In the field of selection and recruitment of Human Resources things are in a continuous dynamic. 

In second section Background I believe the authors try to present a so called stat of the art of different analytics techniques for HR assessment and improvement. They briefly present some methods like  AHP, fuzzy AHP, AHP and TOPSIS but there are many more. Any how in this chapter are very few references.

Chapter 3  Conceptual framework  make again an apology  for the importance of Human Resources. This was understood from the introduction. It would have been more appropriate if the authors had provided more information about the software used.

Chapter 4 Materials and Methods the authors state that a methodology is presented. Well, hardly it can be named a methodology, merely some assumptions in order to perform an analysis. 

In chapter 5 Case study , the scholars Lombardo & Eichinger, 2004 are not cited.

A list of full competencies should be provided C1-C 52.

Maybe  a native English speaker should proofreading.

This paper has a number of problems that need to be addressed before one can properly evaluate it. On the page 1, line 41, there is a sentence that starts  with "This data"which does not continue on page 2! Also, on page 1 books do not make things popular but authors make things popular with their writings.... On top of page 2 something is missing. In the same page, in section 2, the second sentence is a bit strange and I think something is missing there too. However, the authors have a very bad habbit to start sentences with a citation. Thus instead of "[12] describes" please use "Smith [12] describes".  On page 6 there is equation (1). The problem is that they do not describe how and why they replace the universal quantifier with a meet operation. Also, in equation 3, they replace the existential quantifier with a join operation, without explaining why they do this and how it is possible.  To be honest, I stopped there since I cannot proceed if these points cannot be resolved.
