Round 1

Reviewer 1 Report

Abstract.

Remove ‘based on ArcGIS software’, because the methods like spatial autocorrelation, kernel density analysis, etc. are independent techniques that are not limited to specific software.

The authors state “the intelligent facilities, service resources and the number of beds of pension institutions in the 22 suburbs are better than those in the central urban area.” while they indicate that “the distribution of pension institutions is concentrated in the central urban area”

Introduction

What do you mean by "perspective of wisdom"? Is it the same as social justice?

At the end of the introduction, nothing can be seen about the research gap and the main motivation of this study academically. As mentioned in the literature review, many studies have been done using spatial analysis and spatial statistical methods for the Spatial Distribution of Pension institutions. What is your main contribution and its novelty compared to similar works?

Materials and Data

Figure 1. Some polygons appear to be erroneously white. Instead of the north sign, we see a wrong graphic.

After removing the pension institutions with repeated records and abnormal 143 number of beds, a total of 825 pension institutions in Shanghai were obtained.” It seems that the exclusion of pension institutions is not correct and biases the spatial distribution results.

Research methods

I suggest presenting the audience with a flowchart of the main steps and data used in each analysis.

The reasons for using the methods should be stated more clearly. For example, why using Kernel density analysis is not enough and you go for Spatial hotspot analysis, Anselin Local Moran's D, and so on?

Results and Discussion

Figure 2. Symbols in the legend and in the map do not correspond to each other

In my opinion, because the number of districts is small, it causes the number of neighborhood samples to perform a LISA analysis to be small and does not have a reliable result.

The article deals with an interesting topic but needs a major revision to present its message clearly.

1- At the beginning of the abstract, try to explain the research problem/gap and subsequently the contribution of the research regardless of the case, Shanghai. Besides, it is necessary to talk a little about the study's theoretical foundation before entering the methodology and results. Also, at the end of the abstract, provide highlights of the policy suggestions.

2- The introduction should clearly explain the research problem in a well-documented and reasoned way to clarify the contribution of the research compared to other studies for the reader.

3- The presence of an intermediate section as a literature review between the introduction and methodology sections is necessary for discussing theoretical aspects. This section is focused on intelligence level and spatial distribution of pension institutions, including spatial scale, clustering, and fairness, and the evaluation (indicator) system, including categories and variables, must be derived from it. Accordingly, all the rows in Table 1 need to be referenced.

4- Merge the second section, materials and data, and the third, research methods, and present their content as a unified section, materials and methods.

5- In the conclusion section, in addition to interpreting the current results and making suggestions, highlight the contribution of the research through comparison with other studies.

6- It is suggested to use the content of the following recent related studies in the theoretical, methodological, and interpretive sections of the article:

The main content of this article is the spatial distribution of elderly care institutions in Shanghai, described from the perspective of intelligent level. The article uses methods such as standard deviation ellipses, kernel density analysis, spatial autocorrelation analysis, and spatial hotspot analysis to describe the spatial scale and cluster distribution of elderly care institutions in Shanghai. The article proposes the Gini coefficient of intelligent beds to describe the comprehensive allocation of elderly care institution resources and uses correlation analysis and LISA analysis to explore the spatial equity distribution of elderly care institutions in Shanghai. The article points out that the development of elderly care institutions in different regions of Shanghai is unbalanced; the distribution of elderly care institutions is concentrated in the central urban area; and the intelligent facilities, service resources, and number of beds in suburban elderly care institutions are better than those in the central urban area. The article proposes corresponding policy recommendations to promote the development of elderly care institutions in Shanghai and optimize service facilities and resource allocation. However, in order to better publish the article in this journal, please optimize and improve in the following aspects.

1) In the introduction of the article, it is described that the intelligent level and spatial distribution of Shanghai have important practical significance for improving and optimizing the service facilities and resource allocation of elderly care institutions in Shanghai. This section introduces the research directions of intelligent level elderly care institutions, including spatial configuration optimization, spatial accessibility distribution, medical facility distribution, and spatial horizontal distribution. This section can use more literature to compare horizontally and vertically to highlight the importance and necessity of the research, and to introduce the key points.

2) In the conclusion and discussion section, please highlight the conclusions, research methods, and research logic of this study through the comparison of several literature and summarize why this study is the same or different from others, and where the possible reasons are. In addition, the innovation of this article should be explained separately.

3) In the part of index construction in the collection and processing of multiple data, please add some reference literature and policy documents on intelligent elderly care institutions, which will make the persuasiveness of the index system stronger. Similarly, can the author consider classification in this index for the nature of elderly care institutions, such as public, private, and social, and their exclusive classification of service content?

4) The nature of elderly care institutions includes public, private, social, etc., and they also have their exclusive classification of service content. Can the author consider classification in this index?

5) The research methods and graphics used in this article are the highlights of the article. Especially the inclusion of geographic software and concepts such as the Gini coefficient. It is recommended that the author supplement the research ideas in the article, which will be more concise and logical when presented in the form of mind maps.

6) The recommendation section should include some data to make the research more realistic and credible.

7) Please check the format and spelling of the text throughout the article, including punctuation, spelling, reference format, table and image format, etc. In key sentences or paragraphs, the author should actively refine their expression.

Finally, I fully acknowledge the research value of this article and look forward to receiving a more refined manuscript from the author after revision. Wishing you all the best!
