Image Large Rotation and Scale Estimation Using the Gabor Filter

The present study introduces an image large rotation and scale estimation method based on the Gabor filter and pulse-coupled neural network. The topic of this paper is very interesting, and the introduction and related works sections are well described and discussed. The following are my comments to the authors:
1. Please provide a list of acronyms and abbreviations at the beginning of the paper.
2. The complexity of the proposed approach needs to be discussed and calculated.
3. Please provide flowcharts for *Coarse estimation and *Refinement estimation.
4. A proofread is required. There are still some problems with the expression of writing, and the whole text should be checked thoroughly. e.g, Avoid using the pronoun "we"; avoid starting the headings and sub-headings with "the"; replace "doesn't" with "does not"...

This manuscript describes a novel registration algorithm for two images differing in rotation and scale and compares its results to well-known methods used in the literature. It should, for example, be very useful for registering an IR image with an optical image, commonly encountered with satellite imagery. This reviewer recommends journal acceptance after the following typographical errors are corrected:
[1] Line 70 states section 9, but no section 9 exists in the manuscript.
[2] Line 147 references 8 images in Figure 2, but Figure 2 has 12.
[3] Eq(6) has a j prime or a misplaced comma associated with the last term.
[4] Line 291 has sigma equal to 20, but the table lists the value as 25.
[5] Line 293 has the large rotation angle as 60, but the table has 120. Also, the caption of table 2 has the misspelling of rotation.
The corrected manuscript does not need to be reviewed by this referee.

The paper should be updated to include more recent references, preferably from the last 2 or 3 years. The related work section is too short. The literature study contains 10 references. The authors should add more.
The authors need to explain better the context of this research, including why the research problem is important.
The authors should add a clear and detailed problem definition. Authors should give a clear formal definition of the problem.
Some additional experiments are required.
What is section 9? The paper needs proper proofreading.
