Let me start by explaining that I am not an expert in this field, but I am knowledgeable about historical development through agriculture, and about economic history. As such I appreciate the attempt of the authors to consider the case of China within the context of the role of agriculture for development.

I have a number of concrete suggestions:

First, explain earlier on and more clearly what “coupling” and “coupling coordination” mean. I was not aware of these concepts.

Second, relate the findings to the experiences of other countries. There are numerous historical parallels to what is happening in China, and we can learn a lot by putting the present day within the historical context.

Third, avoid language as used in for example the first two sentences of the abstract or the beginning of the introduction. Agriculture is important, but might not be considered by others to be “the lifeblood” of the economy. And the modernization might be “remarkable”, but this would deserve an explanation and some citations.

Finally, how do the results compare to other studies using similar methods?

The topic is actual especially in developing countries where the agriculture contribution to GDP and its share of total employment is high.  The modernization of agriculture is important in all over the world because of food security.

The paper is focusing on China and in my mind is that beside of that   it try to offer methodology for measuring  of modernization of agriculture and its relationship to development of regions

The structure of paper does not fit the requirements of a scientific paper (Introduction, literature review, methodology, results, discussion and conclusion).  The literature  analysis  should refer the theoretical background and results of previous empirical researches from other  part of the world as well.  I strongly recommend delving deeper in the international  literature,  more detailed and critical analysis is required. The description of  methodology used should be more clearly refereed How the indices were selected ( literature sources)  and weighed. The results should be compared with results of other researches. The results should send messages for international public as well.  It is also useful to provide a thoughtful discussion of how the paper serves as a foundation for future research with a dedicated section on directions for future research. Including conclusion section.  

The format of references and citation should be controlled some literatures used are outdated.

As a general comment, the overall contribution of the study seems to be poor.   It does not appear to contribute very substantially to extant knowledge in the subject matter.  According to the importance of the topic I suggest a substantial reversion and resubmission.

This issue is very important, especially in countries and regions with a high share of agriculture in generating gdp and employment. The study ignores the problem of employment in agriculture (rural overpopulation), and yet one of the key conditions for modernizing agriculture is reducing the number of people working in agriculture.

Table 2 lists the indicators, but in most cases the units in which they are expressed are not given. My task is to add a table (it can be an appendix) in which the mean basic characteristics of these variables for the studied regions should be provided. I also have a note to Fig. 2, it should be supplemented with a trend line and list functions with its statistical characteristics.

The weakness of the article is also the discussion, laconic conclusions  and references.
