The article is very well written and leads to valuable conclusions. I can point out only a few minor details that could be improved. 
In the keywords, correct “Particolar” to “Particular”. 
In the footnotes and bibliography, instead of “International Theologic Commission” it should be “International Theological Commission.”
The fact that the Pope promulgates a conciliar document does not make the latter the author of the document. Therefore, the Lumen Gentium constitution should be cited as “Second Vatican Council, Dogmatic Constitution on the Church Lumen Gentium” and not: “Paul VI, Dogmatic Constitution on the Church Lumen Gentium.”

The topic of the article is relevant to the current implementation phase of the Synod on Synodality in the Catholic Church. The author analyzes the role and synodal character of the Particular Councils and compares them to the Conferences of Bishops. This comparison is made in a systematic and methodologically rigorous manner. The conclusions presented are logical and fruitful for the discussion on the implementation of synodality in the Church. 

My only comment is on the sentence at L. 40. Who assigned the topic to the author? It probably needs to be rephrased, or if it is originally, e.g. a conference paper, this could be clearly stated.

I am not competent to judge the level of the English language.
