This article is an internal review of the ICARUS program. The article focuses only on their own program. The content certainly includes all the well-known and important events. The review is well written and importantly all the statements are appropriately referenced. ICARUS is a long and pioneering program on the field of liquid argon TPCs for neutrinos and as such it is beneficial to the wider scientific community for all the historical events and results to be contained in a single review paper. The paper is well written and appropriate references have been included.
My recommendation is to be published as it is.

This presents an informative, thorough and very timely review of the development of LAr TPC's. The author is eminently qualified having participated in the design, commissioning and construction of the first such instrument, Icarus T600. He reviews the history of the development and major results obtained with the LAr TPC technique and describes the recent deployment of Icarus in the Fermilab neutrino beam as part of the short-baseline program. The paper is also timely because it provides an excellent introduction to the techniques used in Fermilab's flagship neutrino experiment DUNE.
