The study is interesting, the topic relevant. The research design is articulated in a satisfying way. Thereby, better linking theoretical framework with analysis. Conclusions should be stressed and enriched.

I carefully read the manuscript and have the following comments:

1.  Explain why the term hidden unemployment (as opposed to disguised unemployment) is used and what does it mean?

2. In abstract the term C-D production function needs to be changed to the Cobb-Douglas production function.

2. At the end of the 1st sentence of the introduction section the word economic development is thrown without any context.  I suggest use the term sustainable economic development.

3. The Figure 1 (flow-chart) needs to be explained more clearly to enable the readers to grasp the complete mechanism. In the explanation nowhere Figure 1 is mentioned in the paper.  

4.  The same is true with Figure 4 as well.  No where it is mentioned in explanation, and the expiations is not clear to begin with.  Marginal Revenue Product abbreviated as MRP not MPR.

5.  There are some mathematical derivations.  I don't see how these derivations are related with the empirical model, with exception of the Cobb-Douglas model. 

6.  What is the purpose of the unit root test of a short period non-macroeconomic data?  ADF test and the causality test does not make any sense.

In sum, I suggest to completely revise this manuscript with more simple methodology.

The abstract is not sufficiently informative. The relevance of the paper for the international audience is poorly substantiated. The specific aim of the study is not stated. It is recommended to substantiate the relevance of the topic and formulate a clear aim of the study so that the reader understands what the authors are trying to achieve.

The introduction does not fully meet the requirements. It does not examine the level of investigation of the problem and does not formulate a clear research aim. It is recommended that the introduction briefly set the study in a broader context and highlight why it is important. It should state the aim of the research. The current state of the research field should be carefully reviewed, and key publications should be cited.

The discussion is not developed. Authors are suggested to compare the results of their research with the results of previously conducted research. Differences and/or similarities found should be identified.

This is a review of a manuscript titled: “Calculation and Causing Analysis of Hidden Unemployment—a Case Study of the Northeast State-owned Forest Areas in China” which make an analysis of the Natural Forest Resources Protection Project and the association with hidden unemployment to understand hidden challenges.

The article is well-written. I have only some minor suggestions. 

1.     You need to elaborate on the five groups of hidden unemployment in the discussion. 

2.     Table 2, 3, 4 needs to be better organized. E.g., table 1, you can erase from the column of indicator layer “of the Northeast state-owned forest areas social”, so you can have more space.
