In the paper the Authors have proposed an automated system for assessing detached houses for tax purposes.

The research must be improved.

The main problem concerns the use of specific definitions. As the research fills into the "Appraisal" topic, the reference language must be the IVS 2017 (please see www.rics.org). According to the International Valuation Standards, the "market appraisal" does not exist. Furthermore, a "method" is different from an "approach": the approaches are three as stated (but they are not "methods"), whereas the "method" is a further specification of an "approach".

The structure of the paper is very confused and not well written: for example, in the first 5 lines the term "appraise/appraisal" appears 7 times.

The methodology must be better explained. A statistic descriptive of the data is missing and the goodness of the outputs of the regression analysis must be appropriately justified by statistical tests.

The paper addresses an interesting issue of house valuation using automated methods. Its overall quality is very high. Research methods were chosen and applied correctly; the results seem robust. However, there are some possible further improvements:

  1. The paper focuses on the Czech Republic. Authors should provide stronger explanation of its significance for global audience.
  2. Above-mentioned comment applies also to the suitability of the paper for the journal.
  3. More non-Czech references should be used.
  4. The final section should include comparisons to the results of the previous studies.

This study takes the moves by the willingness to propose a method to automate appraisal of detached houses.

 

The paper is well written, clear in the exposition and in the definition of the objectives.

The study is well thought, but it is supported by a poor scientific literature. Although the bibliographical references are manifold, I’d appreciate an examination of the theories that, in some way, already treated the proposed idea; it would be better to create a paragraph about the state of art.

Also, I suggest the reading of following papers and, eventually, to insert them in the bibliography:

  • An estimative model of automated valuation method in Italy – by Ciuna, M., Salvo, F., Simonotti, M.;
  • Automated procedures based on market comparison approach in Italy – by Ciuna, M., De Ruggiero, M., Salvo, F., Simonotti, M.

  • the thematic is interesting but not correctly adress to the topic of the review and the perspetive of sustainability and policy improvement;
  • the objetives and the results are not clearly defined in the line of a scientific paper;
  • the topic is to much centered in the case study and at the same time, not enough explained about the territorial differentiation.

The paper has been improved. However, I would suggest to go into depth the background on automatic model (see also: Morano P., Tajani F., Locurcio M., Multicriteria analysis and genetic algorithms for mass appraisals in the Italian property market, Int.J. Housing market and Analysis, 11(2), 2018).

The written English must be improved through the Journal editing support (as also indicated by the Authors).
