In compliance with Article 9.10.1 of the Bylaws, you are hereby notified that the Regular Meeting of the House of Delegates of the American Podiatric Medical Association (APMA) will be held at the time and place indicated in this announcement for the purpose of receiving reports of officers and committees, for the annual election of officers, for action upon regularly offered amendments to the Bylaws and Administrative Procedures, and for such other business as may be presented.

Time and Place

The Ninety-third House of Delegates of APMA is hereby called for March 17–18, 2013, at the J.W. Marriott in Washington, DC. The opening session begins at 9:00 am on Sunday, March 17, 2013.

Representation

Article 9.2 of the Bylaws provides that component societies are represented in the House of Delegates in the ratio of one delegate for each one hundred members or fraction thereof. This ratio is calculated on February 15 preceding the date of the Regular Meeting.

Certification of Delegates

The Secretary of each component society or association and the American Podiatric Medical Students’ Association shall file with the Executive Director of this Association, at least forty-five (45) days prior to the Regular Meeting of the House of Delegates, the name of each delegate and alternate selected by the respective society or association or organization. A credentials certificate is presented to the Committee on Credentials for registration and admission to the meetings of the House. Credentials certificates must be affirmed in person. No delegates or alternates may be seated until their credentials have been approved by the committee. Each delegate or alternate must present evidence of being in good standing.
In the event of a contest over the credentials of any delegate or alternate, the Committee on Credentials may hold a hearing and report its findings and recommendations to the House of Delegates for final action.

Resolutions

Proposed resolutions to be distributed to members of the House prior to the opening of the House must be submitted to the Executive Director of this Association in the following manner: Non-emergency resolutions calling for the expenditure of more than $10,000 must be submitted by December 17, 2012. Non-emergency resolutions calling for the expenditure of $1,000 to $9,999 must be submitted by January 16, 2013. Non-emergency resolutions calling for the expenditure of less than $1,000 must be submitted by February 15, 2013. Emergency resolutions must be submitted prior to 12:00 pm on March 17, 2013.
In accordance with the APMA Administrative Procedures, sponsors of resolutions must indicate the type of resolution upon submission (Policy Related or Directives Oriented). Sponsors must also submit a financial impact statement with every resolution that requires financial expenditures. The statement must include a detailed explanation of the funds requested, not merely the total amount. A resolution will be returned to the sponsor for failure to provide a financial impact statement or if the financial impact statement is incomplete. The sponsors of resolutions are expected to seek assistance from APMA staff in preparing the financial impact statement and must take into consideration both the direct and indirect costs related to the tasks or projects associated with the resolution.

Annual Educational Sessions

As provided in the Administrative Procedures, the 2013 Annual Scientific Meeting of the American Podiatric Medical Association will be held at The Venetian/The Palazzo Congress Center and Sands Expo, Las Vegas, Nevada, July 21–24, 2013.

Authorization

The APMA Board of Trustees has duly authorized that the scheduled meetings be convened at the time and place indicated.

Registration

Registration shall be available to members of the American Podiatric Medical Association, other licensed podiatrists, members of the nationally recognized podiatry association in the foreign country in which they practice, and invited guests. Registration fees shall be paid in accordance with the amounts set by the Board of Trustees.

Invitation to Attend

A cordial invitation is extended to members and others eligible for registering for the 2013 Annual Scientific Meeting. Each component society, affiliated organization, and related organization is urged to send as large a delegation as possible.
