustainable health policy measures and countermeasures can be applied and adapted to the societal conditions of individual countries. These factors may form a foundation for the development of a health emergency toolkit of assessment for future health emergencies. We also maintain that these factors may serve as a platform for establishing sustainable plans across health, social, and economic domains, with clear guidelines for implementation, management, and control. It is our hope that future health systems will make use of these findings before the next crisis emerges. Full article

Overexploitation is the main anthropogenic threat to groupers (Epinephelidae) that aggregate to spawn. Fishing negatively affects their reproductive success and indirectly harms fishery economic yield. In the southern Gulf of Mexico, grouper catches, which include thirteen species, are in decline. A lack of biological information on each exploited species prevents optimising fishery management. Using histological examination of the gonads, the reproductive traits of red hind Epinephelus guttatus and yellowfin grouper Mycteroperca venenosa were studied from January 2008 to October 2009. Collections were made at two reef systems (Alacranes Reef and Bajos del Norte) on the continental shelf of the Yucatan Peninsula, Mexico, where these species form transient spawning aggregations. The results confirmed that previously identified spawning aggregation sites at both reefs constitute productive seasonal and perennial “hotspots” for both groupers; they spawn annually between January and April. Females of these protogynous hermaphroditic species exhibit a reproductive strategy characterised by asynchronous ovarian development organisation and ovulation. Sex ratios and maximum sizes at each reef suggest that populations of both groupers had a good conservation status as of the late 2000s. Both reefs are now marine protected areas, and a discussion is made of the consequent possible benefits to grouper population conservation and sustainability in the southern Gulf of Mexico. President John F Kennedy faced an impending crisis upon taking office in January 1961. The revolutionary threat of Cuba held the potential to spread to several neighboring countries. This crisis was the product of decades of neglect from successive US presidents, that ultimately invited the USSR into the region and fell to Kennedy during his first year as President. Kennedy sought to recast the image of the US in the hemisphere to inoculate against the example of Cuba. The cornerstone of this plan was the Alliance for Progress, a substantial program of economic assistance from the US to Latin America. However, that program has widely been criticized as a failure. Rather than reflect on the economic and social limitations of the Alliance for Progress, this paper will evaluate the diplomatic impact of Kennedy’s approach in forming the anti-Cuban coalition in the first year of his presidency. Kennedy successfully changed the Latin American attitude towards the US prior to the releasing of any substantial economic aid. Therefore, this paper will argue that “The Kennedy Plan” was a diplomatic success that reduced the threat of Castro’s Cuba in the context of the Cold War. Full article

This study investigates the role of urban centrality in shaping urban form and function, with a specific focus on the city of Hail, Saudi Arabia as a representative case. Urban centrality—defined as the spatial and functional concentration of economic, social, and cultural activities—plays a critical role in determining the vibrancy, resilience, and adaptability of cities. Through a mixed-methods approach combining spatial analysis, field observations, and stakeholder insights, this research explores the dynamics of Hail’s central areas, examining how they navigate the tension between preserving historical identity and accommodating contemporary urban growth. The findings reveal that successful urban centrality requires a balanced integration of heritage conservation, economic diversification, and spatial accessibility, supported by inclusive governance and strategic infrastructure investments. The study highlights both the challenges and opportunities associated with the evolution of central urban spaces, particularly in medium-sized cities experiencing rapid socio-economic and spatial transformations, defined in this study as urban regions undergoing annual population growth rates exceeding 3% and substantial changes in land-use, infrastructure development, and governance structures within a decade. By providing actionable insights into the interplay between permanence and change, this research contributes to the broader discourse on urban resilience and sustainable development, offering practical guidance for planners and policymakers aiming to cultivate adaptive and inclusive urban environments capable of responding to future challenges. An integrated approach is sorely needed to treat biogas emanating from anaerobic digesters (AD) which is cost-effective, in terms of upgrade/purification to ~95–98% methane needed for pipeline injection. This is a very pressing environmental and waste-management problem. At present, biogas water-/solvent-washing operations require significant capital investment, with high operational and maintenance costs. In the present study, we deployed a facile and efficient novel nanobubble-formation approach using applied electric fields to boost biogas-enrichment operations: we achieve substantial methane enrichment via selective CO2 and H2S take-up in water in the form of nanobubbles. This enables an integrated waste-processing vision using cutting-edge engineering-science advances, and making anaerobic digestion a circular-economic and practical reality, that can be deployed at scale—initially developing at the small scale—and points the way for low-energy CO2 capture in the form of nanobubbles by dint of the electric-field approach. In addition, we carried out nanobubble generation using various gases for water treatment for both up- and down-stream sludge-containing (waste)water, achieving meaningful operational successes in AD operations and organic-fertiliser production, respectively. One significant digital initiative that is changing Greece’s tax environment is the myDATA platform. The platform, which is a component of the wider digital governance agenda, provides significant added value to enterprises and the tax administration, despite the challenges of adaption. Despite the positive response, we find that the development of the platform could have been carried out quickly and at a significantly lower cost and could have been able to cope much faster with the rapid and necessary changes that the platform will have to comply with. For these reasons, development in WordPress would be considered essential as this CMS platform guarantees a fast and developer-friendly environment. In this publication, as a contribution, we provide all the necessary information to develop a myDATA-like platform in a fast, economical and functional way using the WordPress CMS. Our contribution also contains the analysis of the minimum necessary amount of services of the myDATA platform in order to perform its basic functionalities, the description of the according database relational model, which must be implemented in order to provide the same functionality with the myDATA platform, and the analysis of available methods to quickly create the necessary forms and services. In addition, we study how to develop Artificial Intelligence mechanisms with a success rate reaching up to 90% for automatic tax violation detection algorithms. Full article

Land mobility, particularly in the agricultural sector, is a critical factor for rural development and the maintenance of the supply chain. In the EU, the dominant form of agricultural land mobility is succession. This study examines the impact of formal and informal institutional factors on land mobility and the development of the agricultural sector in Greece, emphasizing their role in shaping succession and land mobility processes. This research introduces an innovative approach by analyzing both formal (legislation, EU policies, taxation) and informal (cultural ties, family traditions) institutional factors that influence land mobility. Within this framework, this study explores the attitudes, perceptions, and behaviors of farmers, acknowledging that the institutional environment—shaped by both official regulations and informal norms, often expressed by the family head—may influence younger family members to adopt similar behaviors and practices. It also highlights the impact of ineffective and underdeveloped formal and informal institutions, providing policymakers and young people seeking to engage in agriculture with a valuable guide. The methodology is based on qualitative research, using semi-structured interviews with 21 members of farming families to capture views, perceptions, and experiences related to land mobility. The findings highlight several major barriers, including fragmented land ownership, emotional attachment to inherited land, bureaucratic obstacles, and high tax burdens. At the same time, shifting attitudes among younger generations are evident, as they adopt a more entrepreneurial mindset in land management. The results point to an urgent need for institutional reforms, such as completing the land registry, simplifying land transfer procedures, and promoting land consolidation policies. Overall, this exploratory study underscores the need for increased research attention to the formal and informal institutional elements that influence rural economic and structural development through land mobility, providing important insights for policies aimed to enhance land mobility and ensure the sustainable development of the agricultural sector. Furthermore, it provides valuable input for understanding and addressing challenges such as family traditions, emotional attachments to inherited land, and land mobility. Full article

In recent decades, ships’ ballast water and associated sediments have been recognized globally as significant vectors for the dissemination of non-indigenous species, which has attracted extensive attention due to its ecological and economic impacts. The characteristics of production of resting cysts in the dinoflagellate life cycle further increases the risk of biological invasions through ballast tank sediments. Despite extensive research which has characterized the species diversity of dinoflagellate cysts within ballast tank sediments, the possibility and importance of invasions caused by different ribosomal types of the same species have been paid little attention. In this study, two cultures of dinoflagellates were established through cyst germination from the ballast tank sediments collected from two ships (“THETIS” and “WARIYANAREE”) arriving at the Jiangyin Port (China) and identified as Wangodinium sinense Z. Luo, Zhangxi Hu, Yingzhong Tang and H.F. Gu by comprehensive phylogenetic analysis of rDNA sequences (including LSU, SSU, and ITS1-5.8S-ITS2). Despite the rDNA sequences of the isolates showing a generally high similarity to reference sequences, the LSU D1-D6 sequences contained up to 11 stable single nucleotide polymorphisms (SNPs), while SSU and ITS1-5.8S-ITS2 sequences exhibited up to five and two divergence sites, respectively. Moreover, phylogenetic analyses based on partial LSU and SSU rDNA sequences further indicated that strains germinated from ships’ ballast tank sediments formed a strongly supported sister clade to the strains previously isolated from Chinese and Korean waters, representing a novel ribo-type distinct from Chinese and Korean strains. Detailed morphological observations using light microscopy (LM) and scanning electron microscopy (SEM) did not find differences between our isolates and the holotype of the species in key diagnostic characteristics including the position and shape of the nucleus and chloroplasts, as well as the ASC structure, which suggested that no significant morphological divergence has occurred among these ribo-types. Acute toxicity exposure assays indicated that this ribo-type of W. sinense posed no lethal effect on rotifers at concentrations ≤ 104 cells/mL, yet it remains necessary to maintain vigilance regarding the potential risk of algal blooms resulting from higher cell density or environmental changes in the invaded ecosystems. This study reports the first successful germination of W. sinense cysts from ballast tank sediments, indicating that its cysts may be widely transferred through ballast tank sediments, and presents a potential risk of bio-invasions of new genotypes of species to a region where other genotypes of the same species have been present as indigenous species. Pathways to 100% Renewable Energy in Island Systems: A Systematic Review of Challenges, Solutions Strategies, and Success Cases

The transition to 100% renewable energy systems is critical for achieving global sustainability and reducing dependence on fossil fuels. Island power systems, due to their geographical isolation, limited interconnectivity, and reliance on imported fuels, face unique challenges in this transition. These systems’ vulnerability to supply–demand imbalances, voltage instability, and frequency deviations necessitates tailored strategies for achieving grid stability. This study conducts a systematic review of the technical and operational challenges associated with transitioning island energy systems to fully renewable generation, following the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology. Out of 991 identified studies, 81 high-quality articles were selected, focusing on key aspects such as grid stability, energy storage technologies, and advanced control strategies. The review highlights the importance of energy storage solutions like battery energy storage systems, hydrogen storage, pumped hydro storage, and flywheels in enhancing grid resilience and supporting frequency and voltage regulation. Advanced control strategies, including grid-forming and grid-following inverters, as well as digital twins and predictive analytics, emerged as effective in maintaining grid efficiency. Real-world case studies from islands such as El Hierro, Hawai’i, and Nusa Penida illustrate successful strategies and best practices, emphasizing the role of supportive policies and community engagement. While the findings demonstrate that fully renewable island systems are technically and economically feasible, challenges remain, including regulatory, financial, and policy barriers. Full article

Systems of national importance like national health care systems, even if historically and culturally diverse, are today facing similar problems. One way to address them is through responsible leadership orientations and practices that promote complex problem solving and multiple stakeholder relations. Here, we focus on challenges facing leaders in two historically distinct public health care systems, that of the UK (NHS) and the Republic of Slovenia (JZS), in terms of (a) costs versus care; (b) navigating regulations and bureaucracy; and (c) meeting the needs of staff versus patients. Then, we compare how responsible leadership, expressed in the form of the strategist versus integrator orientation of leader, could help to mitigate these problems. Analysing these two forms of responsible leadership, which successively express more mental maturity and practical acumen, illustrates their relative strengths in reconciling multiple economic and social interests, operational challenges, and public concerns in different national health system contexts. This highlights responsible leadership as a means to inform policy making and practice in public health care systems and opens up a vital discussion on the importance of leadership to ensure the human right to a healthy and fulfilling life. Pilot policy relating to the building of rental houses on collectively owned land is crucial for forming integrated urban and rural construction land markets and promoting rural revitalization. However, inequalities in the distribution of benefits may impede pilot projects. This paper employs a mixed-methods approach combining social network analysis, case study, and game theory to analyze the strategic decisions of key stakeholders in pilot policy, aiming to identify challenges and barriers to its implementation. Local governments, rural collective economic organizations, and enterprises are defined as the three key stakeholders, according to social network analysis. The findings suggest that the successful implementation of pilot policy requires cooperation among at least two stakeholders. Key factors influencing stakeholders include policy risk, market risk, the local government’s stance on the pilot policy, communication, coordination costs, the capabilities of collective economic organizations, and expected benefits, all of which can lead to conflicts among stakeholders. Strategies to support equilibrium of the interests of all parties are proposed, in order to promote cooperation among these three core categories of stakeholders. Full article
