Round 1
Reviewer 1 Report
Comments and Suggestions for Authors- Introduction
The research objective is unclear.
Emphasize the novelty of the research.
It would be helpful to clearly formulate the research questions.
The problems of urban production are presented in too general a manner.
The conceptual framework requires further clarification.
- Literature Review
The literature on logistics and intermodal uncertainty is underrepresented.
The literature foundation for the MLBNM method is weak.
A critical analysis is lacking.
The shortcomings of existing models are not discussed.
The literature is from before 2020 – are there any newer studies?
Divide the subsections into thematic blocks.
There is a research gap.
- Materials and Methods
There is no outline of the entire methodological process.
The definition of variables is not uniform.
How was the MLBNM model validated?
How did you use MATLAB? Describe.
Which software versions were used?
Decision rules are not always justified.
- Results
Result presentation is too concise.
Tardiness rate and other key metrics are not defined.
Results lack statistical uncertainty.
How do results change under different conditions?
Improve the visual presentation of results.
Details of the optimization process are unclear.
- Case Study – 10 comments
Poor justification for parameter values.
Simulation does not show time history.
Little attention is paid to user behavior.
- Discussion – 10 comments
Interpretation of results too general.
Discussion does not consider the literature.
Weaknesses of the model are not discussed.
Add practical implications.
Add theoretical implications.
Issues regarding generalization limitations are not addressed.
- Conclusions
Conclusions are too narrative.
Conclusions are too general.
Lack of clear summary.
Lack of clear theoretical contribution.
Lack of specific information about future research.

Comments and Suggestions for Authors- An interesting research title “An Inventory Management Model for City Multifloor Manufacturing Clusters under Intermodal Supply Chain Uncertainty”
- The abstract is long and needs more attention to method’s details
- The paper offered a highly technical research model but did not anchor it obviously within a solid theoretical foundation such as “supply chain resilience theory”, “stochastic optimization theory”, or any other related theories.
- The path from sustainability, resilience, to inventory management is described conceptually, but was not theoretically justified.
- The authors stated that the study model is an “upgraded version” of a prior decision support model, but they did not evidently identify what the contribution, innovation or added knowledge is beyond prior work.
- The case study is simulation-based with “expert assumptions” rather than empirical data. Please justify and elaborate more
- The discussion part is mainly restated to the study results rather than interpreting them in a broader sustainability or logistics management setting.
- Study implications section is generic—there is limited connection to real operational challenges of urban logistics or green manufacturing systems
- The paper is dense with formulas, and equations, making it difficult for readers from management or sustainability backgrounds to follow and understand
- Although “sustainability” appeared in the title and keywords, environmental and social sustainability dimensions are not quantitatively modeled or operationalized
- The suggested model is highly contextual to European urban manufacturing clusters; its transferability to other regions or industries is not addressed. Please justify
