Thanks to the authors for preparing the manuscript on a very important and interesting topic.

The study of factors affecting agriculture, to increase the productivity and productivity of agricultural products in a situation of food and energy crises is very important in scientific and practical aspects. And the manuscript deserves support.

However, there are several comments that authors need to address before publishing the manuscript.

1. It is necessary to clearly formulate research hypotheses. What do you want to prove in your research? The authors need to explain in details the major contribution of this research.

2. It is necessary to supplement the literature review with foreign studies on this topic. A fairly effective way to coordinate the use of various factors in agriculture is the cluster form. The cluster is also a form of networking, the problems of which the authors write so much in the manuscript. Therefore, we recommend that the authors supplement the factor analysis and literature review with publications devoted to the analysis of cluster influence in the agro-industrial complex. For example,

3. Policy implications needs to be improved.it is important to include a policy recommendations for each of the results.

Conclusion. The article is interesting, the model is good. However, the manuscript needs to be improved in terms of the formulation and scientific justification of the research hypothesis, as well as in the field of literature review.

In general, the work deserves support, but after the correction of the comments made and re-checking.
