The article aims to explore the concept of causal factors influencing the SMS implementation on special types of vessels. While the overall topic is interesting, the text requires substantial improvements to enhance clarity, coherence, and depth. Here I provided some recommendations for overall improvement of quality of paper:

 1.       Begin by providing a clear definition of the term "shipping ship." Specify whether it refers to maritime cargo ships, passenger ships, cruise ships, or perhaps a unique type of vessel designed for transporting other ships.

 

 2.       Provide more in-depth examination of Pelra term, covering its historical background, construction details, and its primary purpose. Use visual aids.

 

 3.       It is crucial to revise grammatical errors and improve sentence structures. For instance, revise awkward formulations like "But until now, the implementation of a safety management system (SMS) has not been implemented". Additionally, pay attention to sentence length and syntax.

 

 4.       Strengthen the statement in lines 43-46 by incorporating additional sources, for example: for example:

 

Wróbel, K. (2021). Searching for the origins of the myth: 80% human error impact on maritime safety. Reliability Engineering & System Safety216, 107942.

 5.       Elaborate on the connection between the research on the impact of technical and non-technical factors and the introduction of the SMS system for Pelra. Clearly explain how the causal factors are relevant to the future implementation of the SMS system.

 

 6.       Improve the conclusion section by providing a more comprehensive summary of the key findings and their implications.

 

In summary, a major revision is recommended to improve overall quality of the article.

Safety is an extremely important issue in ship operation. Implementing a safety management system (SMS) on traditional shipping ships is problematic due to limitations related to many factors, including non-technical and technical factors e.g. the ship's structure. However, it is necessary to reduce the number of accidents by introducing safety policies.

The aim of this publication was to examine what and to what extent technical and non-technical factors, especially human factors, influence on the implementation of safety management on traditional shipping ships such as those chosen: Pelra ships. Therefore, the research problem is interesting, current and its choice is well justified.

The manuscript correctly specified the purpose of the research, the research object and the properly chosen research method. A set of research variables and the relationships between them were determined. The obtained research results were interpreted and their impact on the application of Perla SMS was determined. The future use of research was proposed.

The title of the publication corresponds to its content.

The division into divisions is appropriate.

The research carried out and the discussion of their results are sufficiently described.

In manuscript the author should:

line 30: add a space before the bracket containing the reference number.

lines 39-40: improve sentence order.

lines: 48-52- eliminate repetitions of the word "companies”.

line 75 describe the abbreviation "SOPs”.

page 5: consider the possibility of unifying the description of variables in the table, text, and figure.

Figure 1: check that all elements of the drawing are fully visible.

line 178: describe abbreviations.

line 183: start a new sentence with a capital letter.

figure 2: check whether all elements of the drawing are fully visible.

figure 3: standardize the size of letters in the descriptions in the figure.

This manuscript contributes technical and non-technical factors that affect the implementation of traditional shipping SMS, providing reference for the development of safety management concepts and policies for ships. However, there are some problems, which need be solved before it is considered for publication.

 1. When explaining the incidence of ship accidents in Indonesia in recent years, it is recommended to provide data from the past 5 years. In addition, it is recommended to indicate the specific source address of the data information to increase credibility.

 2. The innovation of this manuscript needs to be expressed more comprehensively, details need to be added to the abstract, and the introduction needs to supplement whether previous research has been conducted, whether there are shortcomings in the current research, or is this article the first to apply this research method to Pelra SMS?

 3. It is recommended that the authors provide inclusion criteria for research variables to improve the readability of this manuscript.

 4. It is recommended to increase the length of comparisons with previous findings to improve the credibility of the manuscript.
