The manuscript presents a comparison among combinations of VM consolidation algorithms, which are evaluated by applying metric that are also described in the paper. The manuscript describes the set-up of the experiments run to evaluate the combinations, provides and describes the results obtained through such experiments and consequently identifies the best solution and its impact on carbone oxide production.
The general approach seems sound and it is well presented. Some minor typos are present, so I'd suggest to proof-read the paper. The authors provide a lot of background information, and also include a quite large number of references: I'd suggest to shorten the related works section and to reduce the number of references.

Quality of images has been enhanced.

Extensive references are essential to provide a coherent narrative as well as enhance the discussion in the paper.  Thus, we have decided to leave the references untouched.

Need more substantive explanations on why using Openstack (private) Cloud, while AWS has been widely acknowledged as the market leader among all the cloud platforms.

 

Can this method be easily extended to other cloud platforms as companies are using cloud services offered by various providers?

 

Need to analyze the threads of validities in the experiment.

 

The following state of the art work in IOT needs to be mentioned in the background.

Wu, Jiaxuan, Yunfei Feng, and Peng Sun. "Sensor fusion for recognition of activities of daily living." Sensors 18.11 (2018): 4029.

A comparative analysis between Openstack and public clouds (e.g. Amazon Web Services, AWS EC2) has been conducted [108]. However, for the purpose of this research, the Openstack infrastructure is an ideal choice for Infrastructure as a Service (IaaS) because the Openstack software affords direct control and management facilities for large pools of compute, storage, and networking resources throughout a data center.

This work is scalable so it will be transferrable to other Openstack private or public cloud platforms  (see https://www.openstack.org/marketplace/distros/).
