The paper proposes a new model for constructing a goal-oriented three-level water conservancy disciplines knowledge graph and the overall construction scheme.  The  WDERJE framework proposed showed a good performance in the entity-relationship joint extraction in water conservancy disciplines through small sample training.

The authors have implemented the upper-level application based on this graph, which can both preview the whole and retrieve the details. 

The work is complex and may be of interest to researchers in the field.

The aim of the paper is to propose a three-layer goal-oriented water conservancy disciplines knowledge graph structure. More specifically, the authors propose a novel knowledge graph structure, a goal-oriented three-level water conservancy disciplines knowledge graph structure, and a construction scheme of this graph. The paper has also some innovation since it proposes WDERJE, a water conservancy discipline entity-relationship joint extraction model to extract both entities and inter-entity relations present in the input statements to avoid error accumulation.

The related work is well documented and it supports the statement that no similar work has been done in the water conservancy disciplines. However, I think I would like to see similar approaches from different disciplines to enhance the work of authors.

The paper is well structured and the main characteristics of their approach are clearly stated. There is also an implementation section which demonstrates their work.

Just a few corrections should be made in English because in some cases ambiguities are created.

Moreover, the captions of the tables need correction because they are not right. Additionally, there is a misspelling in the "equation" between lines 272 and 273. Finally, References section should be reviewed for typographical errors.

I have the following minor comments

a)1. The United Nations Educational, Scientific and Cultural Organization and UN-Water working world wide almost in 193 countries since 1977, in your whole manuscript does the role of UNESCO and UN-Water about history and current work on Water Conservancy Education not mention.

2. Is there no related work on "Application of Knowledge Graph in Water Conservancy Education Resource Organization"? If so, why? Kindly explain.

b)Introduction (Line 29-31)

The 14th Five-Year Plan for Water Conservancy Sci-Tech Innovation, to support and steer the next phase of high-quality Water Conservancy development, a high level of sci-tech self-sufficiency is required.

1.      How do you suggest in introduction “a high level of sci-tech self-sufficiency is required” is it necessary or any criteria of this line explain it with detail?

2.      The introduction needs to be revised; typos cause confusion about your topic.

C) (Line 189)

Level of knowledge analysis Table 1 This is a table. Tables should be placed near the first time they are cited in the main text.

Figures provide visual impact and can effectively communicate your primary finding. Elaborate and explain (Figure 6. Illustration of Course Information Query Results) in a simple manner and give the direction with suitable numbers 1 2 3 4…or a b c or arrows, and properly define the clear picture of your work knowledge point, author, publisher to be clearly viewed that are linked with Water Conservancy Engineering Cartography.
