The authors have made subtantial effort to improve the paper.  Az űrlap teteje

In addition to the authors making significant efforts to improve the article, methodology is still at the center. Apart from the methodology, the article has little message for international readers of the journal. The authors do not pay attention to how changes resulting from economic policy measures relate to any dimension of sustainable development.

In my opinion the paper do not fit to the themes of Sustainability

I suggest that the authors, after making changes, try to publish the article in a journal where the methodology dominates. 

Some suggestions for correction of paper  before submitting to another journal: The abstract should be rewritten as to show more the new results and the author’s contribution to the current body of science or fulfilment of literature gap,

The introduction should contain the main aim,  hypothesis of research and/or the key research questions.

 The results should send messages for international public as well.

The introduction explained the special national operating system of China’s socialist market economy and how the Chinese government’s restructuring policy for the steel industry relates to the real economy. On the basis of the reviewer’s comments, the following revisions were made in the introduction:

 

The Chinese government’s steel-related industrial policies are aimed at achieving sustainable development for the Chinese economy through qualitative growth based on historical data and economic growth based on quantitative growth. Unlike most developed countries, China adopts a special state operating system called the socialist market economy; in this case, government policies are bound to quickly affect the real economy. Therefore, restructuring the steel industry, which has many structural problems, such as low value-added production and overlapping investment in China, can be regarded as a fundamental problem that needs to be solved to ensure China’s continued economic development.

In the Conclusion section, we presented the global implications of the study as follows:
In conclusion, the structural reform (supply-side reform) of the steel industry in China exerts a great influence on related industries. These results seem to deliver the following message to developing countries and those aiming for sustainable growth: In the leading industries of a nation, especially the steel, coal, and automobile industries, structural reforms such as mergers and acquisitions can be implemented first, and ecofriendly products can be continuously produced through technology development in R&D centers.

After a quick reading of the methodology used, I suggest that the article should be strengthened to undergo further revision.

The demand and supply models need to be well explained. The indices should be standardised in some way and perhaps supported by net input-output multipliers.

Following the reviewer’s comments, we modified the Analysis Methodology section in Chapter 3 by detailing the standardization of the statistical data used in this study. The revised text is

as follows:

 

The statistical data used in this study are based on the Chinese Input and Output Table published every five years by the National Bureau of Statistics of China. In particular, the latest data published in 2012 and 2017 show how goods and services produced by specific industries have been distributed in

China for a certain period of time. The industrial classification criteria are based on the middle classification criteria (42) and subclassification criteria (149) in 2017. In particular, the influence coefficient and sensitivity coefficient are judged to be suitable for this study as they show the front and rear effects on a specific industry through figures and highlight the extent of the ripple effects.

As an input-output specialist, I consider the methodology to be very basic. 
The proposal does not meet the minimum conditions for publication.

1) Since this model is mainly optimized for analyzing the front-rear association effects of a specific industry, it is suitable for approaching the subject of this paper from diverse perspectives.

However, some limitations of the study need to be addressed by future research. First, it is necessary to utilize the characteristics of the production inducement coefficient derived based on the input coefficient calculated as primary data in the input and output table. Additionally, it is necessary to expand the scope of research by analyzing policy effects, trade in value-added, environment, energy, and the local economy in detail.

Moreover, the simplicity of the research methodology, pointed out as a limitation of this study, needs to be supplemented by further research.

 

2) The authors are grateful for the reviewer's comments and will make additional efforts to address them. The authors' opinions on the comments are as follows.

First, we clarified the results of the paper and made them easier for international readers to understand. Second, we expanded the scope of the study to enable sustainable development and growth. In the introductory section, the research question should be identified, and contributions of the study should be identified and elaborated.

How are economic effects defined (line 78)?

Please explain what is meant by the International Input-Output Association disaster impact analysis (line 132).

What is meant by the input-output technology (line 132)?

What is meant by the environmental-economic analysis (line 140)?

In the section Input and output model, the author(s) should focus on explaining which type of the model they use and why.

The elements of equation for Fj should be fully explained – what is i, j, n and ?

What is (I-A)-1 in line 262?

In line 343, “the 2015 coefficient” is mentioned. However, 2012 and 2017 are analysed, not 2015.

The topicis primarily examines the contribution of distribution sector  to China's economic growth focusing  on effect of state policy and changes in international environment.  The selected methodology is an   input output analyses. 

I found the topic interesting, although it is not clear 
what is the research gaps the authors want to fill or contribute to,
 taking into account the interest of readers of this journal.   I also miss  the clear aim of this research and usability of results in building sustainable development.

The topic is important but out of the scope for  Sustainability. 
I suggest to make  the research aim and potential practical implementation more clear, the  structure more logical and after major revision to 
submit this paper  to an other journal more intereted in the examined topic.  For example: Economies.

 The work "The Economic Effects of China's Distribution Industry: An Input-Output Analysis" is of relatively considerable interest

In general, the paper approaches the standards of scientific publications.

However, I note that the reference in the text to References is not appropriate - it starts with [19], it follows [12], [5], etc.

Also, I think it is necessary to have distinct Conclusions (1/2 page), which are specific to the authors.

Respectively, in Conclusions, no more references to other bibliographic sources should appear.

It would be good to expand the bibliography with some articles from prestigious scientific journals (WoS) published in 2019 and 2020.

All in all, eventually, it may be seen by an English teacher (native).
