Although it is claimed that proposed method reduces computational and structural complexity, it is not explained where this reduction comes from and the extent of it in comparison with previous work. Tables 3 and 5 are not self-explanatory in supporting the claims made.
Readers will benefit of discussing trade-offs of this approach, e.g. having only one controller instead of multiple as in the state-of-the art?
For the examples 1 and 2, readers will benefit of explaining/proving clearly how sub-nets are equivalent to initial given net and the comparison of solution obtained with the proposed method vs, without sub nets. What can be said about the coupling power of sub nets in example presented?
Please reduce length of paper to around 15 pages. e.g. Preliminaries section can be reduced and there are places where notation seems to be verbose and with potential for simplification e.g. working zones in p15.
Please adjust figures as text is shrank in most of them, this harness readability and understanding
There are several English issues that must be addressed, so full review in this regard is required. There are long sentences, that can be broken down to improve clarity. Some examples of confusing sentences (not comprehensive):

The presented article contains interesting content and will probably arouse the interest of scientists involved in modeling flexible production and transport systems.
The presentation of the problem and the need is clear. However, I think that work requires more comments because it is unfriendly. construction: theorem, proof, and again, theorem, proof is difficult to use by the reader. The method of description is quite unfriendly for this reason. Building Petri nets for complex systems is difficult and time consuming. The authors did not mention restrictions due to this reason. Therefore, it would be nice to explain for which class of systems the proposed approach makes sense to use, in particular in practical (industrial) cases.Author Response
