Urban free-roaming cats present challenges like noise, urination, defecation, property damage, public health risks, and wildlife predation. Traditional enforcement methods, such as containment laws and impounding, are ineffective, especially in low-income areas, where many free-roaming cats live. These cats are often cared for by “semi-owners”, who feed them without formal ownership. Financial barriers to sterilization for owned and semi-owned cats in these areas result in unplanned litters, sustaining the free-roaming population and burdening local authorities and animal welfare organizations. Cats causing complaints are frequently impounded and euthanized, affecting the mental health of veterinary, shelter, and council staff. This paper critiques punitive, compliance-driven strategies and highlights the success of assistive Community Cat Programs offering free sterilization, microchipping, and registration. In Banyule, Victoria, such a program reduced cat impoundments by 66%, euthanasia by 82%, and complaints by 36% between 2013 and 2021. Two other programs in large cities and rural towns in NSW and a rural town in Queensland have now reported similar results. Based on the One Welfare framework, these programs address the interconnectedness of animal welfare, human well-being, and environmental health. By removing financial barriers, they build trust between authorities and caregivers, improving compliance and welfare for cats, communities, and wildlife. However, following the loss of key program staff and the reintroduction of financial barriers in Banyule, cat intake rose by 140% between 2022 and 2024, demonstrating the detrimental impact of financial barriers and punitive approaches. This underscores the importance of sustained, community-based solutions and legislative reforms that prioritize humane, barrier-free strategies. Traditional methods for managing free-roaming cats in Australia primarily depend on legislation and enforcement to achieve compliance. State laws and local regulations mandate confinement, sterilization, registration, and identification and limit the number of cats kept, with penalties for breaches. However, these strategies fail to address underlying issues like financial constraints in low-income areas and the prevalence of semi-owned cats. Containment mandates often result in increased complaints, shelter intake, and euthanasia, without effectively reducing cat-related problems. Research shows that these approaches are expensive, difficult to enforce, and place a disproportionate burden on disadvantaged communities. Moreover, they negatively affect the mental health of shelter staff and animal management officers, who are frequently exposed to euthanasia and ongoing challenges. An alternative “One Welfare” framework, which recognizes the interconnectedness of animal, human, and environmental welfare, has proven more effective. Programs that provide support and resources, particularly for cat sterilization and microchipping, while fostering the human–animal bond improve outcomes for both cats and caregivers. Shifting from punitive measures to collaborative, community-driven strategies is crucial for managing free-roaming cats in a way that benefits animals, people, and the broader community, while protecting wildlife. Platforms have been shown to be a suitable environmental enrichment for broiler chickens, accommodating their motivation to roost and rest at an elevated position. In order to increase the animal welfare benefits, we designed prototype elevated platforms with additional functionalities: a local cooling system, a sheltered area underneath the platform and collection trays underneath the platform that prevent manure from falling on the litter. This study assessed the effects of these multifunctional platforms during thermoneutral and heat stress conditions on two key determinants of their commercial uptake potential, namely production performance, carcass and meat quality. In each of the three experimental rounds, 560 one-day-old male chicks (Ross 308) were equally assigned to four pens and reared for 43 days. The barn was divided into two compartments (thermoneutral and heat), each containing one enriched and one barren pen. To induce heat stress, the ambient temperature was increased to 32 °C during 6 h/day when the birds were 29–40 d old. The platforms did not compromise broiler performance. Heat stress negatively impacted body weight (p = 0.008), average daily gain (p = 0.009) and feed intake (p < 0.001) and improved the feed conversion ratio (p = 0.026). The platforms reduced mortality rate under heat stress but not under thermoneutral conditions (heat × enrichment p = 0.025), likely due to the cooling functionality. No major effects of the platforms on overall carcass and meat quality were observed, except for a reduction in the risk of breast muscle myopathies (p < 0.001), which could enhance consumer acceptance and improve profitability. To conclude, the use of cooled platforms under the conditions of this experiment mitigated the adverse effects of heat stress on mortality, reduced the risk of breast muscle myopathies and did not compromise any other production or carcass and meat quality parameters. (1) Background: This study investigates the impact of social vulnerability, as quantified by the Social Vulnerability Index (SVI), on animal shelter intakes and adoptions, and the flow of animals between SVI groups at seven shelters within the United States. Understanding how social vulnerability influences these factors is crucial for developing targeted interventions to improve shelter outcomes and community support programs. (2) Methods: The research analyzed intake and adoption data from multiple animal shelters to assess the relationship between the social vulnerability at intake and adoption locations based on Census Tract obtained from addresses, focusing on comparison across strays, seized animals, and owner surrenders. Effect sizes were calculated to determine the magnitude and practical implications of these relationships. The study also examined the distribution of outcomes and reasons for animal surrender in relation to SVI levels. (3) Results: The analysis found that animals tended to enter shelters from areas of higher vulnerability while being adopted out to homes from all levels of vulnerability. Stray animals and those seized by authorities were more likely to come from high-SVI areas and showed a stronger disparity between intake and adoption SVI levels than owner surrenders. Racial/ethnic minority status and socioeconomic status were the components of the SVI that produced the strongest differences between intake and adoption vulnerability levels. Adoptions, however, were evenly distributed across different SVI levels, suggesting equitable access to adoption services. The study also identified that animals from high-SVI areas were not euthanized at higher rates compared to those from lower-SVI areas. (4) Conclusions: The findings highlight the need for further investigation into the high numbers of stray adult dogs in areas of communities that are most socially vulnerable as well as programs to address the volume of young animals originating from these areas. The equitable distribution of adoptions across SVI levels suggests that shelters are effectively engaging with socioeconomically and racially/ethnically diverse communities. Future research should focus on exploring the dynamics of stray animal intakes and enforcement patterns to enhance community and animal welfare initiatives. Full article

Free-roaming cats in urban and peri-urban areas and in rural towns pose significant challenges due to their nuisance behaviors, threats to wildlife, and potential disease transmission. Traditional management methods often involve trapping and euthanizing many of these cats, which is not only costly but also distressing for the shelter staff involved, and have failed to reduce numbers of impounded cats or cat-related complaints. Our study aimed to evaluate the effectiveness of a Community Cat Program that provided free sterilization, microchipping, and preventative veterinary care for all owned, semi-owned, and unowned cats in a small rural town with high cat impoundments in Ipswich, Queensland. The program was instigated by the Australian Pet Welfare Foundation in collaboration with the Royal Society for the Prevention of Cruelty to Animals, Queensland and the Animal Welfare League, Queensland, and it was funded by various organizations including Fondation Brigitte Bardot. Data from 2017 to 2023 were analyzed to assess the impact of the program on cat intake and outcomes in local shelters. A total of 308 cats were sterilized, representing 94 cats per 1000 residents over 3.4 years, and in the third year, this was associated with a 60% decrease in cat intake, an 85% reduction in numbers euthanized and 39% fewer cat-related calls to the local council. These findings suggest that high-intensity, targeted sterilization programs significantly decrease shelter intake and euthanasia, and thus alleviate the psychological burden on staff. These programs are a humane and effective alternative to traditional cat management, and benefit animal welfare as well as community wellbeing. This is aligned with a One Welfare approach, which enhances the well-being of animals, humans, and their environments. Legislative changes are required to support these programs to effectively decrease the numbers of free-roaming cats in cities and towns and the issues they cause, while protecting human wellbeing. Most cats entering animal shelters in Australia are less than 12 months old and emanate from low socioeconomic areas. Many are unidentified and may be either owned or semi-owned cats (cats cared for by someone who does not consider themselves the owner). In Australia, approximately 33% of cats entering shelters and pounds are euthanized annually, adversely affecting the mental health of staff involved. Our study investigated cat ownership and caregiving behaviors of cats enrolled in the Australian Pet Welfare Foundation’s Community Cat Program, which included free sterilization, microchipping, and preventive healthcare. The suburbs targeted in Ipswich, Australia had a high per capita cat intake into animal shelters. We surveyed 1094 cat owners and semi-owners. Most cats were under 12 months old (79%), primarily domestic short-haired (69%), and acquired through informal channels such as friends, family, or as strays. Veterinary care was limited, with only 15% of cats having visited a veterinarian and 28% being vaccinated. Prior to hearing about the free sterilization program, 88.5% of participants identified as owners, while 11.5% were semi-owners. Before completing the survey, these semi-owners transitioned from an informal caregiving relationship to becoming owner of the cat/s. Of the semi-owners, 93% indicated that their transition to ownership was driven by feelings of responsibility, emotional attachment, and access to free sterilization services. These findings suggest that targeted interventions, such as accessible veterinary care and sterilization programs, are crucial in encouraging semi-owners to take full ownership of cats, improving cat welfare, and reducing unplanned breeding. Supporting this transition helps curb overpopulation and fosters improved caregiving, benefiting both cats and communities. Full article

Managing stray cats in urban areas is an ongoing challenge, and in Australia, many are euthanized. Most stray cats are from disadvantaged areas and are under 1 year of age. The Australian Pet Welfare Foundation intended to assess the impact of a free cat sterilization program in an area with high shelter intake of cats in the city of Ipswich, Queensland. The aims of this pre-intervention study were to undertake a situational analysis of cat ownership, semi-ownership and cat caring behaviours, and compare those in the same demographic with dog ownership and caring behaviours relating to sterilization rates, to provide a basis against which to assess the program’s effectiveness. In a sample of 343 participants from that area, 35% owned cats and 3% fed stray cats. Cats were predominantly obtained from family or friends (31%) and shelters (20%). More respondents owned dogs (53%), which were most often sourced from breeders (36%) and family acquaintances (24%). More owned cats than owned dogs were sterilized (91% versus 78%). However, only 74% of cats aged 4 to <12 months were sterilized. Cat containment practices varied, with 51% of owners containing their cat(s) at all times, and a further 18% doing so at night. These results suggest the need for community-based programs that focus on sterilizing owned and semi-owned cats, and assisting semi-owners in becoming full owners to reduce stray cat populations and associated negative impacts. This includes assistance with cat containment where vulnerable native species are present. Public understanding of the causes and effective solutions for free-roaming cats, alongside legislative changes, are required to facilitate these efforts. Assistive programs aligned with One Welfare principles are expected to benefit the wellbeing of animals, humans and their environments. Full article

In most states of Australia, local governments (councils) are responsible for the enforcement of legislation relating to domestic cats. Traditional methods used for cat management based on trap–adopt or euthanize programs have been ineffective, with cat-related calls and cat impoundments continuing to increase, resulting in many healthy cats being euthanized. This has detrimental effects on the mental health of animal management officers, staff in shelters and council facilities, and cat caregivers. The city of Banyule, Victoria, implemented a free cat sterilization, microchipping, and registration (licensing) program in 2013/14. Initially, it was targeted at three low-socioeconomic suburbs with the highest cat-related calls and intake, and was microtargeted at call locations. An average of 4.1 cats/1000 residents per year were sterilized over eight years. The program included stray cats being fed by caregivers, provided they took ownership. The program was later expanded city-wide. Over eight years, city-wide cat intake decreased by 66%, euthanasia by 82%, and cats reclaimed by owners increased from 6% of intake (2012/13) to 16% (2020/21). Cat-related calls decreased in the target area by 51%, and city-wide by 36%. The council realized cost savings of AU $440,660 associated with reduced costs for cat-related calls to council (AU $137,170) and charges from the contracted welfare agency (AU $303,490), for an outlay of AU $77,490 for sterilization costs. Instead of the traditional management of urban cats, proactive management based on targeted sterilization should be utilized by government and animal welfare agencies in Australia and internationally. These types of programs are effective at reducing cat intake and euthanasia and are cost-effective. Full article

Access to comprehensive municipal pound, animal welfare shelters, and rescue group data for admissions and outcomes for stray and owner-relinquished cats in Australia is currently lacking. This hinders effective assessment of existing management strategies for domestic cats by animal management agencies. Our study aimed to estimate the numbers of cat admissions and intakes to Australian municipal council pounds, animal welfare organizations (excluding smaller animal welfare organizations thought to have annual cat intakes of less than 500), and animal rescue groups and their respective outcomes for 2018–2019 (pre-COVID). Unavailable municipal council data were imputed based on known data and council human populations. Only Victoria and New South Wales had publicly available municipal data, and only RSPCA had publicly available data in all states. We estimated a total of 179,615 (7.2/1000 human residents) admissions to pounds, shelters, and rescue groups in 2018–2019, with an estimated 5% reclaimed, 65% rehomed, and 28% euthanized. Reclaim rates were low across all the agencies. Councils operating their own pound had nearly double the euthanasia rate (estimated at 46%) compared to animal welfare organizations (25%). Rescue groups rehomed an estimated 35% of the total number of cats rehomed by all agencies. The upper quartiles of councils with intakes of >50 cats in Victoria and New South Wales had estimated euthanasia rates from 73% to 98%, and 67% to 100%, respectively. We recommend that comprehensive municipal pound, shelter, and rescue statistics be routinely calculated using standardized methods and made available publicly in a timely fashion. This would inform management strategies to optimize live outcomes and therefore reduce the negative mental health impacts on staff tasked with euthanizing healthy and treatable cats and kittens. Safeguarding the well-being of cats is essential to the mission of any responsible animal shelter. Environmental enrichment and behaviour modification are often key to this goal. Measuring response to these interventions is essential to ensure strategies are successful. There are often many staff and volunteers involved in these efforts, and a lack of standardised language can make monitoring progress difficult. Ordinal rating scales of key behaviours can be a useful way to summarise observations and ensure that common language is used. However, it is crucial that these scales have good interobserver agreement and reliability, so operational definitions and training systems are important. This paper presents a method for evaluating four different expressions of cat welfare on a 0–5 scale: modified Fear, Anxiety, and Stress score; Response to Petting score; Participation in Play score; and Food Intake Summary score. All scales showed almost perfect average interobserver agreement (linear weighted κ) and excellent average interobserver reliability (interclass correlation coefficient). These scales may prove useful to other shelters, or any other environment where evaluating response to interventions is important to the welfare of cats, such as research facilities or home environments. The exceptional interobserver agreement and reliability of this study compared with some others highlights the importance of standardised training programs. Full article

Animal shelters in India are at the forefront of efforts to improve free-ranging dog welfare and tackle animal overpopulation. In terms of cultural and political context, access to resources, and public health challenges, they operate in a very different environment than Western counterparts. Despite these distinctions, current sheltering literature is largely centered around countries such as the United States. The goal of this exploratory study was to examine the experiences of Indian animal shelter staff. Researchers conducted ten semi-structured interviews, in a mix of Hindi and English, with managers, veterinary nurses, and animal caretakers from three shelters. Using thematic analysis, shelter challenges as well as resiliency factors that enable staff to cope with these challenges were identified. Key challenges were inadequate funding, community conflict, and high intake numbers. Resiliency factors included flexibility, duty of care, co-worker relationships, and understanding animal needs. The results of this qualitative study revealed that the experiences of shelter staff are shaped by social, political, and cultural factors and that there is a need for further, context specific research on Indian sheltering rather than only relying on Western perspectives. In the wake of climate change and global warming, the production systems of water buffaloes (Bubalus bubalis) are receiving increasing attention in the tropics, where the silvopastoral systems can improve animal welfare and production conditions. The objective of this study was to characterize the behavior of heifer buffaloes in a silvopastoral system (SPS) with Leucaena leucocephala (600 trees/ha) and in a conventional system (CVS), under intense heat stress and moderate heat stress in Cuba. We observed nine animals, with an average weight of 167.9 kg at the beginning of the study, during the daylight period, from 6:00 to 18:00 h, at 10 min intervals, for 12 days. Activities recorded were grazing, ingestion of tree leaves, rumination, water intake, walking, lying, standing, sheltering in the shade of trees, and wallowing. Sheltering in the shade of trees and wallowing were collectively considered as thermoregulatory behavior (TB). TB was different in both systems and conditions of heat stress (p < 0.05), with 4.06 in CVS and 3.81 h in SPS in the intense heat stress period, while it was 2.91 and 1.08 h for SPS and CVS, respectively, during the moderate heat stress period. The wallowing activity showed statistically significant differences (p < 0.05) in the intense heat stress season with 1.18 and 2.35 h for SPS and CVS, respectively. Time spent on feeding behavior was highest in the SPS system (p < 0.05). Longer times of thermoregulatory and feeding behavior indicate the importance of trees in animal welfare for this species in tropical conditions, thus supporting avoided deforestation and the replanting of trees in existing production systems and landscapes. The recently published article, ‘A Case of Letting the Cat out of the Bag—Why Trap-Neuter-Return Is Not an Ethical Solution for Stray Cat (Felis catus) Management,’ by Crawford et al. warrants rebuttal. The case presented in the paper, opposing the initiation of TNR trials in Australia, ignores peer-reviewed evidence which substantiates the effectiveness of TNR at reducing unowned urban cat numbers. In addition, the paper’s authors offer a number of unrealistic recommendations, which are little more than a rebranding of the failed status quo. Urban stray cats have long been considered a problem across Australia. Current practice calls for the trapping and killing of thousands of healthy urban stray cats and kittens each year with no apparent effect on the total population. In contrast, the literature offers numerous examples, including two recent studies in Australia, of reductions in urban stray cat numbers where TNR has been implemented. TNR has also been associated with reduced feline intake and euthanasia at shelters, which improves both animal welfare and the well-being of shelter staff. A large-scale trial of TNR in an urban Australian context is scientifically justified and long overdue. Full article

There is a need for effective and humane management tools to manage urban stray cats and minimise negative impacts associated with stray cats. One such tool is targeted trap-neuter-return (TTNR), but no concerted implementation of this technique or formal assessments have been reported. To address this deficit, a TTNR programme was implemented and assessed in one Auckland suburb from May 2015 to June 2016; the programme sterilised and returned 348 cats (4.2 cats/1000 residents). Assessment was based on the number of incoming felines; stray, unsocialised cats euthanased; unsocialised, unowned cats sterilised and returned (independently of the TTNR programme); and neonatal/underage euthanasias. Incoming stray felines, underage euthanasias, and unsocialised stray cat euthanasias were all reduced for the targeted suburb when compared for the years before and after the programme (the percentage reduction in these parameters was −39, −17, −34, −7, and −47, respectively). These outcome measures had a greater reduction in the targeted suburb compared to the Auckland suburbs not targeted by the TTNR programme (p < 0.01), although causation cannot be inferred, as a variety of reasons could have contributed to the changes. This pilot programme suggests that TTNR could be a valuable, humane cat management tool in urban New Zealand, and further assessment is warranted. Full article

Available evidence indicates that overall levels of feline intake and euthanasia at U.S. shelters have significantly declined in recent decades. Nevertheless, millions of cats, many of them free-roaming, continue to be admitted to shelters each year. In some locations, as many as 70% of cats, perhaps up to one million or more per year nationally, are euthanized. New approaches, including return-to-field (RTF) and targeted trap-neuter-return (TNR) appear to have transformative potential. The purpose of the present study was to examine changes in feline intake and euthanasia, as well as additional associated metrics, at a municipal animal shelter in Albuquerque, New Mexico, after institutionalized RTF and targeted TNR protocols, together referred to as a community cat program (CCP), were added to ongoing community-based TNR efforts and a pilot RTF initiative. Over the course of the CCP, which ran from April 2012 to March 2015, 11,746 cats were trapped, sterilized, vaccinated, and returned or adopted. Feline euthanasia at the Albuquerque Animal Welfare Department (AAWD) declined by 84.1% and feline intake dropped by 37.6% over three years; the live release rate (LRR) increased by 47.7% due primarily to these reductions in both intake and euthanasia. Modest increases in the percentage of cats returned to owner (RTO) and the adoption rate were also observed, although both metrics decreased on an absolute basis, while the number of calls to the city about dead cats declined.
