Information and Communication Technology in Brazilian Public Schools: A Sustainable Legacy of the Pandemic?
Round 1
Reviewer 1 Report
Undoubtedly, Information and Communication Technologies in the pandemic caused by Covid-19 was preponderant to develop professional activities and even more so in the teaching-learning process. The work developed invites us to reflect on the existing digital battle in Brazil and the sustainability of ICT.
As suggestions for the article to be much clearer and contribute to the scientific literature, I make the following recommendations:
In the introduction, integrate a broader analysis of the Latin American environment with studies at a global, regional and local level that have contributed to the subject.
I suggest that a section of conclusions be written where the conclusions reached with the study are concretely evidenced.
Likewise, elaborate a new section with the limitations and future lines of investigation.
Review the bibliographical references based on their relevance and importance in the scientific literature.
In general, I congratulate the initiative of the authors to study the subject.

This paper concerns the sustainability of educational technology in Brazil, examining the effects of the pandemic on it. The authors employ three surveys and investigate their data to result in conclusions and recommendations. The paper is well written. However, I feel that the authors could improve the quality of this paper by carefully considering its structure.
Therefore, I suggest the authors revise the introduction section, including their research question, and explain in 2-3 sentences how they are going to answer it. I also recommend the authors theoretically enrich their text in the introduction section or add a related work section. I do not see, for example, a definition of sustainability that is examined here. Moreover, the methodology needs more information about the study's measures and data analysis process. Also, the results should contain the results of this study, such as descriptive statistics or what else was made. The extra information could be removed to an appendix at the end of the paper to be discussed in the discussion section. The discussion section seems very interesting, but I really miss the limitation section and a small paragraph about the study's implications

First of all, congratulations to the authors for their work. Here are some issues that are missing and could enrich the text.
In the introduction and conclusions, there is a lack of systematic reviews of the literature. It is possible that there is no specific SLR on the subject but there is one on the technology in Brazil. It would also be advisable to cite a similar study.
And, in the methodology section, a more in-depth explanation of the three databases used for the article is missing. Types of survey, examples of questions, who developed and carried out the survey...

1. Depersonalize selves; avoid the use of we, and replace them with the study or the researchers.
2. Added new words to the Title to make it appealing.

Interesting article, regarding the study of educational sustainability which should be supported by the existence of proper information and communication technology.
In fact, lack of condition should not dampen enthusiasm to develop for the better.
This article focuses more on the results of a survey conducted by the local government, and is analyzed simply using only quantitative descriptive techniques. Empirical reinforcement is needed which is obtained from appropriate and careful research methods. Discussion of the findings should be elaborated with similar findings from various similar countries.
Research should be conducted objectively. The involvement of the government and other related institutions to improve teachers' ability to use ICT needs to be amplified as background reinforcement and discussion before drawing conclusions and providing recommendations, so that there is no impression that the results of this research will discredit certain parties.
If the outcome of this research is a policy study, then the involvement of data sources and related informants (stakeholders) must also be considered as a recommendation reinforcement.
fields to improve:
1. research methodology, especially sampling and verification techniques. (sections 1-2)
2. study of the theory or study of findings from countries with similar characteristics. (section 1)
3. presentation of data to present ideal ICT needs, before the pandemic - during the pandemic - after the pandemic; versus what the government has produced. (sections 3 and 4)

Based on data from three census studies, the paper describes the use of ICTs in Brazilian public schools, helping politicians and people in the rest of the world to understand the reality of public schools in Brazil, thereby helping to improve the education-technology ecology of schools.
The data of this paper is concise, and the analysis of data and reality is relatively clear, but the improvement strategy needs to go beyond the perspective on hardware-resources and give action suggestions at the micro-operation level of schools, and the integration of education and ICTs should not only be the investment of equipment such as tablets, but also the transformation of information literacy and teaching methods. More advice in that feild would be more helpful in informatizing Brazilian education.

The authors significantly improved their paper and explained their methodology. The materials are well explained. However, I am still not sure about the applied qualitative process and its replicability. Maybe, they could explain the steps of their methodology using a figure.
