In this work, an evolutionary game approach is used to establish the payment matrix of the government, equipment manufacturers and construction units. The study seeks to help provide a reference for the promotion and application strategy of electric equipment in China's plateau railway tunnels. The study is based on the assumption that evolutionary stability strategies are affected by the brand revenue that manufacturers earn through technological innovation on electric equipment and the additional research and development costs that need to be paid.

Besides, other minor issues, my main concerns are: 

1)     The current literature review isn't comprehensive. It requires clarification and justification as to how the authors discovered those gaps. I'm asking how you identified the gaps in your argument and came up with the solutions you did. Please incorporate analysis of at least ten more works/studies that are published in reputed journals and those were conducted outside the mainland China.

2)     Study objectives can be provided precisely in the first part of the introduction section.

3)     There are a few linguistic and formatting problems with it. A thorough review is advised.
