You have to restructure your manuscript with sections and subsections. There is 1. Introduction, followed by many subsections without any explicit category and without a final discussion, summary and conclusion.

You must follow the MDPI Journals guidelines for authors regarding format, style, and enumerated citations.

Taking Nigeria as the research area, this paper studies and discusses Nigeria's flood policy and governance, analyzes all aspects related to flood governance in Nigeria through literature review, and finally concludes the necessity of policy consistency and the way to achieve policy consistency.

The manuscript is well written, articulating the challenges of flood policy and governance in Nigeria. In this article, the authors give detailed information and show a deep understanding of the topic.

The following may help to present better this research work:

1-      The tables and figures need to be explained by considering physical concepts.

2-      Explain clearly the assumptions and limitations of this work.

3-      No critical literature review is considered in the text. The authors may explain the necessity of this study and its contribution in our understanding in flood policy.

4-      More discussion and application of the results should be presented about the results and their applications.

5-      The sections and sub-sections on the manuscript needs to be consistent with journal style.

6-      The authors are required to improve in the referencing section according to the journal style.

7-      The authors are requested to add few sentences on future research and regional collaboration with neighbouring countries and West Africa for effective flood governance.

8-      The authors may clarify whether any other country in that region showing a good example of flood – to be emulated by Nigeria.
