The manuscript is very interesting and deals with very important issues related to mobility control. The study is based on qualitative data.

I do not have many comments regarding the manuscript.

I suggest to expend 'Conluding remarks' section. In the current version there are too few references to other studies. Maybe the best solution is to extract 'Discussion' section.

I also have a technical note - there are some abbreviations without explanation (e.g. NGO, UN).
