This paper summarized some existing forms of PSP in the management of urban drainage services in different countries and proposed main issues and recommendations in stormwater PSP. The topic is interesting and the objective of this paper is consistent with the scope of this journal. While some revisions are needed to meet the requirements of a standard scientific research paper. Several comments are listed below for the authors to consider:

- Keywords should be arranged and selected in such order: subject field, research object, research method, and other keywords related to this research. It is suggested to cut the keywords down to three or five.

- The Introduction and Attractiveness and efficiency part is too lengthy, which should be further condensed. The urgency of applying PSP in stormwater management was not highlighted.

- Since the PSP in different places were described in detail. Maybe a summarized table or figure for comparison of PSP in these places will be better.

- This paper is more like a systematic review of PSP in the management of urban drainage services, while there should be a comprehensive commnet of the pros and cons of PSP applications and the difficulties it face. 

- Conclusions can be condensed and the language can be polished.

First of all, I need to admit that I really enjoyed reading the paper. I positively evaluate the construction of the field research and especially how precisely the work was done and presented. Overall, I really enjoyed reading this paper - well done!

General comments:

- 26 paragraphs for introduction is too long. Try to merge them (Max 8 paragraphs).

- The conclusion is too long. I would appreciate if you would clearly highlight your most important statements within the conclusions.
