Comments and Suggestions for Authors

This is an interesting study that examines Macao's education policies through PMC index modelling. Although the study has the potential to contribute to the literature, there are some parts that need improvement in the paper as follows:

-The education policy context of Macao is missing. What is the peculiarity of this region? Why would the readers care about education policies in Macao? What is the significance of conducting this study? The author(s) should first describe Macao, where it is, what its features relevant for this study and for educational policies are, and the historical context for their study. The paper sounds as if everybody knows about Macao and its features, but I think actually most people don't.

- When the abbreviation PMC is first used, no info is provided about the full terminology. This needs correction.

- Why is PMC appropriate for this case as a methodology? What are its strengths and weaknesses?

- What are the factors that affect Macao's education policies and their effectiveness? This needs to be clearly explained in the paper as well.

- Are there any particular critical success factors for any stage of education policy making (e.g. policy development, implementation, evaluation) in Macao context?

- What could be the implications of this study for other studies that will be conducted elsewhere? The author(s) need to discuss theoretical implications, generalizability of the findings, and limitations of their study in the conclusion.

 

 

Comments on the Quality of English Language

The paper is well written overall. The author(s) might pay more attention not to use repetitive of words and phrases in the sentences coming one after another, especially in the introduction.
